MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
023 MONDAY, DECEMBER 14, 1998, AT 5:30 P.M. , AT FRIENDSWOOD CITY HALL COUNCIL

MAYOR WHITAKER CALLED THE SPECIAL WORK SESSION TO QRDER.
DISCUSSION WAS HELD REGARDING CENTEbiNIAL PARK MASTER PLAN WITH PARKS AND
RECREATION EOARD MEMBERS STUART WILLIAMS AND ED DRISCOLL AND OTHER PARKS
BOARD MEMBERS PRESENT.
DIRECTOR OF COMMTJNITY SERVICES JON BRANSON PRESENTED AN OVERVIEW OF THE
PARKS AND RECREATION BOARD RECOMMENDATION AND INTRODUCEA REPRESENTATIVES OF
CARTER & BURGESS, LLOYD LENTZ AND BOB GREEN. DISCUSSION CONTINUED REGARDING
COSTS, ADOPTION O� THE MASTER PARK PLAN PHASE I, INFRASTRUCTURE AND SOCCER
FIELDS, FUNI�S AVAILABLE, LAKE AERATION AND DEPTH OF WATER, CONCRETE ROAD TO
SCHOOL PROPERTY, WETLANDS MITIGATION, AND ADA REQUIREMENTS. THE PARKS BOARD
RECOMMENDED ADOPTION OF THE CENTENNIAL PARK MASTER PLAN AND APPROVAL OF
AUTHORING PLANS AND SPECS FOR PHASE I WITH ADA ALTERNATES INCLUDING THE
SCHOOL ROA.D. �
A BRIEF BREAK WAS TAKEN AT THIS TIME.
MAYOR WHITAKER CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. .
THE INVOCATION WAS GIVEN BY CITY MANAGER RON COX.
MAYOR WHIT.AKER LED THE PLEDGE OF ALLEGIANCE TO THE 5TATE OF TEXAS AND TO THE
UNITED STATES.
COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE SENIOR CITIZENS LUNCHEON,
THE EMPLOYES DINNER, THE PRAYER BREAKFAST LAST SATURDAY, THE LIGHTED
CHRISTMAS PARADE AND WISHED EVERYONE A MERRY CHRISTMAS AND REMINDEA EVERYONE
TO REMEMBER WHAT CHRISTMAS IS ABOUT.
COUNCILMEMBER DICKEY REPORTED ON ATTENDING THE SAME ACTIVITIES AND WISHED
EVERYONE A SAFE MERRY CHRISTMAS.

COUNCILMEMBER BRIZENDINE RBPORTED ON THE HABITAT FOR HUMANITY PROJECT WITH
THE CITIES OF ALVIN, PEARLAND, AND FRIENDSWOOD AND THE UPCOMING MAJOR FUND
RAISING EVENTS.
COUNCILMET�ffiER MANISON REPORTED ON ATTI3NDING THE SAME ACTIVITIES AND ALSO
REPORTED ON THE MEETING OF TH13 SOIL AND CONSSRVATION CO1�iITTEE MEETING HELD
IN AUSTIN AND THAT THIS COMMITTEE IS WORRING TO SECURE AN $84 MILLION BUDGET.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE JOHNSON SPACE CENTER
SOLIDAY RECEPTION, SPOKE WITH COMMISSION ED STUART ABOUT THE CLEAR CREEK
PROJECT AND THAT SOME OPPOSITION IS BEING REVIEWED, AND URGED CITIZENS TO
WRITE LETTERS IN SUPPORT OF THE PROJECT TO STATE AND LOCAL ELECTED OFFICIALS
REGARDING FUNDING CONCERNS, AND STATED THAT TODAY IS THE ANNIVERSARY OF THE
SIGNING OF THE BILL OF RIGHTS.
COUNCILMEMBER HAJECATE COMMENDBD THE FIVE STAR COMMITTLE FOR THE EMPLOYEE
DINNER, COMMENDED MELODY KAMMERER FOR THE SENIOR CITIZENS' LUNCHEON,
COMMENDED THE CITY SECRETARY FOR ESTABLISHING THE MiTNICIPAL RECORDS
RETSNTION AND DISPOSITION SCHSDULES FOR THFs CITY OF FRIENDSWOOD, AND WISHED
EVERYONE HAPPY TiOLIDAYS.
MS. JEAN BILDERBACK, 4423 RAVINE, REPRESENTING THE SENIORS, APPEARED BEFORE
COUNCIL AND URGED COUNCIL TO ACCEPT SOME BID FOR THE RENOVATIONS FOR THE
ACTIVITY BUILDING, STATED THAT THE RENOVATIONS NEED TO GET STARTED, THAT
OVER TFIE LAST 4 YEARS, VERY FEW IMPROVEMENTS HAVE BEEN MADE, NEED TO MEET
ADA REQUIREMSNTS FOR TAE SENIORS, ESPECIALLY THE RESTROOM FACILITIES AND
ALSO NEED THE ADDITION OF A KITCHEN FACILITY WHICH WOULD ENFiANCE THE
PROGR.AMS OFFERED TO THE SENIORS.
MR. KEN THAXTON, 1905 DESOTA, PRESIDENT OF THE SOCCER CLUB, APPEARED BEFORE
COUNCIL AND URGED THEM TO APPROVE TFIE MASTER PLAN AND AUTHORIZE THE PLANS
AND SPECS FOR PHASE I FOR CENTENNIAL PARK, STATED THAT THERE ARE 1,700
SOCCER PLAYERS IN THE FRIENDSWOOD AREA. MR. THAXTON ALSO SPOKE ABOUT THE
ZONING ISSUE REGARDING SWIMMING POOLS 1�ND THAT THE PROPOSED CHANGE WILL NOT
ALLOW FOR REGULAR POOLS AND WOULD NOT ALLOW PROPERTY OWNERS TO HAVE FULL USE
OF TIiEIR BACK YARD.
**COUNCILMEMBER ERICSSON MOVED TO APPROVE THE MASTER PLAN FOR THE CENTENNIAL
PARK PROJECT.
SECONDED BY COUNCILMEMBER MEASELES. THE MOTION WAS APPROVED UNANIMOUSLY
**COUNCILMEMBER HAJECATE MOVED TO APPROVE AUTHORIZING PREPARATION OF PLANS
AND SPECIFICATIONS FOR PHASE I OF THE CENTENNIAL PARK PROJECT.
SECONDED BY COUNCILMEMBER DICKEY.
**COUNCILMEMBER DICKEY MOVED TO AMEND THE AUTHORIZATION FOR PLANS AND
SPECIFICATIONS FOR PHASE I OF THE CENTENNIAL PARK PROJECT TO INCLUDE
ADD/ALTERNATES �ND DEDUCTS IN THE BID SPECIFICATIONS TO INCLUDE FRIENDSWOOD
INDEPENDENT SCHOOL DISTRICT ROAD �PTD PARKING LOT.
SLCONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED UNANIMOUSLY.

PERCENT COMPLETE AND RETATNAGS IS FIVE PERCENT. 2. NEW ROOF FOR PUBLIC
SAFF3TY APTD ACTIVITY BUILDINGS WITH PREPAYMENT =N THE AMOUN'r OF $23,072.06 TO
JACO CONSTRUCTION, INC. FOR ROOFING MATERIALS TO BE DELIVERED DECEMBER 14,
