MINUTES OF A REGULAR MEETII3G OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MAY 5, 1998 AT 7:00 P.M. , AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910
S. FRIENDSWOOD DRIVE, FRIENDSWOOD TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:
MAYOR HAROLD L. WHITAKER
COUNCILMEMBER KITTEN HAJECATE
COUNCILMEMBER TOM MANISON
COUNCILMEMBER MEL AUSTIN
COUNCILMEMBER ALINE DICKEY
COUNCILMEMBER MEL MEASELES
CITY MANAGER RON COX
CITY SECRETARY DELORIS MCKEN2IE
COUNCILMEMBER ERICSSON WAS ABSENT FTtOM THE MEETING.
MAYOR WHITAKER CALLED THE MEETZNG TO ORDER.
REVEREND MIKE MCALLISTER, REPRESENTING THE CHURCH OF CHRIST, GAVE THE
INVOCATION.
MAYOR WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE STATE OF TEXAS AND TO THE
UNITED STATES.
COLJNCILMEMBER HAJECATE THANKED THE VOTERS AND STATED THAT SHE APPRECIATED
THE COUNCILMEMBER AUSTIN'S INPUT REGARDING PERSONNEL ISSUES AND WISHED HIM
SUCCESS AND ALSO TI3ANKED COUNCILMEMBER MEASELES FOR RUNNING AND WELCOMED HIM
BACK FOR ANOTHER THREE-YEAR TERM AND THANKED EVERYONE FOR COI3TRIBUTING TO
THE MUSCULAR DYSTROPHY LOCK UP THAT WAS HELD AT THE ORIGII3AL PASTA COMPANY
LAST WEEK.
COUNCILMEMBER MANISON REPORTED ON ATTENDING THE MEETING IN WASHINGTON
REGARDING THE "KEEP IT SOLD" CLEAR I,AKE AREA ECONOMIC DEVELOPMENT PROGRAM
AND THANKED COUNCILMEMBER AUSTIN FOR THE WORK HE DID AND HOPED THAT
COUNCILMEMBER AUSTIN FUTURE IS BRIGHT WITH THINGS IN STORE.
COUNCILMEMBER DICKEY REPORTED THAT SHE ATTENDED THE RAILROAD COMMISSION
MEETING WITH MAYOR WHITAKER AND COUNCILMEMBER AUSTIN AND STATED THAT THE
VOTE WAS UNANIMOUS TO GRANT A T-4 PERMIT TO EXXON, REPORTED ON ATTENDING A
LOT OF MEETINGS LAST WEEK, AND STATED THAT IT WAS A PLEASURE SERVING WITH
COUNCILMEMBER AUSTIN, STATED THAT HE BID A FINE JOB, AND HOPED EVERYONE
APPRECIATED THE VOLUNTEER SERVICE OF COUNCILMEMBER AUSTIN AND WISHED HIM
WELL.
COUNCILMEMBER AUSTIN REPORTED ON THE TIME HE SPENT AS COUNCILMEMBER, THANKED
EVERYONE FOR GIVING HIM THE OPPORTUNITY TO SERVE AS COUNCILMEMBER, AND FOR

THE INPUT, WHICH HE STATED IS VERY IMPORTANT TO THE PROCESS, STATED HE
WORKED WITH VERY FINE PEOPLE, AND THAT THE PEOPLE HERE ARE ABSOLUTELY
WONDERFUL, STATED HE LEARNED HOW MUCH GOES INTO RUNNING THE CITY, THANKED
CITY MANAGER COX FOR THE POjNTS OF ADVICE GIVEN, STATED THIS BEING AN
ELECTED OFFICIAL WAS A REAL LEARNING EXPERIENCE, THANKED THE CITY SECRETARY
AND THE STAFF AND THANKED EVERYONE FOR ALLOWING HIM TO SERVE THE CITY THE
PAST THREE YEARS.
