REQUEST FOR 304 W. EDGEWOOD FROM MULTI—FAM=LY RESIDENTIAL—LOW TO

MR• HAROLD BENSON AND MS. LORNA ZEITLER APPEARED BEFORE COUNCIL AND
EXPLAINED THE REZONING REQUEST, DISCUSSED ACCESS TO THE PROPERTY, AND THE
DECREASE OF DENSITY.
MR. LEDBELT HICKS, WHO LIVES NEXT TO THE PROPERTY, APpEARED BEFORE COUNCIL
AND EXPRESSED FIIS CONCERNS REGARDING DRAINAGE AND THE QUALITY OF THE
CONSTRVCTION OF HOMES.
MS. CONNIE BAILEY, 205 PRAIRIE WILD, APPEARED BEFORE C�UNCIL AND EXPRESSED
HER CONCERNS WITH CHILDREN CROSSING THE STREET, DRAINAGE, AND SUGGESTED A
FENCE BE BUILT TO RUN THE LENGTH OF THE PROPERTY.
MR. & MRS. BILL RUPPLE, LIVE OAK STREET, APpEARED SEFORE COUNCIL AND STATED
THAT TFi�Y FiAU NO PROBLEM WITH THE DRA,INAGE IN THE AREA AND WERE SATISFIED
WITH THE HOUSING BUT HOPED THE BUILDER WILL ADDRESS DRAINAGE DiJRING
CONSTRUCTION.

COUNCILMEMBER MIaNISON REPORTED ON ATTENDING THE H/GAC BOARD MEETING ON
DECEMBER 16 DURING WHICH THEY PASSED THE BUDGET AND STATED THAT TFIIS BUDGET
RANKS NUMBER 1 IN THE UNITED STATES REGARDING BUDGET AND ACTIVITIES,
REPORTED THAT NOMINATIONS HAVE BEEN MADE FOR TIiE ELECTION OF OFFICERS l►ATD
BALLOTS WILL BE SENT SOON, ATTENDED TIiE H.C.M. & C. MEETINC�, ATTENDED THE
BALES INTEFtMED2ATE "PIONEER DAYS" CELEBRATION, AND ATTENDED THE TEXAS

COUNCILMEMBER AUSTIN REPORTED THAT THE BRIO SITE TASK FORCE MEETING
SCHEDULED FOR JANUARY 12, 1998, HAS BEEN CANCELLED, ATTENDED THE iI.C.M & C.
MEETING, RECEIVED CORRESPONDENCE REGARDING STORM DRAINAGE MODELING SOFTWARE
IS THE Si�ME THAT CLEAR CREEK DRAINAGE DISTRICT IS PUTTING TOGETHER NOW,
ATTENDED THE CLEAR CREEK DRAINAGE DISTRICT MEETING IN DECEI�ER 1�TD REPORTED
THAT THERE WERE A NUMBER OF PROJECTS ON THE TABLE.
COUNCILMEMBER DICKEY REPORTED THAT THE PARKS AND RECREATION BOARD CANCELLED
THE LAST MEETING, STATED THAT SHE HAD A WONDERFUL EiOLIDAY SEASON �ATD WISHED
EVERYONE A HAPpy NEW YEAR.
COUNCILMEMBER HAJECATE WISHED AN EARLY HAPPY BIRTHDAY TO COUNCILMEMBER
DICKEY.
COUNCILMEMBER MEASELES REPORTED THAT HE ATTENDED A LOT OF THE SAME MEETINGS
AND STATED THAT HE HOPED THAT EVERYONE iiAD A HAPPy HOLIDAY SEASON AND THAT
HE IS LOOKING FORWARD TO 1998.
MAYOR WHITAKER STATED THAT HE ENJOYED BEING WITH FAMILY DURING THE HOLIDAYS,
ATTENDED THE SAME MEETINGS AND WISHED EVERYONE A HAPPY NEW YEAR AND IS
LOOKING FORWARD TO SERVING THE COMMUNITY 2N 1998 AND TO CONTINUE TO MOVE
FORWARD AND MAKE PROGRESS.
CITY MANAGER COX REPORTED ON THE SAN JOAQUIN PARKWAY BICYCLE LANES AND THAT
MIKE IiODGE, DIRECTOR OF CO2�SUNITY DEVELOPMENT, SUGGESTED THAT TWO LANES
COULD BE STRIPED, BUT NO SIGNAGE PLACED TO ACTUALLY MAKE THE BICYCLE LANE
DESIGNATION, AND THE ADDITIONAL COST OF STRIPING WOULD BE $1,500. MR. COX
ALSO REPORTED THAT MIKE HODGE, IN ADDITION TO HOLDING A MASTERS DEGREE IN
PUBLIC ADMINISTR.ATION AND BEING A REGISTERED ENGINEER, IS NOW A REGISTERED
SURVEYOR. MR. COX ALSO REPORTED ON THE TEXAS-NEW MEXICO POWER (TNP) COMPANY
TR.ANSITION PLAN UPDATE AND STATED THAT THE ARTICLE REGARDING THAT TNP
REACHED AN AGREEMENT WITH TFiE PUC TO IMPLEMENT A RATE REDUCTION THAT
APPEARED IN THE DECEMBER 31, 1997 FRIENDSWOOD REPORTER NEWS WAS OVER
OPTIMISTIC AND PREMATURE ON TFIE REPORTER NEWS' PART, AND THAT THE ONLY PARTY
AGREEABLE TO TNP'S PROPOSAL IS THE PUC STAFF. MR. COX ALSO REPORTED THAT
TNP IS NOW ATTEMPTING TO BACK AWAY FROM A FEBRUARY 1997 AGREEMENT THAT SET
TEMPORARY R.ATES FOR MAY 15 AND THAT THIS SEEMS TO BE AN EFFORT ON TFiEIR PART
TO DELAY REFUNDS TO THE RATEPAYERS IN FRIENDSWOOD. MR. COX STATED THAT THE
CITIES OF THE GULF COAST COALITION ARE BEING ATTACHED BY THE PUC STAFF

