INDEPENDENT SCHOOL DISTRICT (FISD) REGARDING A PARTNERING PROGRAM, ATTENDED
TFIE HARRIS COTTNTY MAYORS' AND COUNCILS' MEETING, STATED THAT TFiE RETREAT
WENT VERY WELL AND WAS VERY PROACTIVE, REPORTED ON A VERY IMPORTANT MEETING
REGARDING CLEAR CREEK DR.AINAGE WITH MR. ART STOREY AND OTHER REPRESENTATIVES
FROM THE HARRIS COITN'PY FLOOD CONTROL DISTRICT, COUNCILMEMBER MANISON, CITY
MANAGER COX, AND COUNCILMEMBER ERICSSON ATTENDING, REPORTED THAT HE MET WITH
GALVESTON COUNrY COMMISSIONER KEN CLARK, AND THAT THERE WILL BE A FUTURE
MESTING SET UP WITH LEAGUE CITY TO ADDRESS CONCERNS REGARDING CLEAR CREEK,
AND 5TATED THAT TIiE VISION 2020 TOWN MESTING WAS TO REPORT BACK TO THE
CITIZENS THE FINAL REPORT ON VISION 2020 FOR CITIZENS WHO ARE INTERESTED IN
READING THE REPORT.
COUNCILMEMBER MANISON REP�RTED ON ATTENDING THE H-GAC MEETING DURING WHICH
THE NEW HOUSE BILL 800 REGARDING THE PURCHASING PROGRAM WAS DISCUSSED,
ATTENDED THE HARRIS COUNTY MAYORS' AND COUNCIL'S MEETING, STATED THAT
FRIENDSWOOD HIGH SCHOOL'S PRESENTATION OF "CRAZY FOR YOU" IS GOOD
ENTERTAINMENT, REPRESENTED KIM BRIZENDINE AS LIAISON AT THE CLEAR CREEK
DRAINAGE DISTRICT MEETING AND THAT CLEAR CREEK DRAINAGE DISTRICT HAS
REQUESTED THE TWO ENTITIES SHARE MINi7TES OF COUNCIL AND PLANNING AND ZONING
MEETINGS AND THAT C.C.D.D. WILL SHARE THEIR MINUTES AND REPORTED THEIR MAIN
CONCERN IS BAKER ROAD, REPORTED THAT LAST FRIDAY HE ATTENDED TI3E H-GAC
MEETING WITH HOUSE APPROPRIATIONS COMMITTEE MEMBERS, AND STATED THAT THE
TICKETS ARE ON SALE FOR THE ROTARY'S "REVERSE DRAW" BENEFITING SCHOLARSHIPS
AND TFIE "MEALS ON WHEELS" PROGRAM.
COUNCILMEMBER BRIZENDINE REPORTED THAT FRIENDSWOOD HIGH SCHOOL ACADEMIC
DECATHL013 TEAM, FOR TIiE SEVENTH YEAR IN A ROW, WON THE STATE COMPETITION,
STATED THAT THIS WAS A TREMENDOUS EFFORT ON THE PART OF THE STUDENTS AND
COACHES, REPORTED THAT THE COUNCIL RETREAT WAS EXCELLENT, AND INVITED THE
PUBLIC TO ATTEND FUTURE RETREATS.
COUNCILMEMBER DICKEY THANKED BOY SCOiJT TROOP 224 FOR VISITING WITH COUNCIL

COUNCILMEMBER MEASELES REPORTED ON ATTENDING MANY OF THE S11ME MEETINGS, TWO
PLANNING AND ZONING MEETING, THE COMMUNITY PRAYER BREAKFAST, THE PLAY "CRAZY
FOR YOU", STATED THAT THE COMMUNITY APPEARANCE BOARD TREE GIVE-AWAY WILL
TARGET BUSINESSES, THE TREES WILL BE 15 GALLON SIZE, AND WILL BE GIVEN AWAY
ON A LOTTEI2Y BASIS, STATED THAT TIiE COMMUNITY APPEARANCE BOARD GAVE A
PRESENTATION TO FRIENDSWOOD DEVELOPMENT ON LANDSCAPING AUTUMN CREEK
APARTMENTS ON F.M. 528/BAY AREA BLVD. , AND NOTICED THERE WERE NO STREET
LIGHTS IN THE DEVELOPMENT.
MAYOR WHITAKER REPORTED ON ATTENDING MANX OF THE SAME MEETINGS, AND REPORTED
THAT HE ENJOYED BEING A JUDGE AT THE CHILI COOK OFF TODAY AT BROOKSIDE
INTERMEDIATE SCHOOL ON F.M. 528.

