DISCUSS THE USE OF THE FUNDS ALLOCATED FOR ECONOMIC DEVELOPMENT BY COUNCIL
FOR THIS FISCAL YEAR AND DECIDED THAT THE BEST WAY TO UTILIZE THE FUNDS IS
TO ACQUIRE THE SERVICES OF A CONSULTANT EXPERIENCED IN STRATEGZC AND
ECONOMIC DEVELOPMENT. A RFP HAS BEEN PREPARED AND WILL BE DISTRIBUTED TO
SEVERAL CONSULTANTS EXPERIENCED IN SUCH PROJECTS. MR. COX REPORTED ON THE
TNP-GULF COAST COALITION' OF CZTIES MEETING AND THAT TEXAS-NEW MEXICO POWER
COMPANY CONTINUES TO REFUSE TO PAY THE RATE CASE EXPENSES THE CITIES HAVE
INCURRED, IN DEFIANCE OF A WRITTEN AGREEMENT THEY HA.VE WITH THE TNP GULF
COAST COALITION OF CITIES (GCCC) AND THAT THE COALITION HAS AUTHORIZED A
SUIT � BE FILED AGAINST TNP FOR BREACH OF THEZR AGREEMENT. MR. COX ALSO
REPORTED THAT THE HL&P GULF COAST COALITYON OF CITIES WILL MEET ON FEBRUARY

LEAGUE MAGAZINE REGARDTNG PEARLAND'S REGIONAL DETENTION ORDINANCE AND
ASKED CITY MANAGER COX IF THE CITY NEEDS TO LOOK AT THIS WITH THE CITY
MANAGER STATING THAT HE IS CURRENTLY HAVING DIRECTOR OF COMMUNITY
DEVELOPMENT MIKE HODGE LOOK AT THIS ORDIN'ANCE TO SEE IF PLANNING AND ZONING
SHOULD CON5IDER ONE. COUNCILMEMBER DICKEY ASKED WHEN TFiE CASE WITH
TEXAS-NEW MEXICO POWER BEGAN, AND CITY MANAGER COX ADVISED THAT TNP
ORIGINALLY PROPOSED COMMUNITY CHOICE IN FEBRUA.RY, 1995 AND PRESENTED THEIR
TRAIJSITION PLAN IN SEPTEMBER OR OCTOBER AND COUNCIL ADOPTED THE SECT. 42
ORDINANCE ON MAY 15, 1997. COUNCILMEMBER DICKEY ALSO ASKED ABOUT THE
ECONOMIC DEVELOPMENT STR.ATEGIC PLAN AND THE $50, 000 IN THE BUDGET FOR THIS
PLAN WITH THE CITY MANAGER STATING THESE FUNDS WILL BE USED FOR A CONSULTANT
ONLY WHO WILL BE CHOSEN BY THE COMMITTEE.
COUNCILMEMBER AUSTIN STATED THAT THE CITY MANAGER SHOULD LOOK AT THE BEST
VALUE RATHER THAN THE LEAST EXPENSIVE IN 5ELECTING A CONSULTAN'T, ASKED A.BOUT
TCI CABLE AND THE NUMBER OF COMPLAINTS, ASKED ABOUT THE PROMISED NUMBER OF
CHAN'GES AND ENfiANCEMENTS TCI MADE THAT DIDN'T WORK, AND ASKED IF THERE ARE
ANY COMPETITORS ON THE HORIZON WITH THE CITY M1�NAGER STATING THERE WERE
NONE, OTHER THA.N SATELLITE DISHES. COUNCILMEMBER AUSTTN STATED HE SPOKE
WITH TOM KNICKERBOCKER, A CONSULTAN'r, WHO SAID THERE IS A NEW TYPE OF DISH
THAT WILL NEED A NUMBER OF ANTENNAS.
COUNCILMEMBER DICKEX STATED THAT CONSULTANT TOM KNICKERBOCKER IS INVITED TO
THE NEXT GALVESTON COUNTY MAYORS AND COUNCILMEN' S ASSOCIATION MEETING ALONG
WITH A REPRESENTATIVE FROM OLSON AND OLSON TO DISCUSS CABLEV'ISION. .
**COUNCILMEMBER MANISON MOVED TO APPROVE A 4 PERCENT SALARY INCREASE FOR
CITY SECRETARY DELORI5 MCKENZIE.