REGARDING RATE CASE EXPENSES AND THAT IT SEEMS NEITHER TNP NOR THE PUC IS
INTERESTED IN ALLOWING THE CITIES THEIR FULL LEGAL RIGHTS TO PARTICIPATE IN
THIS CASE. MR. COX ALSO REPORTED THAT A SMALL GRANT FROM FEMA FUNDS IN THE
AMOUNT OF $1,250 HAS BEEN RECEIVED FOR AN EMERGENCY PREPAREDNESS FOR
HURRICANES PAMPHLET WHICH WILL BE DISTRIBUTED IN THE SPRING NEWSLETTER.
COUNCILMEMBER DICKEY ASKED ABOUT THE FEMA RULING ON DISASTERS FOR TWO-COUNTY
CITIES WITH CITY MANAGER COX STATING THAT HE HAS RECEIVED NO NEW NEWS AND
WILL CHECK WITH CONGRESSMILN NICK LAMPSON'S OFFICE. COUNCILMEMBER DICKEY
STATED THAT SHE WILL FOLLOW UP WHEN THE NATIONAL LEAGUE OF CITIES MEETS IN
MARCH IN WASHINGTON. COUNCILMEMBER DICKEY ASKED FIOW MUCH HAS BEEN SPENT
REGARDING TNP WITH CITY MANAGERS COX STATING THAT HE WILL HAVE ACL^OUNI'ING
PREPARE AN UPDATE. COUNCILMEMBER DICKEY ASKED ABOUT THE ESTIMATED BID DATE
REGARDING THE SAN JOAQUIN PARKWAY WITH MR. COX STATING THAT IT IS ON HIS
DESK FOR HIS SIGNATURE BUT THAT HE FEELS THAT THERE SHOULD BE SOME
DISCUSSION AS TO SPENDING FUNDS IN LIEU OF THE EXXON CASE AND STATED THAT
SOME COUNCILMEMBERS ARE CONCERNED WITH PROCEEDING WITH THE SAN JOAQUIN
PARKWAY BUT THAT IF COUNCIL IS READY, HE WILL PROCEED. COUNCILMEMBER DICKEY
ASKED WHEN WILL THIS PROJECT GO OUT FOR BID.
COUNCILMEMBER ERICSSON STATED THAT WHO KNOWS WHAT THE COST FOR LEGAL
EXPENSES WILL BE FOR THE EXXON CASE AND THAT IT MAY NOT BE PRUDENT TO SPEND
FOR CAPITAL PROJECTS AND THEN HAVE TO BORROW MONEY.
COUNCILMEMBER DICKEY STATED THAT COUNCIL IS PREPARED TO SPEND $500, 000 BUT
ONLY HA�IE SPENT $300, 000 SO FAR AND THAT SHE IS OPPOSED TO NOT PROCEEDING
WITH THE SAN JOAQUIN PROJECT.
MAYOR WHITAKER STATED THAT HE THINKS COUNCIL NEEDS TO REVIEW THIS ISSUE AND
THAT NO MONEY WAS BUDGETED FOR OUT SIDE LEGAL EXPENSES.
COUNCILMEMBER DICKEY ASKED ABOUT HOUSTON LIGHT & POWER STREET LIGHTS WITH
