MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, OCTOBER 19, 1998, AT 5 :30 P.M. AT FRIENDSWOOD CITY HALL COUNCIL
CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING
PRESENT CONSTITUTING A QTJORUM:

MAYOR WHITAKER CALLED THE WORKSESSION TO ORDER.
DTSCUSSION WAS HELD REGARDING THE PROPOSED CAPITAL IMPROVEMENTS PROJECTS AND
A PROACTIVE REVENUE PLAN. CITY MANAGER COX INTRODUCED THE PLAN AND
DISCUSSED PRIORITIES, AND A FUNDING SCHEDULE. DISCUSSION CONTINUED
REGARDING UTILITIES, STREETS, THOROUGHFARES, PARKS, DRAINAGE, ELIGIBLE
PROJECTS, SEWER IMPROVEMENTS, IMPACT FEES, WATER INFRASTRUCTi3RE, NEW AREAS,
EQUIPMENT ABOVE $50, 000, AND FACILITIES AND MAINTENANCE.
THE WORKSESSION ADJOURNED AT 6 :45 P.M.
COUNCIL CONVENED INTO REGULAR SESSION AT 7:00 P�.M.
MAYOR WHITAKER CALLED THE MEETING TO QRDER.
THE INVOCATION WAS LED BY REVEREND MIKE MCALLISTER, REPRESENTING THE CHURCH
OF CHRIST.
MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE
UNITED STATES.
COUNCILMEMBER BRIZENDINE REPORTED ON ATTENDING A MEETING LAST WEEK WITH
REPRESENTATIVES OF THE BRIO TASK FORCE AND MAYOR WHITAKER AND STATED IT WAS
ESTIMATED THAT IT WOULD TAKE FIVE XEARS FOR THE CLEAN UP TO FINISH.
COUNCILMEMBER DICKEY REPORTED ON ATTENDING THE CLEAR LAKE TRANSPORTATION
PARTNERSHIP MEETING AND THE HARRIS COUNTY MAYORS AND COUNCILS ASSOCIATION
(H.C.M.& C. ) MEETING WHERE "ONE NATION UNDER GOD" WAS THE PROGRAM.
COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE CLEAR LAKE TRANSPORTATION

