COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS
GOVERNMENT CODE, SECTION 551-071-CONSULTATION WITH ATTORNEY CONCERNING
PENDING OR CONTEMPLATED LITIGATION; A SETTLEMENT OFFER, OR A MATTER IN WHICH
THE DUTY OF THE ATTORNEY REQUIRES IT.
COUNCIL RE-CONVENED INTO REGULAR SESSION WITH NO ACTION TAKEN.
THE INVOCATION WAS GIVEN BY REVEREND NORMAN FRY REPRESENTING THE FIRST
BAPTIST CHURCH OF FRIENDSWOOD.
MRYOF2 WHITAKER LED THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES AND TO THE

OUTSTANDING PERFORMANCE AT THE NATIONAL HOSTAGE NEGOTIATORS
SEMINAR/COMPETITION THAT WAS HELD AT SOUTHWEST TEXAS STATE UNIVERSITY IN SAN
MARCOS .

CALLED A PUBLIC HEARING TO OF2DER TO RECEIVE INPUT, EITHER ORAL OR WRITTEN

BUT WAS CONCERNED REGARDING PARKING, TFiE PROPERTY LINE, AND REQUESTED AN
ADDITTONAL BUFFER BE ADDED WITH LANDSCAPING, LIGHTING FOR TRAFFIC, AND A
SANITARY DUMPSTER.
MR. MARK YOUNG, 1309 SILVERLEAF, APPEARED BEFORE COUNCIL, AND STATED HE WAS
NOT OPPOSED, BUT WAS CONCERNED WITH PARKING AT THE BACKSIDE OF THE PROPERTY,
LIGHTING, PLACEMENT OF LIGHTS, AND THE TYPES OF LIGHTS.

LAKE TRF�NSPORTATION PARTNERSHIP MEETING THZS THURSDAY WHERE DISCUSSION WILL
BE HELD REGARDING ADOPTING A SCENIC ROUTE, AND RECOGNIZED BOY SCOUTS THAT

COUNCILMEMBER AUSTIN REPORTED ON ATTENDING THE CLEAR CREEK DRAINAGE DISTRICT
MEETING, THE DICKINSQN BAYOU WATERSHED MEETING, AND DISCUSSED THE UPCOMII�IG
ELECTION FOR THIS PROJECT.
COUNCILMEMBER MANISON REPORTED ON ATTENDING THE CITY SAFETY LUNCHEON AND
STATED HE IS PROUD OF THE EMPLOYEES, AND PROUD THAT THE CITY HAS A SAFE WORK

MEANING OF VOLUNTEERS. MR. WEBB STATED THAT COUNCIL MAY HAVE TO LOOK AT
OTHEFt VOLUNTEEF2S REQUESTING A PENSION, THAT HE HAS THE HIGHEST REGARD FOR
EMS/FVFD, BUT IF THEY ARE VOLUNTEERS, THEY SHOULD NOT BE PAID, AND FEELS
THAT THERE WILL ALSO BE A REDUCTION OF DONATIONS TO THE F.V.F.D. AND THAT
THE WORDING SHOULD BE CHANGED FROM VOLUNTEER.
MS . BECKY MCNABB APPEARED BEFORE COUNCIL TO REPORT THAT THE FRIENDSWOOD
SUMMER BIKE RIDE HAS BEEN SCHEDULED FOR MAY 16 AND WILL BEGIN AT THE CORNER

