MAYOR WHITAKER CALLED THE MEETING TO ORDER WITH CITY SECRETARY DELORIS MCKENZIE
ABSENT.
COUNCIIMEMBER HAJECATE MOVED TO APPROVE RESOLUTION NO. R-99-20, A RESOLUTZON OF
THE CITY� OF FRIENDSWOOD, TEXA5, DECLARING THE NECESSITY FOR THE HOLDING OF A
SPECIAL MEETING OF CITY COUNCIL ON MONDAY, MAY 24, 1999, AT 6:00 PM AT THE
FRIENDSWOOD LIBRARY, 416 SOUTH FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, FOR THE
PURPOSE OF DISCUSSING THE PAREQ.,AND DEDICATION ORDINANCE AND CAPITOI� IMPROVEMENT
PLAN, MAKING CERTAIN FINDINGS; AND RATIFYING AND CONFIRMING THE CALLING OE SUCH
SPECIAL MEETING.
SECONDED BY COUNCII,MEMBER BRIZENDINE. THE MOTION WAS APPROVED UNANIMOUSLY.
DISCUSSION WAS HELD REGARDING THE PARK DEDICATION ORDINANCE WITH THE PARKS AND
RECREATION BOARD, PLANNING AND ZONING CONIlyiISSION, AND THE OPEN SPACE TASK FORCE.
DIRECTOR OF COMMUNITY SERVICE JON BRANSON GAVE A RECAP ON ACREAGE FOF2 PARKLAND,
NEIGHBORHOOD PARKS, AND CONIl2CTNITY PARKS. DISCUSSION CONTINUED REGARDING THE PARK
DEDICATION ORDINANCE, BURDEN ON NEW RESIDENTS, NEIGHBORHOOD PARKS, COMMUNITY
PARKS, THE MASTER PLAN AND USAGE OF PARKS, TRAFFIC, THOROUGHFARE ACTIVITY ,
PARKING, CURRENT PARKS, E'EES, SWIMMIN6 POOLS, JOGGING TRAILS AND SIZE OE PARKS.
DISCUSSION CONTINUED REGAEtDING CLARIFICATION AND AMENDMENTS TO THE PARKS
DEDIGATION ORDINANCE, BASKET BALL COURT , MAINTENANCE OF PARKS, TAXES, A REVIEW
OF THE OVER ALL PLAN, FUNDING, CONA�RCIAL ZONES, MAKING THE ORDINANCE MORE
PALATABLE FOR DEVELOPERS, A REVIEW BY THE PARKS BOARD, GRANTS, BUILDOUT, SMALL
DEVEIAPERS, TAX INCREASES, RESERVES OF LAND, AND COST OF MAINTAINING. DISCUSSION
CONTINUED THAT THE PARKS DEDICATION ORDINANCE WOULD BE READ A SECOND TIME DURING
THE JUNE 7, 1999 COUNCIL MEETING.
A 15 MINUTES BREAK WAS CAI,LED AT THIS TIME.
CITY ATTORNEY MICKELSON LEFT THE MEETING AT THIS TIME.
COUNCIL RE-CONVENED AT 7:30 PM.
DISCUSSI�N WAS HELD REGARDING THE CITY OF FRIENDSWOOD CAPITAL IMPROVEMENTS PLAN
(CIP) . MAYOR WHITAKER PRESENTED AN OVERVIEW OF THE CIP, CURRENT REVENUES AND
DEBT SERVICE. DIRECTOR OF ADMINISTRATIVE SERVICES ROGER ROECKER PRESENTED A
REVIEW OF DEBT SERVICE CAPACITY AT THE CURRENT LEVEL. DISCUSSION CONTINUED

REGARDING IMPROVEMENTS TO SUN MEADOW SUBDIVISION, ELEVATED STORAGE TANK, GRAY
WATER, POTABLE WATER, A REPORT FROM DIRECTOR OF PUBLIC WORKS MELVIN MEINECKE
REGARDING SURFACE WATER, REVENUE BONDS, SEW�R IMPROVEMENTS, WATER IMPROVEMENTS,
SETTING PRIORITIES, AND A PRIORITY SCHEDULE. CITY MANAGER COX REPORTED ON WATER
AND SEWER INFRASTRUCTURE NEEDS, SURFACE WATER, AND THE GOALS SET IN NOVEMBER,
1998. MR. COX PRESENTED A REVIEW OF THE CIP FROM A 10 TO 20 YEAR PLAN, AND THE
CIP PHASES, ISSUANCE OF BONDS, A FUNDING SCHEDULE, AND THE BUDGET PROCESS.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 8:25 PM.
