CHIEF STOUT REVIEWED THE CITY'S VISION, THE MISSION STATEMENT, GUIDING PRINCIPLES, THE CITY COUNCIL GOALS, AND THE COUNCIL PHILOSOPHY. MAYOR WHITAKER REVIEWED THE SECTION QF THE CHARTER PERTAINIAiG TO RULES QF CONDUCT AND PROCEDURES, AND THE CODE OF ETHICS. DISCUSSION CONTINUED REGARDING THE COUNCIL'S REI,ATIONSHIP WITH THE CITY MANAGER'S DEPARTMENT RND THE CITY SECRETARY'S DEPARTMEbIT. COUNCILMEMBER MANISON LEFT THE MEETING AT THIS TIME. CITY ATTORNEY KIM MICKELSON DISCUSSED THE CITY CHARTER, THE CITY CODE, OPEN MEETING AND OPEN RECORDS ACTS, AND PREVIEWED A VIDEO FROM TEXAS MUNICIPAL LEAGUE ON SAME. • COUNCILMEMBER MANISON RETURNED TO THE MEETING AT THIS TIME. CITY ATTORNEY MICKELSON LEFT THE MEETING AT THIS TIME. THERE WAS A BREAK FOR LUNCH AT THIS TIME. THE MEETING RE-CONVENED AT 2 :00 P.M. CITY MANAGER COX PRESENTED INFORMATION REGARDING THE RESPONSIBILITIES OF THE CITY MANAGER AND THE CITY STAFF.
