MINUTE5 OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON JULY 13, 1998, AT 6:30 P.M. , AT FRIENDSWOOD CITY HALL, 910 S. FRIENDSWOOD
DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

THE MEETING.
MAYOR WHITAKER CALLED THE MEETING TO ORDER.
DISCIISSION WAS FiELD REGARDING FUNDING OPTIONS FOR WATER/SEWER IMPROVEMENTS.
MELVIN MEINECKE, DIRECTOR OF PUBLIC WORKS, EXPLAINED TFIE NEEDED IMPROVEMENTS
AND FUNDING OPTIONS.
DISCUSSION WAS HELD REGARDING THE MAJOR TFiOROUGHFARE PLAN OF THE
COMPREHENSIVE PLAN. BILL FINGER, CHAIR OF THE PLANNING AND ZONING
COMMISSION EXPLAINED THE PLAN. MIKE HODGE, DIRECTOR OF COMMUNITY
DEVELOPMENT, AND MAJOR THOROUGHFARE PLAN COIYIIdITTEE MEMBER BECKY MC CULLOUGH
ALSO OFFERED COr�NTS.
DISCIISSION WAS HELD REGARDING PROPOSED REVISIONS TO THE PERMITTED USE TABLE
NEIGHBORHOOD COI�iERCIAL DISTRICT(NC) . SILL FINGER, CHAIR OF THE PLANNING
AND ZONING COMMISSION, MADE A PRESENTATION REGARDING THE LIMITING OF
PERMITTED USES IN THE NEIGHBORHOOD COMMF:RCIAL ZONE (NC) AND TFIE PERCENTAGE
OF SPACE TO BE USED FOR OFFICE PURPOSE.
DISCUSSION WAS HELD REGARDING 7�MENDMENTS TO THE SUBDIVISION ORDINANCE
INCLUDING TIGHTENING THE PAR}1METERS OR DEFINITIONS OF WHEN MODIFICATIONS MAY
NOT BE GRAN'PED SY THE CObII�IIS3I0N, REQIIIRING A SIIPER M�70RITY VOTE OF THE
COMMISSION IN ORDER FOR A MODIFICATION TO BE GRANTED, AND ASSESS A FEE TO
RECOVER TFiE ADDITIONAL COSTS IN PROCESSING THE REQUEST FOR A MODIFICATION.
DISCIISSION WAS HELD REGAR.DING VEHICLE REPLACEMENT PROGRAM. CHIEF OF POLICE
JARED STOVT EXPLAINED THE PROGRAM AND STATED TFiIS WILL BE A PAY AS YOU G�
PLAN ON All VEHICLES EXCEPT PATROL CARS.
DISCUSSION WAS HELD REGARDING EMPLOYEE SENEFITS POLICY AND TEXAS MUNICIPAL
RETIREMENT SYSTEM (TMRS) . CITY M�NAGER COX AND DIRECTOR OF ADMINISTRATIVE
SERVICES EXPLAINED THE FOLLOWING EMPLOYEE BENEFITS POLICY CHANGES: CASH OUT
ALL ACCRUED VACATION AMOUNTS OVER TIiE CURRENTLY ALLOWED MAXIMUM; CASH OIIT

ALL ACCRUED "FLOATING HOLIDAYS" OVER EIGHT HOURSs INCREASE THE MAXIMUM CARRY
OVER OF VACATION FOR ANY EMPLOYEE TO TFiE AMOUNP THEY ARE ABLE TO ACCRIIE AT
THE TIME; ANY VACATION OR "FLOATING HOLIDAYS' ACCRUED OVER THE MAXIMUM
ALLOWED FOR THE EMPLOYEE WILL AUTOMATICALLY BE TRF►NSFERRED TO SICK LEAVE UP
TO THE MAXIMUM ALLOWABLE SICK LEAVE, OTHERWISE IT WILL BE LOST. ALSO
DISCUSSED WAS THE Z't�t5 INCREASING THE BENEFIT TO THE 7 PERCENT/2:1 R.ATIO
WITH 20 YEAR RETIREMENT.
A MOTION WAS M�DE AND APPROVED TO ADJOURN AT 9:34 P.M.
