(FM 518) , LEAGUE CITY, TEXAS WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR HAROLD L. WHITAKER MAYOR PRO TEM JERRY ERICSSON COUNCILMEMBER KITTEN HAJECATE COUNCILMEMBER TOM MANISON COUNCILMEMBER KIM BRIZENDINE COUNCILMEMBER ALINE DICKEY COUNCILMEMBER MEL MEASELES CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE MAYOR WHITAKER CALLED THE MEETING ORDER. **COUNCILMEMBER MANISON MOVED TQ APPROVE RESOLUTION R99-7, A RESOLUTION OF THE CITY OF FREINDSWOOD, TEXAS, DECLARING THE NECESSITY FOR THE HOLDING OF A SPECIAL MEETING (PLANNING RETREAT) OF CITY CONCIL ON MONDAY, FEBRUARY 22, 1999, AT 8:00 A.M. AT THE KNIGHTS OF COLUMBUS HALL, 4889 WEST MAIN STREET (FM 518) , LEAGUE CITY, TEXAS, FOR THE PURPOSE OF DISCUSSING PLANNING FOR 2020 FOR THE CITY; MAKING CERTAIN FINDINGS; AND RATIFYING AND CONFIRMING THE CALLING OF SUCH MEETING. SECONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED UNANIMQUSLY. DISCUSSION REGARDING PLANNING FOR 2020 WITH FACILITATOR VICKIE CAVINS WITH "GREAT MINDS" . A REVIEW WAS PRESENTED REGARDING THE RETREAT PROCESS HELD LAST JIJNE. DISCUSSION WAS HELD REGARDING THIS RETREAT, FOCUSING ON THE DEFINITION OF POLICY, AND WRITING POLICIES THAT ARE ENDURING. THE POLICIES DISCUSSED WERE: PRESERVING COMMUNITY VALUES WHICH INCLUDES IiERITAGE PRESERVATION GOVERNANCE, QUALITY SCHOOLS, LAND USE, ENVIRONMENT, ECONOMIC DEVELOPMENT; RESOURCES WHICH INCLUDES FINANCES, EMPLOYEES, TECHNOLOGY, EQUIPMENT, AND VOLUNTEERS; AND CITY SERVICES WHICH INCLUDES WATER/SEWER, TRANSPORTATION, SOLID WASTE, DRAINAGE, PUBLIC SAFETY, PARKS AND RECREATION, FACILITIES, AND COMMUNICATIONS. THERE WAS A REVIEW OF THE NINETEEN POLICIES WITH COUNCIL AND STAFF PARTICIPATION. A MOTION WAS MADE AND PASSED TO ADJOURN AT 5:15 P.M. MAYOR HAROLD L.