CITY M1IPTAGER COX STATING THAT HE WILL CHECK ON THIS AND GET A REPORT.
COUNCILMEMBER DICKEY ASKED HOW MANY TOTAL STREET LIGHTS HAVE BEEN
INSTALLED. COUNCILMEMBER DICKEY ALSO ASKED IF THE CLEAN-UP ON MUSTANG ROAD
HAS BEEN COMPLETED WITH CITY b1ANAGER COX STATING YES.
COUNCILMEMBER MEASELE5 STATED THAT THE STREET LIGHT WORK ON BLACKHAWK IS
FINISHED AND LOOKS GOOD.
COUNCILMEMBER MANISON REPORTED THAT HE FEELS THAT THE SAN JOAQUIN BIKE LANE
NEEDS TO BE AN AGENDA ITEM WITH THE CITY M1iNAGER STATING THAT COUNCIL COULD
DO A CFiANGE ORDER TO INCLUDE THE SIKE LANES.
COUNCILMEMBER MEASELES STATED THAT BECAUSE FRIENDSWOOD INDEPENDENT SCHOOL
DISTRICT (FISD) PURCHASED THE PROPERTY ACROSS FROM SAN JOAQUIN, HE P'ELT THAT
IT WOULD BE PRUDENT TO HAVE A BIKE LANE FOR SCHOOL ROUTES.
COUNCILMEMBER AUSTIN STATED THAT MIKE HODGE HAS DONE AN EXCELLENT JOB AND
THAT HE IS NOT RECEIVING THE NUMBER OF COMPLAINTS AS BEFORE. COUNCILMEMBER
AUSTIN REPORTED THAT BECAUSE OF THE SIGNIFICANT R.AINFALL OVER THE WEEKEND,
HE WAS OUT IN THE CITY AS WAS MAYOR WHITAKER AND ASKED ABOUT CONSTRUCTION ON
OAK VISTA WITH CITY MANAGER COX STATING THAT TNP IS SCHEDULED TO RELOCATE
UTILITY WIRES THIS WEEK. COUNCILMEMBER AUSTIN ASKED MIKE HODGE TO LOOK AT

IF SOME OF THE TALLOW TREES NEED TO BE TAKEN OUT, AND STATED IT APPEARS THE
OUTFALL IS WORKING FINE. COUNCILMEMBER AUSTIN ALSO COMMENTED ON THE ARTICLE
THAT APPEARED IN THE HOUSTON BUSINESS JOURNAL QUOTING MR. COX REGARDING THE
EXXON LAWSUIT WITH MR. COX STATING THAT HE WAS NOT SURE AS TO HOW TFiE QUOTE
WAS RELEVANT TO HIS INTERVIEW.
**COUNCILMEMBER MEASELES MOVED TO APPROVE THE REAPPOINTMENT OF ZEKIE MCVEIGH
AND TOM BURKE AND THE APPOINTMENT OF HARLESS BENTHUL TO THE PLANNING AND
ZONING COMMISSION, THEIR TERMS TO ENDING JULY, 2000 AND ROBERT J. BERTRAND
TO THE UNEXPIRED TERM OF RONNIE EUBANKS WHICH WILL END JULY, 2000.
