COUNCILMEMBER DICKSY REPORTSD ON THE PARKS AND RECRL+ATION PUBLIC HEARING REGARDING CENTENNIAL PARK, STATED THAT THE COMMITTEE RETREAT WAS VERY INFORMPaTIVE AND FUN AND GAVE RUDOS TO THL STAFF, REPORTED ON ATTENDING THE HOUSTON/GALVESTON AR$A COUNCIL BOARD OF DIRECTORS ANNiJAL BUDGST MEETING, STATED THAT THE TML CONFERENCE FIAD AN EXCELLENT PROGRAM, AI�TD REMINDED EVERYONE TO VOTE TOMORROW. STAFF AND STATED THAT THIS RETREAT WILL CONTINUE IN THE FOTURE AS A PRODUCTIVE WAY OF ALLOWING THE MEMBERS OF THESE COI�SITTSES TO GST ACQUAINTED AND TO LEARN THE GOALS OP' OTHER COMMITTEES. MR. COX ALSO RBPORTED ON THE TEXAS-NEW MEXICO POWBR COMPANY (TNP) R.ATE CASE AND THAT A NOTICE FROM THE PUBLIC UTILITY COMMISSION (PUC) THAT THE CITI33S' MOTION FOR A RI3HEARING ON THE MATTER OF THE TRANSITION PLAN SUSMITTED BY TNP WAS DENIED. IN THE DENIAL OF THE MOTION, THE PUC ALSO ORDERED THAT APPROXIMATBLY $93,000 IN RATE CASE EXPENSS5 INCURRED BY TH}3 CITIES ARE NOT TO BE REIMBURSED BY TNP AND THOSE EXPENSE5 WILL HAVE TO BE BORNE SOLELY BY THE SIX CITIES OF THE GULF COAST COALITION (GCCC) . THE GCCC WILL BE MESTING SOON TO DISCUSS TH8 PROS AND CONS OF THE OF'FER AND WILL BE MAKING A R8C01�lENDATION. MR. COX REPORTED ON SURFACE WATER AND REVISING THE OUTSIDE ESTIMATE OF THE AMOUN'P OF SURFACE WATLR WHICH MAY BE NEEDBD TO BUILD OUT. THE REVISED ESTIMATE IS BASED ON THE GROWTH RATE, REVISBD POPULATION ESTIMATES, AND INCREASED USAGS DURING THS DRY SLJMMER MONTHS. THE OUTSIDE ESTIMATE IS 10 MILLION GALLON5 PER DAY. CITY MANAGER COX ALSO REPORTED ON THE PUBLIC WORKS PROJECTS AND STATED THAT DIRECTOR OF PUBLIC WORKS MELVIN MEINECKB PROVIDED AN IIPDATE ON THS CURRENT AND PROPOSED STREET AND DRAINAGE PROJECTS. SAN JOAQUIN PARKWAY IS SCHEDULED TO BE COMPLETED THE FIRST WBEK IN NOVEMBER, THE MELODY LANE DRAINAGE PROJECT ADTD THE NORTH CLSAR CREEK DRIVE ASPHALT OV33RLAY ARF SCHEDULED TO B13GIN MONDAY, NOVEMBERS 2. ONCE GALVESTON COUNTY COMPLETES THE MELODY L.ANE DRAINAG}3 WORK, THEY WILL MOVE TO OAK DRIVE. MR. COX ALSO RBPORTED ON THE TEXAS NATURAL RESOURCE CONSBRVATION CO1rIIMISSION (TNRCC) AND THE F.M.518 R.ADIOACTIVS SITE, THE REMEDIATION OF CONTAMINATED SOIL, AND STATED THIS SHOULD TAKE ABOUT THREB WEEKS TO COMPLETE. MR. COX ALSO STATED THAT ON NOVEMBER 1, HE CELEBRATED HIS EIGHT-YBAR ANNIVERSARY WITH THE CITY AND LOOKS FORWARD TO A CONTINUED FINE RELATIONSHIP WITH THE STAFF AND COUNCIL. COUNCILMEMBER DICRSY ASKED WHO WAS CLEANING UP THE CONTAMINATED SOIL WITH CITY MANAGER COX RESPONDING THA.T FEMA FUNDING WILL BE USED BUT CLEAN UP WILL BE DONE BY THE HEALTH DEPARTMENT OR TNRCC. COUNCILMEMBER DICKEY ASKED WHO WAS MONITORING TH23 SITUATION AS TO POLLUTION, STATED TIiE CITY SHOULD HAVE BEEN NOTIFIED AND ASKED WHO WILL MONITOR THE CONTR.ACTOR WITH CITY MANAGER COX RESPONDING THAT FIRE MARSHAL TERRY BYRD IS MONITORING THE SITUATION WITH ALONG WITH THE FEDERAL GOVERNMENT.