RENAMING OF NASA ROAD ONE IN WEBSTER TO JOHN GLENN PARKWAY, REPORTED ON
ATTENDING THE COMMUNITY APPEARANCE BOARD FALL HAUL-A-DAY AND STATED IT WA5
VERY SUCCESSFUL, ATTENDED THE PLANNING AND ZONING MEETING, AND THE
FRIENDSWOOD PRAYER BREAKFAST DURING WHICH FORMER MAYOR EVELYN NEWMAN WAS
HONORED.
COUNCILMEMBER HAJECATE REPORTED ON ATTENDING THE H.C.M & C. MEETING, THE
PRAYER BREAKFAST, AND THAT SHE WILL ATTEND THE TEXAS MUNICIPAL LEAGUE
RESOLUTION COMMITTEE MEETING IN SAN ANTONIO, REMINDED EVERYONE OF EARLY
VOTING STARTING TODAY UNTIL OCTOBER 30 AT CITY HALL FOR GALVESTON COUNTY
VOTERS, AND THAT EARLY VOTING FOR HARRIS COUNTY VOTERS WILL BE HELD AT THE
HARRIS COUNTY SUBSTATION IN CLEAR LAKE.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE FRIENDSWOOD ECONOMIC
DEVELOPMENT COMMITTEE MEETING, THE AREA ECONOMIC DEVELOPMENT MEETING LAST
WEEK, THE H.C.M. & C. MEETING WHERE ONE NATION UNDER GOD WAS THE PROGRAM,
ATTENDED THE HABITAT FOR HUMP,NITY FUN RUN, THE CLINT HACKNE'Y FUNERAL
SERVICES AND REMTNDED EVERYONE THAT MR. HACKNEY SERVED THE COMMUNITY MANY,
MANY YEARS AND THAT HE WAS A MAN OF INTEGRITY AND WAS ALWAYS SMILING.
COUNCILMEMBEF2 MANISON REPORTED ON ATTENDING THE ALAMO REGIONAL COUNCILS OF
GOVERNMENT FOR SOIL AND CONSERVATIOI3 IN SAN ANTONIO DURING WHICH F[7NDING WAS
DISCUSSED, ATTENDED THE REGION H WATER BOARD MEETING, THE WATERS DAVIS SOILS
AND CONSERVATION MEETING, THE H.C.M. & C. MEETING AND STATED THE "ONE NATION
UNDER GOD" WAS A BEAUTIFUL PROGRAM.
MAYOR WHITAKER REPORTED ATTENDING SOME OF THE SAME MEETINGS AND ALSO
ATTENDED THE GALVESTON COUNTY ECONOMIC DEVELOPMENT ALLIANCE MEETING WITH
JUDGE YARBROUGH WHERE DISCUSSION WAS HELD REGARDING FORMING A VISION
PARTNERSHIP.
MAYOR WHITAKER RECOGNIZED GALVESTON COUNTY JUDGE YARBROUGH, AND
COMMISSIONERS EDDIE JANEK AND ED STUART AND THEIR SUPPORT OF THE CITY OF
FRIENDSWOOD.
GALVESTON COUNTY JUDGE JIM YARBROUGH PRESENTED THE CITY OF FRIENDSWOOD AND
THE PARKS AND RECREATION BOARD A CHECK FOR $350, 000 FOR CENTENNIAL PARK.
CHAIR OF THE PARKS AND RECREATION BOARD STUART WILLIAMS READ A STATEMENT OF
ACCEPTANCE AND THANKED THE JUDGE AND COMMISSIONERS FOR THIS FUNDING FOR
CENTENNIAL PARK.
CHECKS WERE PRESENTED TO FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT FIRE CHIEF
DAN KEY FROM HARRIS AND GALVESTON COUNTY FOR FIRE PROTECTION SERVICES IN THE
UNXNCORPOR.ATED AREAS OF THE COUNTIES. THE CHECKS PRESENTED TO THE CITY OF
FRIENDSWOOD WERE $3, 520 FROM HARRIS COUNTY AND $6, 715 FROM GALVESTON
COUNTY. FIRE CHIEF KEY ALSO REMINDED EVERYONE OF THE OPEN HOUSE WHICH WILL
BE HELD ON OCTOBER 25 AND ALSO THAT CAMP MANISON WILL BE USED FOR FIRE
TRAINING ON JANL7ARY S, 1999. FIRE CHIEF KEY ALSO SPOKE ABOUT THE PASSING
AWAY OF CLINT HACKNEY, STATED THAT HE WAS A PILLAR OF THE COMMUNITY, ONE OF
THE FOUNDING MEMBERS OF THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT, STATED
THAT MRS. HACKNEY WAS ONE OF THE FIRST PARAMEDICS AND THAT WITH THE PASSING
OF MR. HACKNEY, THE F.V.F.D. LOST A HUGE SOURCE OF SUPPORT.

