FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: 9 MAYOR HAROLD L. WHITAKER ; MAYOR PRO TEM JERRY ERICSSON � . DISCIISSION REGARDING REPORT FROM FOURTH OF JULY STEERING CONIl4IITTEE ON LOCATION OF JULY 4, 199$ EVENT. MR. DAN MORGAN, CHAIR OF THE FOURTH OF JULY STEERING COMMITTEE APPEARED BEFORE COUNCIL TO DISCUSS THE FIREWORKS DISPLAY LOCATION. MR. MORGAN RECOI�SENDED BROOKSIDE MIDDLE SCHOOL LOCATED ON F.M. 528 BECAUSE THERE IS A LOT MORE ROOM ON TFIE GROUNDS FOR PEOPLE TO SIT, THERE IS AN ADDITIONAL PARKING AREA, A SIGNAL LIGHT FOR CROSSING THE STREET, AND A SHUTTLE BU5 COULD RUN FROM FRIENDSWOOD HIGH SCHOOL. MR. MORGAN STATED THAT THE FIRE WORKS COULD STILL BE DISPLAYED FROM FRIENDSWOOD HIGH SCFTOOL BUT THERE IS NO PLACE FOR SEATING WITH THE STADIUM UNDER CONSTRUCTION, TFiT CENTENNTAL PARK HAS NO YARKING, AN'D THAT FRANKIE CARTER R�N'DOLPH PARK HAS NARROW STREETS, AND TIiE LARGE TREES WOULD BLOCK THE VIEW. DISCUSSION • CONTINUED REGARDING SAFETY, PARKING AND TRAFFIC, HAVING LAURIE WHITEHEAD AS • GR.AND MARSHAL 11ND THAT THE THEME OF THIS YEARS EVENT WOULD BE "ONE NATION i UNDER GOD" . DISCUSSION WAS HELD REGARDING AMENDMENTS TO TFIE PERMITTED USE TABLES OF THE ZONING ORDINANCE, ORDINANCE T98-1 AND AUTO REPAIR SHOPS, BODY REPAIR SHOPS, AUTO SERVICE EXCEPT REPAIR IN OLD BUSINESS DISTRICT, SOCIAL SERVICES, HALF-WAY HOUSE, SPOT ZONING, SINGLE FAMZLY TRACT HOUSING IN PLANNED UNIT DEVELOPMENT (PUD) PROFIIBITED, AND MANUFACTURED HOUSING IN THE PERMITTED USE TABLE. CITY ATTORNEY MICHELSON DISCUSSED WORDING FOR THE DEFINITION SECTION THAT WILL COVER ALL FORMS OF MANUFACTURED HOUSING, STATED THIS WOULD BE A SEPAR.ATE ORDINANCE, 1�,ND WOULD NOT BE A PART OF ORDINANCE T98-1, WOULD BE INCLUDED UNDER MOBILE HOME PARK, AMENDING CHAPTER 5 OF THE FRIENDSWOOD CODE ArID ASKED FQR A CONSEPTSUS WITIi COUNCIL CONCURRING. BILL FIIIGER, CHAIR OF THE PLANING AND ZONING COMMISSION EXPLAINED NEIGHBORFi00D COMMERCIAL (NC) DISTRICT, OFFICE PARK (OP) DI5TRICT AMENDMENTS AND SUGGESTED ADDING LOCAL NEIGHBORHOOD COMMERCIAL, THAT IT WOULD BE MUCH MORE RESTRICTIVE BUT COMPETITIVE TO NEIGHBORHOOD COMMERCIAL, AND NOT HAVE COMMLTNITY COMMERCIAL. .�..�.�... _. 1268 DISCUSSION WAS HELD REGARDING THE SEXUALLY ORIENTED BUSINESS ORDINANCE AND NUDITY IN ANY ESTABLISF�NT SERVING ALCOHOL �1ND SECONDARY EFFECTS STUDY, A REPORT BY CHIEF OF POLICE JARED STOUT, BASIS FOR DETERMINING TI-IE NATURE OF THE REGULATIONS, HIGHER CRIME RATES, DEPRECIATION OF THE COMMUNITY, BOTH RETAIL AND RESIDENTIAL VALUES, LICENSING REGULATIONS, FIRST AMENDMENT RIGIiTS, ZONING ISSUES, MINIMUM BUFFER, DISTANCE REQUIREMENTS, SET BACKS, LOCATIONS WITHIN THE CITY, INTERLOCAL AGREEMENTS WITH IiOUSTON AND HARRIS COUNPY FOR MEASUREMENT PURPOSES, AND SIGN REGULATIONS. DISCUSSION WAS IiELD REGARDING STATUS REPORT FROM PLANNING AND ZONING COMMISSION ON VARIOUS PROJECTS AND SETTING PRIORITIES FOR COUNCIL ACTION. BILL FINGER, CHAIR OF THE PLANNING AND ZONING COMMISSION, DISCUSSED WITH COUNCIL TIiE REPORT REGARDING THE COMPREHENSIVE PLAN, MASTER THOROUGHFARE, PARKS, COMMUNITY FACILITIES, UTILITIES AND DRAINAGE, AND THE LAND USE PLAN. NUMEROUS SECTIONS OF THE PLAN HAVE BEEN REVIEWED AND MR. FINGER SUGGESTED A PIIBLIC HEARING ON ENTRYWAY OVERLAY BOUNDARIES BE SET AS SOON AS POSSIBLE.
