MAYOR WHITAKER CALLED THE WORKSHOP TO ORDER AT 6:15 P.M.
DISCUSSION WAS HELD REGARDING A REQUEST FOR A LICENSE AGREEMENT WITH THE
CITY FOR THE USE OF CITY PARK PARKING AREA PROPERTY LOCATED ON SHADWELL
LANE. MS. SANDRA SYMON AND MS. JANE REBESCHER, ARCHITECT FOR TFIE OWNERS,
AND DIRECTOR OF COMMUNITY DEVELOPMENT JON BRANSON PRESENTED INFORMATION
REGARDING THE NUMBER OF PARKING SPACES, ADDITIONAL PAVING, NO TREES TO BE
REMOVED, LIGHTING, CITY TO HAVE USE OF PARKING AT ALL TIMES, OFF SITE
PARKING AT A NEARBY COMMERCIAL SITE FOR LARGE FUNCTIONS, AND A DESIGN FOR A
BANQUET HALL.

MEMBERSHIP MEETING AND NUMEROUS OTHER MEETINGS REGARDING THE CLEAR CREEK
PROJECT.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING 'MEETINGS ON THE CLEAR CREEK
PROJECT, DISCUSSED THE HARRIS COUNTY FLOOD CONTROL MEETING PROCEEDING WITH
TFiE CORP STUDY, REPORTED ON ATTENDING THE NLC CONFERENCE IN WASHINGTON,
DURING WHICH HE ATTENDED A FINANCE SEMINAR, �1ND MERGING TELECOMMUNICATIONS
AND THE EFFECT ON CITIES.
COUNCILMEMBER HAJECATE REPORTED THAT THE SENIOR CITIZENS EVENTS ARE
PUBLISHED IN THE SENIORS NEWSLETTER THAT I5 AVAILABLE TO THE PUBLIC,
ATTENDED THE FRIENDSWOOD COMMUNITY PRAYER BRE.AKFAST SATURDAY HELD AT TTiE
FRIENDSWOOD UNITED METHODIST CHURCH, REPORTED ON A LETTER FROM DENNIS
BERGERON EtEGARDING A R.ACCOON PROBLEM AND IN HIS LETTER STATING THAT CITY
EMPLOYEE ALEX BUENROSTRO WENT OUT OF HIS WAY TO HELP, WHICH IS TYPICAL OF
THE CITY OF FRIENDSWOOD EMPLOYEES, I�ND REPORTED THAT SHE WAS FiONORED TO BE
THE EMCEE AT THE FOURTH ANNUAL LIGHTHOUSE COOKING TEAM FUND RAISER SATURDAY
NIGHT DURING WHICH APPROXIMATELY $80, 000 WAS RAISED.
COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE PLANNING AND ZONING
MEETING, THE GALVESTON COUNTY MAYOR AND COUNCIL (G.C.M & C. ) MEETING, STATED
THAT ON APRIL 17 THERE WILL BE A HOUSEHOLD HAZARDOUS MATERIALS COLLECTION
DAY AT PEARLAND HIGH SCHOOL, AND REPORTED ON THE CLEAR LAKE HIGHWAY
PROJECTS, ASKED ASOUT AN ARTICLE IN TEiE GALVESTON DAILY NEWS AIJD REPORTED
THAT IN THE ARTICLE, TIiE CITY OF KEMAH REJECTED THE FEMA BUY OUT, AND ASKED
IF THE CITY HAS THE LIST ON HOMES IN FRIENDSWOOD SCHEDULED TO OFFEREA A BUY
OUT.
COUNCILMEMBER DICICEY REPORTED ON ATTENDING THE BAY AREA TR.ANSPORTATION
MEETING REGARDZNG THE GRAND PARKWAY, ATTENDED THE PIPELINE SAFETY MEETING
WHERE DISCUSSION WAS HELD REGARDING EXXON' S NONCHALANT REGULATING OF
PIPELINE EASEMENT USE, REPORTED ON ATTENDING TIiE NLC IN WASHINGTON D.C. AND
WHILE THERE, ATTENDED THE 9-MEMBER ENERGY AND NATURAL RESOURCES MEETING
DURING WHICH A RESOLUTION WAS DISCUS5ED REGARDING THE PURCHASE OF OPEN SPACE
AND FEDERAL FLTNDING, AND ATTENDED THE G.C.M.& C. MEETING.