JIM REINHARTSEN, REPRESENTING THE CLEAR LAKE AREA ECONOMIC DEVELOPMENT
FOUNDATION (CLAEDF) , PRESENTED THE ANNUAL REPORT.
CRAIG THOMPSON AND PAM THORNE, REPRESENTING TIME WARNER, APPEARED BEFORE
COUNCIL AND DISCUSSED THE FRANCHISE, STATED THAT THE LANGUAGE IN THE
TIME-WARNER CONTRACT IS NOT AGREEABLE LANGUAGE, REQUESTED A WORKSHOP TO BE
HELD TO WORK ON A JOINT RESOLUTION REGARDING THE LANGUAGE.
MS. KATHY HALE APPEARED BEFORE COUNCIL AND THANKED GALVESTON COUNTY FOR THE
CONTRIBUTION TO CENTENNIAL PARK, DISCUSSED WARNER CABLE AND ASKED ABOUT A
CHANNEL FOR PUBLIC INFORMATION.
CITY MANAGER COX REPORTED THAT THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA)
HAS ISSUED REVISED FLOOD INSURANCE MAPS FOR THE AREA, AFFECTED BY THE CLEAR
CREEK WATERSHED, REPORTED ON THE RE-CERTIFICATION PROCESS FOR THE CITY TO
PARTICIPATE IN THE COMMUNITY RATING SYSTEM, AND THAT THE CURRENT RATING FOR
THE CITY IS 8, REPORTED ON THE TEXAS CLEAN FLEET REQUIREMENTS, THE GALVESTON
COUNTY ECONOMIC DEVELOPMENT ALLIANCE MEETING ON OCTOBER 8, AND THE
CENTENNIAL PARK MASTER PLANNING AND THAT THE PARKS AND RECREATION BOARD WILL
HOLD A PUBLIC HEARING ON THURSDAY, OCTOBER 22, 1998, TO DISCUSS THE
CENTENNIAL PARK MASTER PLAN.
COUNCILMEMBER BRIZENDINE ASKED ABOUT THE FEMA RATING, WITH DIRECTOR OF
COMMUNITY DEVELOPMENT HODGE EXPLAINING THE POINT SYSTEM WITH CRITERIA WHICH
GIVES A DISCOUNT FOR HOMEOWNERS AND STAFF IS WORKI23G TO LOWER THAT RATING AT
THE NEXT REVIEW.
COUNCILMEMBER DICKEY ASKED WHEN THE MAPS WILL BE AVAILABLE WITH CITY MANAGER
COX STATING THE FIRST QUARTER OF NEXT YEAR. COUNCILMEMBER DICKEY ALSO
REQUESTED 2/3 MONTHS OF BUILDING REPORTS WITH THE CITY SECRETARY ADVISING
THAT THEY ARE NOW MONTHLY AND ARE IN THE READING FILE. COUNCILMEMBER DICKEY
ASKED IF THE COMMITTEE RETREAT WAS OPEN TO THE PUBLIC, WITH CITY MANAGER COX
ADVISING ALL MEETINGS WERE OPEN AND STATED THAT THE PUBLIC WAS INVITED TO
THE PARKS AND RECREATION BOARD PUBLIC HEARING WHICH WILL BE HELD IN THE
COUNCIL CHAMBERS AT 7:00 P.M. ON OCTOBER 22, 1998.
COUNCILMEMBER MEASELES ASKED ABOUT ELECTRIC VEHICLES FOR CLEAN FLEET WITH
FIRE MARSHAL TERRY BYRD RESPONDING THEY WILL LOOK CAREFULLY AT MEETING
GUIDELINES, ALTERNATIVES, PARAMETERS.
**COUNCILMEMBER HAJECATE MOVED TO APPROVE THE INTERLOCAL AGREEMENT WITH
HARRIS COUNTY EMERGENCY MANAGEMENT FOR ACCESS TO "ALERT" SYSTEM FOR FLOOD
CONTROL DATA.
SECONDED BY COUNCILMEMBER MANISON. THE MOTION WAS APPROVED UNANIMOUSLY.
**COUNCILMEMBER BRIZENDINE MOVED TO APPROVE RESOLUTION R98-33, A RESOLUTION
OF THE CITY OF FRIENDSWOOD, TEXAS, GALVESTON/HARRIS COUNTIES, ADOPTING RULES
OF PROCEDURE FOR THE CITY COUNCIL MEETINGS OF THE CITY OF FRIENDSWOOD,
TEXAS; AND REPEALING RESOLUTION R97-24 PURSUANT TO AUTHORITY CONTAINED IN
ARTICLE III OF THE CHARTER OF THE CITY OF FRIENDSWOOD, TEXAS WITH AN
AMENDMENT TO CH.ANGE RULE 1C "ADDRESS" .
SECONDED BY COUNCILMEMBER MEASELES. THE MOTION PASSED 6-1 WITH
COUNCILMEMBER DICKEY OPPOSED.

**COUNCILMEMBER HAJECATE MOVED TO APPROVE RESOLUTION R98-34, A RESOLUTION OF
THE CITY OF FRIENDSWOOD, TEXAS, GALVESTON/HARRIS COUNTIES, FOR THE PURPOSES
OF PARTICIPATING JOINTLY WITH THE CLEAR CREEK DRAINAGE DISTRICT IN OBTAINING
A GRANT FROM THE TEXAS WATER DEVELOPMENT BOARD FOR A SUB-REGIONAL DRAINAGE
STUDY ON EAGLE CREEK, A TRIBUTARY OF CHIGGER CREEK, AND TO AUTHORIZE
DANNENBAUM ENGINEERING CORPORATION TO PERFORM SUCH SUB-REGIONAL STUDY.

**COUNCILMEMBER MANISON MOVED TO APPROVE RESOLUTION NO. R98-35, A RESOLUTION
OF THE CITY OF FRIENDSWOOD, TEXAS, GALVESTON/HARRIS COUNTIES, REQUESTING THE
GOVERNOR OF THE STATE OF TEXAS DEVELOP A MAJOR LEGISLATIVE INITIATIVE FOR
THE 76TH LEGISLATIVE SESSION TO PROMOTE AND ENHANCE THE INTEGRATED STATE
RECREATION AND PARKS SYSTEM; REQUESTING THE 76TH LEGISLATURE PROVIDE
ADEQUATE FUNDING FOR THE INTEGRATED STATE RECREATION AND PARKS SYSTEM; AND
