MINUTES OF A SPECIAL MEETING OF THE FRIENSDWOOD CITY COUNCIL THAT WAS HELD
ON JiJNE 5, 1998 AT 8 :00 A.M. AT FOREST BEND CIVIC CENTER, 4300 LAURA LEIGH,
FRIENSDWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR WHITAKER CALLED THE MEETING TO ORDER.
COUNCILMEMBER MANISON MOVED TO APPROVE RESOLUTION R98-17, A RESOLUTION
DECLARING THE NECESSITY FOR THE HOLDING OF A SPECIAL MEETING (PLANNING
RETREAT) OF THE CITY COUNCIL ON FRIDAY, JUNE 5, 1998 AT 8:00 A.M. AT FOREST
BEND CIVIC CENTER, 4300 LAURA LEIGH, FRIENDSWOOD, TEXAS, FOR THE PURPOSE OF
DISCUSSING VISION, MISSION, GOALS, COUNCIL PHILOSOPHY AND EXPECTATIONS FOR
THE CITY; MAKING CERTAIN FINDINGS; AND RATIFYING AND CONFIRMING THE CALLING
OF SUCH SPECIAL MEETING.
SECONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED UNANIMOUSLY.
MAYOR WHITAKER PRESENTED THE PURPOSE OF THE MEETING STATING DISCUSSION WOULD
BE HELD REGARDING THE MISSION, GOALS, AND OBJECTIVES, THE BUILD OUT OF THE
CITY IN THE YEAR 2015/2020 AND GOALS FOR THE CITY. MAYOR WHITAKER
INTRODUCED VICKIE CAVINS, PRESIDENT, GREAT MINDS, WHO HAS 21 YEARS IN THE
BUSINESS.
THE COUNCIL, THE CITY MANAGER, AND THE CITY MANAGER INTRODUCED THEMSELVES
AND GAVE BRIEF BACKGROUNDS.
DISCUSSION WAS HELD WITH MS. CAVINS REGARDING POLICY MAKING, DELIVERY OF
SERVICES, STAKEHOLDERS, AND THE THEME "THE JOURNEY BACK" .
A LUNCH BREAK WAS HELD FROM 11:3Q UNTIL 12 :30 P.M.

COUNCIL RECONVENED WITH DISCUSSION CONTINUING REGARDING IDENTIFYING MAJOR
PROJECTS, AND �RIORTIZED THE COMPONENTS AND REVIEWED GOALS TO ACHIEVE THE
PROJECTS IDENTIFIED.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 5 :20 P.M.