CITX NiANAGER COX REPORTED ON THE COIJNCIL/STAFF RETREAT WHICH WAS HELD ON
FEBRUARY 22, 1999. MR. COX THANKED THE STAFF FOR THBIR TIME AND EFFORT IN
PREPARING THE FOR THE RETREAT, AND STATED THAT THIS WAS TIiE MO5T PRODUCTIVE
OF ALL RETREATS AND THAT THE WORK DONE IN PREPARING THE POLICY ENDS FOR THE
NINETEEN POLICY AREAS, SET THE FOUNDATION FOR FUTURE COt7NCIL
DECISION-MAKING. SECOND DRAFTS OF THE POLICY END STATEMENTS WILL BE
PREPARED SOON FOR DISTRIBU'TION. MR. COX ALSO REPORTED ON THE HARRIS COUNTY
FLOOD CONTROL DISTRICT (H.C.F.C.D. ) MEETING HELD ON FEBRUARY 24, 1999 WITH
ART STOREY, REPRESENTING THE H.C.F.C.D. , REGARDING THE STATUS OF THE CLEAR
CREEK FLOOD CONTROL PROJECT AND THE CONCERNS OVER THE TIMING OF THE DELAY,
THE LIKELIFi00D OF NO CREEK IMPROVEMENTS AND CONTINUED FLOODING. MR. STOREY
AGREED WITH TFiIS CONCERN, AND HOPED THAT ALL INTERSSTED PARTIES AND CITIES
CAN WORK TOGETHER TO GET THIS PROJECT STARTED SOONER THAN IS NOW PREDICTED.
MR. COX REPORTED ON THE VISION 2020 STJNiMARY WORKSHOP HELD ON FEBRUARY 25,
1999 WHICH WAS HF3LD TO BRING THE PiJBLIC UP TO SPEED ABOUT THE VISION 2020
REPaRT, THE STATUS OF THE WORK THAT HAS TAKEN PLACE, AND TO LET THEM KNOW
HOW COUNCIL, THE COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE AND THE STAFF
HAS BEEN RESPONDING TO THE REPORT. MR. COX ALSO REPORTED ON FISD'S SENIOR
SHADOWING CAREER DAY HELD ON FEBRUARY 25. SH.ADOWING CAREER DAY GIVES THE
STUDENTS AN OPPORTUNITY TO GO TO A PLACE OF BUSINESS AND "SHADOW" A
PROFESSIONAL PERSON AS HE/SHE GOES ABOUT THEIR DAILY ROUTING AND MR. COX
STATED THAT THE CITY WAS PLEASED TO BE ABLE TO PARTICIPATE.
**COUNCILMEMBER MP.NISON MOVED TO APPROVE THE FULL-TIME POSITION OF ECONOMIC
DPsVELOPMSNT COORDINATOR.
SECONDED BY COUNCILMEMBER ERICSSON. THE MOTION WAS APPROVED UNANIMOUSLY.
**COUNCILMEMBER MANISON MOVED TO APPROVE RESOLUTION R99-8, A RESOLUTION OF
THE CITY OF FRIENDSWOOD, TEXAS, SUPPORTING INCREASING STATE FUNDING FOR SOIL
AND WATER CONSERVATION PROGREIMS TO ASSIST IN THE ADMINISTR.ATION OF FEDERALLY
MANDATED PROGRAMS SUCH AS THE FARM BILL, TFiE CLEAN WATER ACT, SAFE DRINKING
WATER ACT, AND OTHER ENVIRONMENTAL LAW5 HAVE DRASTICALLY INCREASED THE
WORKLOAD OF SOIL � WATER CONSERVATION DISTRICTS AND NRCS STAFF, THEREBY
REDUCING THE TIME AVAILABLE FOR DIRECT ASSISTANCE TO LANDOWNERS FOR
TR.ADITIONAL CONSERVATION PLANNING.

THE CITY OF FRIENDSWOOD, TEXAS, AUTHORIZING GULF COAST WATER AUTHORITY
("GCWA") OR ITS DESIGNATED REPRESENTATIVE TO APPLY FOR A GRANT FROM THE
TEXAS WATER DEVELOPMENT BOARD ON BEHALF OF THE CITY; GRAN'rING AUTHORITY FOR
THE GCWA TO ENTER INTO A CONTRACT WITH THE TEXAS WATER DEVELOPMENT BOARD;
AND EXPRESSING THE COUNCIL'S SUPPORT AND CONSIDERATION OF COMMITTING LOCAL
PRO-RATA MATCHING FUNDS FOR THE GRANT LIMITED TO $10,000.
