DURING WHTCH �OUNT"Y JUDGE YARBRO[JGH SPOKE ABOUT EMERGEN�X MANAGEMENT, AND THAT HE TOURED THE CITY DEPARTMENTS AND FACILITIES, ATTENDED THE BLACKHAWK ADVISORY MEETING, ANNOUNCED THAT EARLY VOTING �'OR SCHOUL BOARD WAS AT FRIENDSWOOD INDEPENDENfi SCHOOL DISTRICT ADMINISTRATION BCJILDING, AND VOTING REGAI�DING THE STATE' PROPOSITION REGARDING THE HOMESTEAD EXEMPTTON WILL BE HELD AT CITY HALL. MAYOR WFiITAKER PROCLAIMED AUGUST 5, 1997 AS NATIONAL NIGHT OUT� DR. BILL JONES APPEARED BEFORE COUNCIL AND SPOKE ABOUT HIS CONCERN5 REGARDING THE SIGN ORDINANCE REVIEW COMMITTEE AND SUGGESTED CHANGES TO THE ORDINANCE. DEBORAI3 WERLLA WAS PRESENTED THE FIVE STAR AW.ARD FOR HER WILL7CNGNESS TO HELF HER CO-WQRKERS AND PATRQNS OF THE LIBRARY ANU F'OR HER POSITIVf!:, PROFESSIONAL AND ENTHUSIASTIC ATTITUDE. DEBQRAH WERLLA THANKED THE CITY FOR THE AWARD AND ACCEPTED IT ON BEHAI,.F OF ALL THE STAFF AT THE LIBRAF2Y. CITY MANAGER COX REPORTED ON THE ALTERNATIVES TO RELIEVE TRAFFIC CONGESTION AT FM 2351 AND FM 518. MR. COX STATED THAT WORK WILL COAITINUE TOWARD A SOLUTION TO THIS T.5SUE. �.._.� COUNCILMEMBER HAJECATE RECOGNIZED THE CTTY MANAGER BEING NOMINA�'ED FOR THE FIVE STAR AWARD FOR THE QUARTER. COUNCILMEMBER DICKEY ASKED IF WAS FEASIBLE FOR TWO LANES TO TURN LEFT ON F.M. 2351 WITH CITY MANAGER COX RESPONDING THAT HE WILL MAKE THIS RECOMMENDATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) . COUNCILMEMBER , DICKEY ASKED ABOUT THE TNSPECTION OF THE LZBRARY AND THE FTNANCIAL IMPACT AND HOW DID THIS OCCUR WITH CITY MANAGER COX RESPONDIN� THAT ALL PUHLIC BUILDING ARE INSPECTED FOR ADA REQUIREMENTS AND MOST HAVE MINQR ISSUES AND A FINE WILL BE IMPOSED IF THE CITY DO�S NOT HANDLE TH� PROBLEMS AND SECONDLY, HAS NOT L�ONE A FINANCIAL IMPACT ON REQUIRED IMPROVEMENTS AND JON BRANSON WILL SCHEDULE IMPROVEMENTS TO MEET THE TIME LINE AND THAT THIS IS STANDARD ROUTINE PROCEDURE. MS. MICKELSON WORKED IN THE CITY ATTORNEY'S OFFICE IN EL PASO FOR FIVE YEARS AND THAT HER TRAINING IS RELATED TO LAND USE WITH ZONING. **COUNCZLMEMBER AUSTIN MOVED TO APPROVE RFP 97-5, GROUP HEALTH, LONG-TERM DISABILITY AND DENTAL INSURANCE COVERAGE TO PRUD�NTIAL HMO AND POS �F'FECTIVE SEPTEMBER 1, 199'7 WITH THE SECOND YEAR RATE GUARANTEED. SERVICES AND SURVEYING ARE COMPLETE AND PRELIMINARY ENGINEERING IS 90 PERCENT COMPLETE. 2. C;ENTENNIAL PARK PHASE I GRADING AND DRAINAGE WITH PA�NiENT IN THE AMOUNT OF �i2�665.00 TO DUNKIN� SIMS� STOFFELS� INC. FOR LANDSCAPING HITECTURAL SEI2FTICES. THE PROJECT IS 75 PERCENT COMPLETE. 3. WILDERNESS ARC TRAILS WATERLINE EXTENSION WITH THE FIFTH F'AYI�IENT IN THE AMOUNT OF $285.00 TO CLAUNCH ANI) MILLER, INC. FOR ENGINEERTNG SERVTCES DURING JUNE. CONSTRUCTION ADMINISTRATION I8 25 PERCENT CUMPLETE. 4. COWARD'S CREEK 24" SANITARY SEWER REPLACE WITH THE SECOND PAYMENT IlQ THE AMOUNT OF $6,3$8.28 TO WAYNE SM2TH & ASSOCII�TES FOR ENGINEERTNG SERVICES ON REPLACEMENT OF 975 FEET OF SEWER LINE FROM DEEPWOOD LIFT STATION ALONG COWARD'S CREEK. ALTHOFTGH PAY REQUESTS DO NOT REFLECT IT, THIS PROJECT IS 1.00 PERCENT COMPLETE. 5. MANHOLE REHABILITATI.ON WITH THE FOURTH PAYMENT IN THE AMOUNT OF $28,291.03 TO D.E. WILLIAM:i CONTRACTING COMPANY, INC. , FOR WALL, SEALING 561 VERTICAL FEET OF MANHOLE�� DURING JUNE. THE PR03FCT IS 49 PERCENT COMPLETE. TOTAL CONSENT AGENDA PAYMENTS WERE $42,389.31. B) DISPOSITION OF BIDS - 1. BID 97-14, JANITORIAL SERVICES TO PROFESSIONAL LAWN AND JANITORIAZ IN THE AMOUNT OF $54,600 ANNUALLY. 2. BID 97-15, MOWING OF CITY PROP�RTY AI3D MEDIAN5 TO LONE STA.R ' LAWN MAINTENANCE IN THE AMOUNT OF $72,640.44. C) APPROVE EXECUTION OF CONTRACT FOR W11TER POLLUTZON CONTROL AND ASATEMEI3T PROGRAM WITH GALVESTON COUNTY HEALTH DISTRICT FOR FY97-98. D) P,CCEPT EASEMENT FROM MR. AND MRS.