REGYONAL FLOOD CONTROL DISTRICT ELECTION THAT WILL BE HELD MAY 2, 1998 AND
STATED THE CLEAR CREEK WATERSHED REGIONAL FLOOD CONTROL DISTRICT WILL
CONTACT THE CITY TO MAKE ARF2ANGEMENTS FOR ELECTIQN SERVICES .
MR. FRED KRCH APPEAF2ED BEFORE COUNCIL AND THANKED COUNCIL FOR THE "BILL OF
RIGHTS" PR�CLAMATION, AND STATED THAT WHEN VOLUNTEERS BEGIN COMMERCIALIZING,
THEY CAN FORGET VOLUNTEERISM, THAT THE VOLUNTEER FIRE DEPARTMENT .IS FAR MORE
SUPERIOR THAN THE POLICE DEPARTMENT, AND REGARDING THE CITY'S CONSIDERATION
OF A CONCESSIONAIRE STAND TO SELL ALCOHOL, HE QUESTIONED IF COUNCIL WOULD
KNOWINGLY FOSTER A DISEASE AND THAT ALCOHOL IS A DEVASTATING CHEMICAL AND A
LIABILITY.
CITY MANAGER COX REPORTED ON THE FRIENDSWOOD LIBRARY AND THE
TELECOMMUNICATIONS INFRASTRUCTURE FUND BOARD AWARDED A GRANT FROM THE
TELECOMMUNICATIONS INFRASTI2UCTURE FCTND GRANT TO TFiE CITY IN THE AMOUNT OF
$46, 457 FOR INTERNET ASSESS AT THE LIBRARY, PURCHASE EQUIPMENT, AND COVER
THE COST OF OPERATIONS TO ALLOW PATRONS OF THE LIBRARY TO ACCESS THE
INTERNET. CITY MANAGER COX REPORTED ON THE RECOGNITION THE FRIENDSWOOD

LIBRARY RECEIVED FROM THE LIBRARY JOURNAL, A NATIONAL PUBLICATION WHICH
� SHOWS THAT THE LIBRARY RENOVATION PROJECT WAS ONE QP THE MOST EFFICIENT IN
THE COUNTRY. MR. COX REPORTED THAT THE CITY HAS PURCHASED A RED CROSS FLAG
ANp WILL BE FLYING IT DCTRING THE MONTH OF MARCH TO COMMEMORATE THAT MARCH IS
AMERICAN RED CROSS MONTH ACROSS THE NATION. MR. COX FtEPORTED THAT THE CITY
RECEIVED A GRANT TN THE AMOLTNT OF $31, 334 FROM THE EMEI2GENCY D+IANAGEMENT
DIVISION OF THE DEPARTMENT OF PUBLIC SAFETY TO OFFSET SOME OF THE COST OF
OPERATING THE EMERGENCY MANAGEMENT PROGRAM IN THIS CITY AND THAT THROUGH
FIRE MARSHALL TERR1' BYRD'S GUIDANCE, THE GRANT WAS APPROVED. MR. COX
REPORTED THAT HE APPROVED A CHANGE ORDER IN THE AMOUNT OF $1, 846 TO BIO
ENERGY & LANDSCAPE FOR ADDITIONAL EXPENSES ASSOCIATED WITH INSTALLING THE
SFRINKLER SYSTEM TN THE FM 518 ESPLANADE. MR. COX ALSO REPORTED THAT THE
FLASHING LIGHTS FOR WEDGEWOOD ELEMENTARY SCHOOL ARE NOW IN PLACE AND WORKING.
MR. COX CONGR.ATULATED COUNCILMEMBER MANISON ON BEING NAMED HONORARY CHAIR OF
THE PROFESSIONAL CAMPERS ASSOCIATIQN AND FOR BEING NATIONALLY RECOGNIZED FOR

COUNCILMEMBER DICKEY, ASKED MR. COX, REGARDING THE CHANGE OF2DER FOR THE
SPRINKLER SYSTEM, HOW MUCH DOES THIS EQUATE PER LINEAR FEET WITH CITY

RECYCLING REBATE SURVEY WITH CITY MANAGER COX RESPONDING THAT THE CITIZENS
WANT THE REBATE WITH COUNCILMEMBER DICKEY ASKING WHEN WILL THEY RECEIVE THE
REBATE. CITY MANAGER COX RESPONDED THAT UNLESS COUNCIL TELLS HIM OTHERWISE,
THE CI'I'Y WILL PROCEED WSTH A ONE-TIME CREDIT QF APPROXIMATELY $3 .00 IN THE
VERY NEAR FUTURE. COUNCILMEMBER DICKEY ALSO ASKED ABOUT THE CAR WASH ISSUE
NEXT TO THE BROWN HOUSE AND THE LARGE OAIC TREE AND ASKED IF THERE WAS