COUNCILMEMBER BRIZENDINE STATED THAT HE HAD NO FURTHER COMMENTS AND THAT
EVERYTHING HAD BEEN COVERED.
MAYOI2 WHZTAKER REPORTED THAT HE ATTENDED A LOT OF THE MENTIONED MEETINGS,
AND ALSO ATTENDED THE EMPLOYEES SAFETY LUNCHEON AND THAT THE EMPLOYEES'
SAFETY RECORD KEEPS IMPROV2NG AND HE APPRECIATES THE EFFORTS OF THE

EMPLOYEES, AND REPORTED ON ATTENDING THE GULF COAST WASTE DISPOSAL MEETING
DURING WHICH THE SALE OF GR.AY WATER WAS DISCUSSED.
COUNCILMEMBER ERICSSON STATED THAT WIi2LE HE WAS IN WASHINGTON WITH
COUNCILMEMBER MANISON, TIiEY SPENT TWO DAYS WALKING THE HALLS AND TALKING TO
REPRESENTATIVES REGARDING THE CLEA.R CREEK PROJECT, REGARDING THE VOLUNTARY
BUY �UT PROGR}1M AND THE FZRST REACH OF THE CLEAR CREEK PROJECT AND PUBLICLY
WISHED COUNCILMEMBER BRIZENDINE A HAPPY BIRTHDAY.
MS. BARBAR.A HOPPER APPEARED BEFORE COUNCIL REGARDING TFIE GALVESTON COUN'TY
COMMISSIONERS MEETING AND STATED THERE WILL NOT BE A FLOOD CONTROL PROGRF�M
AS WAS REFERENCED IN THE ARTICLE IN THE GALVESTON NEWSPAPER, THE JUDGE SAID
THERE WAS NO FUNDING AVAILABLE FOR THE CLEAR CREEK CORP PROJECT AND WOULD BE
DEFERRED FOR ANOTHER 3 YEARS STUDY, EXPRESSED CONCERNS TIiAT WE WILL LOSE
FUNDING IF DELAYED AND DOES NOT HEAR ANY CONCERN FOR THIS PROJECT, AND
STATED FRIENDSWOOD IS SITTING IN THE MIDDLE AND THAT OTFiER ENTITIES HAVE
THEIR OWN AGENDA.
DR. JOHN HEARD, A MEMBER OF THE LIBRARY BOARD APPEARED BEFORE COUNCIL IN
SUPPORT OF ITEM #lOC, RESOLUTION R99-13, SUPPORTING PASSAGE OF LEGISLATION
TO ESTABLISIi AND FINANCE THE TEXAS PUBLIC LIBR.ARY FUND, AND STATED THAT
CHAIR OF THE LIBRARY BOARD RUTH LAY I�ND DIRECTOR MARY PERRONI WHO WERE ALSO
IN ATTENDANCE, SUPPORT THIS RESOLUTION.
