WHITAKER MAYOR PRO TEM JERRY ERICSSON COUNCILMEbSBER KITTEN HAJECATE COUNCILMEMBER TOM MANISON COUNCILMEI�ER KIM BRIZENDINE COUNCILMEMBER ALINE DICKEY COUNCILMEMBER MEL MEASELES CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE MAYOR WHITAKER CALLED THE MEETING TO ORDER. **CODNCILMEI�ffiER HAJECATE MOVED TO APPROVE RESOLUTION R98-22, A RESOLIITION DECLARING THE NECESSITY FOR TAE HOLDING OF A SPECIAL MEETING (BUDGET RETREAT) OF CITY COUNCIL AT 8:00 A.M. , JUNE 29, 1998 AT FOR�ST BEND CIVIC CENTER, 4300 LAIIRA LEIGH, FRIENDSWOOD, TEXAS, FOR THE PURPOSE OF MEETING WITH CITY MANAGER AND DEPARTMENT HEADS TO DISCUSS THE FISCAL ACTIVITIES FOR 1998/1999. SECONDED BY COUNCILMEMBER MEASELES. THE MOTION WAS APPROVED UNANIMOUSLY. DI5CUSSION WAS HELD REGARDING THE CITY OF FRIENDSWOOD BDDGET FOR THE FISCAL YEAR OF 1998/99. THE TOPICS OUTLINED TO BE DISCUSSED WERE KEEPING THE BALANCE, LIVING WITH GROWTH, BIIILDING OUT, AND CATCHING UP. CITY MANAGER COX REVILWED THE BLTDGET PROCESS, BUDGET CHARACTERISTICS, BOTTOM LINE ACHIEVEMENTS, WFiERE ARE WE GOING, REVIEWED THE VISION AND MISSION STATEMENTS, CORE PLAPTNING POINTs MAINTAINING SERVICES, RESIDENTIAL DEVELOPMENT, FINANCIAL AND A.PPRAISAL IMPACTS, MAJOR PROJECTS FOR 1998 TO 2002, DEFERRED NEEDS FROM PAST YEARS, REIMBURSEMENT OF EMERGENCY RESERVE, FACTORS IMPACTING GROWTH RtTD THE BUDGET FOR 1998/99 AND BEYOND, REVENUE STREAM, CAPITAL IMPROVEMENTS PROGRAM FOR 1999 TO 2003, THE COSTS AHEAD, THE CHALLENGE, CATCH UP FOR PEOPLE, VEHICLES AND EQUIPMENT, ACKNOWLEDGE AN'D ACT TO MEET THE COSTS OF DOING GENERAL GOVERNMENT BUSINESS, ACCOMMODATE THE REQUIREMENTS OF GROWTH AND THE CONSISTENT MAINTENANCE OF INFRASTRUCTUFtE IN PLACE, ACCO2rBdODATING GROWTH AN'D CONSISTENT MAINTENANCE REQUIRES LONG-TERM FUNDI�G OPTIONS, TFIE ACTION PLAN FOR 1998/99, HOW DO WE GET THERE, AND KEEP THE ENDS WE HAVE IN MIND. VARYING DEPARTMENTS REPORTED ON PROVIDING SERVICES WITH THE GROWTH FACTOR. COUNCIL AGREED TO CONSIDER A MODEST TAX TO BE DETERMINED FOR AN EFFECTIVE TAX RATE, DISCUSSED REVENUES, BONDING, SALES TAX RATE INCREASES, GR.ANrS AND RESERVES, DISCUSSED ASKING FOR A DEFINITION FROM THE CITY ATTORNEY REGARDING CHARTER REQUIREMENTS FOR TAKING REVENUE SONDS TO VOTERS FOR APPROVAL, SALES TAX INCREASE FOR A SPECIFIC PURPOSE AND A SPECIFIC TIME. COUNCIL ALSO DISCUSSED ISSUES FOR DIRECTION INCLUDING CONTRACT METER READING, LEASE/ � 1316 PURCHASING, EMPLOYEE BENEFITS, TMRS ACCRUAL POLICIES, LONG-TERM FUNDING OPTIONS, FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT STAFFING ISSUES, ECONOMIC DEVELOPMENT, A2�D EMERGENCY RESERVE POLICY.
