DISCIISSION WA5 HBLD REGARDING WATER STUDY FROM WAYNE SMITFI & ASSOCIATES. MR. CHA1tLIE BEERE, REPRLSENTING WAYNE SMITFi 1�ND ASSOCIATES, GAVE AN UPDATE ON WATER WELL #4, REPORTED ON TAE EVALIIATION OF THE WATER DISTRIB'QTION SYSTEM, REVIEWED CRITERIA, THE WATER SIIPPLY TO RANCFIO VIEJO, TRANSMISSION, DISTRIBL7TION IMPROVEMENTS, LOCAL PROBLEMS, LOCALIZED PRESSIIRE IMPROVEMENTS, SIIPPLEMENTAL SIIRFACE WATLR DELIVERY IMPROVEMENTS AND COSTS. DISCIISSION CONTINIIED REGARDING PRIORITIZATION, FAZING AND WORKING WITH WAYNE SMITH & ASSOCIATES. DISCIISSION WAS HELD RBGARDING REVISIONS TO TFiE UTILITY SYSTEMS COMPONENT OF THE COMPREHENSIVE PLAN. CITY MANAGER COX PRESENTED A REVIEW ANn UPDATES AND DEMANDS, ASItED THS STAFF TO REVIEW WAYNL+ SMITH & A5SOCIATES REPORT ON WATER AND SEWER TO IIPDATE THIS ELE22ENT. DISCUSSION CONTINUED REGARDING SURFACE WATER. � DISCUSSION WAS HELD REGARDING A REVIEW OF RIILES OF PROCEDURE FOR CITY COIINCIL, PROCLAMAT2023S, COIINCIL CONDIICT, COIINCIL REPORTS, DEFIIiING MEETINGS, PROCESS FOR EXECIITIVE SESSIONS, WORKSHOPS, SPECIAL AND REGULAR MEETINGS AND TOWN MEETINGS. TFiE CITY SECRSTARY'S OFFICE 3+ND THE CITY ATTORN�Y WILL 12E-WRITE TFIE POLICY AND REVIEW THE REVISIONS . WITH COIINCIL AT TFiE NEXT WORKSHOP. DISCIISSION WAS HELD REGARDING THE PROPOSED REVISIONS TO TEiE SIGN ORDINANCE. LINDA TAYLOR, CODE ENFORCEMENT OFFICER, AND BILL F�NGER, CHAIR OF TFIE PLANNING AND ZONING COMMISSION, APPEARED BEFORE COIINCIL AND PRESENTED THE � .,....�....-.».� �..��»....�..� 1308 REVISIONS WFIICH ARE VERY FEW, AND STATED THAT THE SIGN ORDINANCE IS MORE READABLE, AND �EFINITIONS ARE MORE IINDERSTANDABLE. DISCIISSION CONTINIIED REGARDING LETTERING, CITY CODE ENP'ORCEMENT, CITATIONS, DEFINITION OF SIGNS, EXISTING NON-CONFORMING SIGNS AND VARIANCES. COIINCIL COMPLIMENTED THE SIGN COMM=TTEB FOR DOING A GREAT JOB IN REVIEWING THE ORDINANCE. THIS ORDINANCE WILL BE SCHEDIILED FOR A PIIBLIC HE2IRING IN JIILY. DISCIISSION WAS HELD REGARDING PROPOSED REVISIONS TO THE SIIBDIVISION ORDINANCE WITH 2+II2. BILL FINGER, CHAIR OF TIiE PLAPINING AND ZONING CO2�2ISSION, PRESENTING THE PROPOSED CHANGES. COIINCIL DISCIISSED THE APPEAL PROCESS AND WHO SHOIILD BE RESPONSIBLE FOR EiOLDING THE MEETINGS, DISCIISSED THE APPEALS PROCESS WITH CITY ATTORNEY MICKELSON, DISCIISSED THE DBFIDTITION OF MODIFICATIONS AND VARIANCES, AND AGREED TO HOLD FUTIIRE WORICSFiOPS REGARDING REVISIONS TO THIS ORDINANCE.
