MINLT'I'ES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY CO'UNCIL THAT WAS HELD
ON FEBRUARY 9, 1998, AT 5:30 P.M. , AT FRIENDSWOOD CITY HALL COUNCIL
CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXA5, WITH THE FOLLOWING
PRESENT CONSTITL7TING A QUORUM:

COUNCILMEMBER MANISON WAS ABSENT FROM THE MEETING
MAYOR WHITAKER CALLED THE MEETING TO ORDER.
CITY SECRETARY DELORIS MCKENZIE GAVE A PRESENTATION REGARDING THE RECORDS
CENTER INCLUDING A TOUR TO THE CENTER AT 109 WILLOWICK, SHOWED HOW THE
RECORD5 ARE STORED ACCORDING TO STATE LAW, AND EXPLAINED HOW SOME WILL BE
HELD PERMANENTLY, WHILE OTHER WILL BE 5CHEDULED FOR DESTRUCTION. CITY
SECRETARY MCKENZIE ALSO STATED THAT IN ACCORDANCE WITH THE DESTRUCTION
SCHEDULE, THE CITY HAS DESTROYED OVER 600 BOXES OR 1,322.76 CUBIC FEET OF
RECORD5, TFIEREBY CREATING A RECORD CENTER WITH THE CITY'S RECORDS IN ONE
AREA IN A CONTROLLED ATMOSPHERE. CITY SECRETAR.Y MCKENZIE ALSO TFiANKED THE
THOSE THAT WERE INVOLVED IN THE MANY LONG HOURS OF WORK TO ACHIEVE TH25 GOAL
AND GAVE SPECIAL THANKS TO THE COMMUNITY SERVICES DEPARTMENT, THE FIRE
DEPARTMENT, AND THE RECORDS MANAGEMENT COORDINATORS. CITY SECRETARY
MCKENZIE CONCLUDED WITH THE NEXT STEP IN THE RECORDS MANAGEMENZ' PROCESS
BEING THE ADOPTION OF THE RETENTION SCFiEDULE ACCORDING TO THE TEXAS STATE
LIBR.ARY AND ARCHIVES COMMISSION.
DISCUSSION WAS HELD WITH FRIENDSWOOD VOLVNTEER FIRE DEPARTMENT REGARDING
ADOPTING A PENSION FUND INCLL7DING VESTED TIME, DISCU5SED VARYING FACTORS
SUCH AS AGE, CRITERIA STANDARDS, LOCAL BOARD OF TRUSTEES, ELIGIBILITY,
CONTRIBUTIONS, AND AN EXIT PLAN. THE INTTIAL COST WOULD BE $132, 000 WITH
MONTHLY PAYMENTS OF $12.00 PER MONTH FOR EACH ELIGIBLE FTREMAN.
DISCUSSION WAS HELD REGARDIN'G PARKS AND RECREATION ISSUES INCLUDING ALLOWING
CONCESSIONAIRE TO SELL ALCOHOL AT THE SPORTSPARK, FUND IMPROVEMENTS TO
PARKING FACILITIES AT 50CCER FIELDS AT SPORTSPARK, AND POLICIES AND
PROCEDURES. DIRECTOR OF CO2�SUNITY 5ERVICES JON BFtANSON MADE A PRESENTATION
REGARDING PARKS AND RECREATION ISSUES, INCLUDING REVENUE, LIABILITY OF CIT1',
RISK, FEES TO COVER COST FOR SECURITY, SOCCER FIELD5, AN ADULT LEAGUE,
SOCCER LEAGUE REPRESENTATIVES, USAGE OF FIELDS, RENWICK CONCESSION STAND,
CONCERNS REGARDING FOURTH OF JULY OR ARTS AND CRAFTS, THE PARKS BOARD VOTE,
CHILDREN IN PROXIMITY, STATED THERE ARE NO ADULT LEAGUES AT RENWICK PARK,
WOULD REQUIRE AMENDING THE CONTRACT WITH THE CONCESSION'AIRE AND ADOPTING A

POLICY ALLOWING ALCOHOL, AND CONSIDER.ATION OF REVENUES FROM SALES.
CONSIDERATION WILL BE GIVEN AT THE NEXT COUNCIL MEETING.
DISCUSSION WAS FIELD REGARDING FUNDING IMPROVEMENTS TO PARKING FACILITIES AT
SOCCER FIELDS AT THE SPORT5 PARK. MR. KENNIE THAXTON AND MR. STEVE JENNINGS
APPEAR.ED BEFORE COUNCIL TO DISCUSS USING THE REVENUE FROM THE CENTENNIAL
PARK FUNDS TO PUT ROADS IN FOR THE SOCCER FIELD AT THE SPORTSPARK.
DISCUSSION CONTINUED REGA.RDING PARKING, LZGHTING, YF GALVESTON COUNTY COULD
HELP, WINDSONG FIELDS AND THE PROCESS OF REMOVING EQUIPMENT.
DISCUSSION WAS HELD REGARDING RULES & REGULATIONS FOR PARKS AND RECREATIONAL
FACILITIE5, PERMITS, USE OF TOBACCO PRODUCTS, THE SPORTSPARK, LEAVE5LEY
PARK, BICYCLES, RELIGIOUS GROUPS AT THE ACTIVITY BUILDING, DEFINITI023 OF
COMMUNITY MEETINGS, PRIVATE PARTIES, CLEAN UP, AND FIRE ARMS. THE RULES AND
REGULATIONS WILL BE ADOPTED BY' RESOLUTION AT THE NEXT COUNCIL MEETING.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 8:24 P.M.