*CITY MI►NAGER COX REPORTED THAT FIRE MF►RSHAL/EMERGENCY MANAGEMENT
COQRDINATOR TERRY BYRD RECEIVED WORD THAT FUNDING FROM THE TEXAS DEPARTMENT
OF PUBLIC SAFETY FOR EMERGENCY MA2JAGEMENT A5SISTANCE HAS BEEN AWARDED IN THE
AMOUNT OF $31, 344 WHICH REPRESENTS THE FULL ALLOCATION AVAILABLE FROM THE
STATE FOR FRIENSWOOD AND IS THE S�►ME AMOUNT AWARDED THIS PAST YEAR. THESE
FUNDS ARE TO BE USED FOR EMERGENCY MANAGEMENT PURPOSES, AND WILL BE USED TO
OFFSET ADMINISTR.ATIVE COSTS, PLUS PURCHA5E NEEDED EQUIPMENT. NII2. COX
REPORTED ON THE VISION 2020 PRESENTATION GIVEN BY MAYOR PRO TEM ERICSSON AND
HIM TO FRIENDSWOOD FOREST SUBDIVISION FiOA DURING THEIR �NN'[TAL MEETING AND
STATED THAT THE PRESENTATION WAS WELL RECEIVED. MR. COX REPORTED ON THE ONE
STOP PERMITTING RECEPTION HELD IN LEAGUE CITY ON MARCH 8. MR. COX STATED
THAT THIS NEWLY REVISED PERMITTING PROCESS IS AN EFFORT ON TIiE2R PART TO
STREAMLINE THE PROCESS OF PERMITTING AND PLAT APPROVAL I+,ND HAS BEEN A PART
OF TFiEIR ECONOMIC DEVELOPMENT PACKAGE AND THAT FRIENDSWOOD'S DEVELOPMENT
REVIEW COMMITTEE IS ASSISTING COUNCIL AND STAFF IN MAKING STREAMLINING
DECISIONS AND FiAS COMPLETED THE REVIEW OF THE PERMITTING PROCESS AND WILL
LATER L�OK AT THE ZONING ORDINANCE. MR. COX REPORTED ON THE TXDOT/FISD/CITY
MEETING HELD TO DISCUSS THE TRAFFIC SITUATION ON FM 528 THAT WILL BE
EMERGING WHEN THE NEW WINDSONG INTERMEDIATE SCHOOL OPENS IN THE FALL OF
1999. MR. COX ALSO REPORTED THAT STAFF HAS SUBMITTED AN APPLICATION FOR
FUNDING FOR LOW INTEREST LOAN MONEY THROUGH THE TEXAS WATER DEVELOPMENT
BOARD FOR SEVER.AL WATER PROJECT TFLAT ARE UI3DERWAY AND PROJECTED IN THE NEAR
FUTURE. THESE PROJECT INCLUDE THE CLTRRENT BLACKHAWK WATERLINE REPLACEMENT
PROJECT, A FUTURE WATERLINE IIPGRADE ON FM 2351, WATERLINE LOOPING ON
MANDALE/MOORE ROAD AREA, THE PURCHASE OF 3 MGD OF WATER FROM TFiE CITY OF
FiOUSTON'S SOUTHEAST WATER PURIFICATION PLANP, AND THE FUNDING FOR THE SECOND
TAKE POINT FROM HOUSTON. THIS PROJECT APPLICATION WILL BE RATED RELATIVE TO
OTHERS SUBMITTED AND THE CITY WILL BE NOTIFIED OF ITS STAND2NG.

COUNCILMEMBER DICKEY ASKED HOW MANY ACCIDENTS HAVE OCCURRED AT THE
IN't'ERSECTION OF FM 2351 AND FM 518 WITH CITY MANAGER COX RESPONDING THAT
THERE HAVE BEEN 140 ACCIDENTS ON FM 2351, FROM FM 518 TO I45. COUNCILMEMBER
DICKEY STATED THAT TWO YEARS AGO, THERE WERE 3 SUGGESTIONS MADE TO TXDOT AND
ASKED IF THEY WERE IMPLEMENTED WITH CITY MANAGER COX STATING TXDOT DID CHECK
THE LEFT TURN SIGNAL BUT DID NOT MAKE THE BAY LONGER OR CHANGE THE RIGHT
TURN. COUI7CILMEMBER DICKEY ASKED ABOUT THE LAND CONSERVATION PLAN THAT
PENNY BURKE PRESENTED AND IF THE C�TY IS WORKING TO PURSUE THIS PLArN WITH
THE CITY MANAGER RESPONDING YES, THEY ARE WORKING ON THIS PLAN AND THAT IT
IS PART OF THE OPEN SPACE TASK FORCE AGENDA.

TRFINSPORTATION PARTNERSHIP (BATP) FOR RENEWAL OF MEMBERSHIP AND ACCEPTANCE
OF THE �NNZJAL WRITTEN REPORT.