MAYOR WHITAKER STATED THAT HE APPRECIATED COUNCILMEMBER AUSTIN'S THREE YEAR
SERVICE TO THE CITY OF FRIENDSWOOD, AND THANKED HIM FOR SERVICE AS COUNCIL
LIAISON TO THE CLEAR CREEK DRAINAGE DISTRICT, THE CLEAR LAKE AREA COUNCIL OF
CITIES, THE DICKINSON BAYOU WATERSHED STEERING COMMITTEE, THE ELECTRICAL
BOARD, AND AS AN ALTERNATE TO THE HARRIS COUNTY MAYORS AND COUNCILS
ASSOCIATION AND PRESENTED COUNCILMEMBER AUSTIN A PLAQUE IN APPRECIATION FOR
SERVING AS COUNCILMEMBER.
MR. ED DRISKILL APPEARED BEFORE COUNCIL AND TFiANKED THE CITIZENS FOR
ALLOWING HIM TO RUN, STATED THAT FRIENDSWOOD IS AN ACTIVE COMMUNITY AND THE
MESSAGE FROM THE CITIZENS IS VERY CLEAR THAT THEY WANT AN OPEN HONEST
GOVERNMENT, THANKED HIS SUPPORTERS FOR THEIR TRUST AND WAS GRATEFUL FOR THE
OPPORTUNITY TO BE A CANDIDATE FOR COUNCILMEMBER POSITION 6 .
**COUNCILMEMBER MANISON MOVED TO APPROVE RESOLUTION 98-15, A RESOLUTION
CANVASSING THE RETURNS AND DECLARING TI�E RESULTS OF THE GENERAL ELECTION
HELD ON MAY 2, 1998, FOR THE PURPOSE OF ELECTING TWO (2) �OUNCILMEMBERS FOR
THE CITY OF FRIENDSWOOD. FOR COUNCILMEMBER POSITION 4 : MEL AUSTIN RECEIVED
922 VOTES; KIM WAYNE BIRZENDINE RECEIVED 1, 508 VOTES. FOR COUNCILMEMBER
POSITION 6: ED DRISKILL RECEIVED 1, 003 VOTES; MEL P. MEASELES RECEIVED
1,437 VOTES. THE OFFICIAL CANVASS OF THE RETURNS OF THE GENER.AL ELECTION
HELD ON MAY 2, 1998, REFLECTS THAT THE FOLLOWING PERSONS WERE DULY ELECTED
TO THE RESPECTIVE POSITION: COUNCILMEMBER POSITION 4, KIM WAYNE BRIZENDINE;
COUNCILMEMBER POSITION 6, MEL P. MEASELES.
SECONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED UNANIMOUSLY.
A PRESENTATION WAS MADE TO RUTH PRENGLE FOR TWENTY-FIVE YEARS OF SERVICE AS
ELECTION JUDGE FOR THE CITY OF FRIENDSWOOD. MS. PRENGLE WAS PRESENTED •A
PLAQUE, A FRIENDSWOOD PLATE, AND A BOUQUET OF ROSES IN SINCERE APPRECIATION
FOR HER CONTRIBUTION TOWARDS MAINTAINING THE PUBLIC TRUST AND CONFIDENCE IN
THE ELECTION PROCESS.
JUDGE JAMES D. YARBROUGH, GALVESTON COUNTY, ADMINISTERED THE QATH OF OFFICE
TO COUNCILMEMBER MEASELES, POSITION 6, AND NEWLY-ELECTED COUNCILMEMBER KIM
BRIZENDINE, POSITION 4 . JUDGE YARBROUGH CONGRATULATED THE COUNCILMEMBERS ON
WINNING THE ELECTION.
COUNCILMEMBER BRIZENDINE STATED THAT HE IS LOOKING FORWARD TO WORKING WITH
THE MAYOR AND COUNCILMEMBERS AND THAT IT IS A PRIVILEGE AND HONOR TO BE
ELECTED AS COUNCILMEMBER AND THANKED THE VOTERS FOR ALLOWING HIM TO SERVE.
