DAN KEY, FIRE CHIEF OF THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT PRESENTED TO COUNCTL A GHECK IN THE AMOUNT OF $7,000 FROM GALVESTON COUNTY FOR FIRE PROTECTION IN UNINCORPORATED AREAS. FR.ANK WEBB APPEARED BEFORE COUNCIL AND STATED THAT HE SUPPORTS THE CREATION AND THE APPOTNTMENTS TO 7'HE BUDGET COMMITTEE AND REF'ORTED THAT THE TWO C.P.A. 'S THAT RAN FOR COUNCIL ARE WYLLING TO SERVE ON THIS COMMITTEE. SIDNEY ALBRITTON, CHAIR OF THE BICYCLE ADVISORY COMMITTEE, REPORTED �N TEH SUMMER BIKE RIDE WHICH IS TO BE HELD ON JUNE 28 AND INVITED THE MAYOR AND COUNCIL TO PARTI.CIPATE. DAN MORGAN, REPRESENTING THE FOURTH OF JULY STEERING COMMITTEE, REPORTED THAT THE THEME OF THIS YEAR'S CELEBRATION WILL BE "CELEBRATING COMMUNITY PRIDE" AND THAT THE GRAND MARSHAL WILL BE FORMER MAYOR EVELYN B. NEWMIIN. A DIGNITARY SREAKFAST W�LL BE HELD AT $:00 A.M, , THE PARAI)E, WHICI3 WILL BEGIN AT HERITAGE STREET AND F.M.518 WILL START AT 10:Q0 �.M. MORGAN URGED EVERYONE TO USE THE SF3UTTLE, BUT IF DRIVING, CAUTIONED THAT DRIVERS OBSERVE THE "NO PARKING 5IGNS" IN THE SURROUNDING SUBDIVISION. MAYOR WHITAKER THANKED THE COMMITTF..E FOR ALL THEIR HAL2D WORK. CITY MANAGER COX REPORTED ON THE TEXAS-NEW MEXICO POWER (TN'P) RATE FILING JULY 1 DEADLINE AND STATED THAT TNP HAS INDICATED THAT THEY WILL NOT MEET THE DEADLINE EVEN THOUGH THEY ARF R�QtIIRED TO DO SO AS STIPULATED IN THE ORDINANCE ALREADY ADOPTED BY TFiE COUNCILS OF TEXAS CITY, ALVIN, AND FRIENDs^WOOD. MR. COX STATED THAT MAYOR WHITAKER WILL WRITE A LETTER ON BEHALF OF THE CITY. MR. COX ALSO REPORTED ON THE COTJNCIL/STAFF BUDGET RETREAT WHICH WILL BE HELD JUNE 30, 1997 AND THAT THE EMPHASIS TH15 YEb1R WILL BE TO DISCUSS ISSUES OF EFFICIENCY, THE OPERATIN6 BUDGET, AND THE FIVE YEAR CAPITAL IMPRO�IEMENT� PROGRAM. .. I 1127 COUNCILMEMBER DICKEY ASKED ABOUT THE TRAFFIC FLOW AT F.M. 2351 AND F.M. 518 WITH MR. COX RESPONDTNG CHTEF OF POI�ICE JARED STOUT IS REVIEWING THIS SITUATION AND WILL FOLLOW UP WITH MR. PINKSTON O�' THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) . COUNCILMEMBER DICKEY ASKED THAT CHIEF STOUT BRING BACK THE TNFORMATION TO COUNCIL BEFORE TXDOT IS NOTIFIED. MR. COX STATED THAT HE DOES NOT WANT TO DELAY TH:IS PROJECT AND WILL GIVE COUNCIL A REPORT HOW IT WAS RESOLVED. COUNCILMEMBER AUSTIN STATED THAT IT SOUNDS LIKE TNP CAN NOT MEET THE r'��`� DEADLINE WITH MR. A CITIZEN'S BUDGET COMMITTEE AND APPOINTING THREE MEMBERS. SECONDED BY COUNCILMEMBEA DICKEY. DAN ILLERICH APPEARED BEFORE COUNCIL IN OPPOSITION TO THIS COMMITTEE AND ASKED WHY APPOTNT C.P.A. 'S, AND STATED THAT HE DOES NOT UNDERSTAND THIS RECOMMENDATION, I�EELS THAT THIS IS JUST AN EXTRA LAYER OF BUREAUCRACY, THE MAYOR AND STAFF WERE ELECTED TO ADOPT THE BUDGET, THE CITY HTRED THE STAFF` TO PREPARE THE BiIDGET, AND WHAT PARTICIPATION WOULD CITIZENS HA�TE AND STATED THAT HE IS VERY MUCH AGAINST THIS COMMITTEE. COUNCILMEMBER DICKEY RESPONDED THAT TH=CS COMMITTEE WOULD MERELY BE AN ADVISORY COMMITTEE.. COUNCILMEMBEI2 AU5TTN STATED THAT THE CITY USED �0 HAVE A BUDGET COMMITTEE AND THAT HE WOULD BE AGAINST ANOTHER LAYER OF BUREAUGRACY. HE STATED THAT THIS COMMITTEE WOULD REPORT BACK TO THE CTTIZENS TN CONCISE LANGUAGE THAT IS EASY TO UNDERSTAND AND FEELS THAT THTS WOULD BE ANOTHER OPPORTUNTTY T� COMMUNICATE TO Z'HE CITIZENS AND ALSO BE A TOOL FOR THE S�AFF TO FUR2'HER COMMUNICATIONS. COUNCILMEMBER MANISON STATED THAT HE IS AGAIPiST THIS , COMMITTEE, THAT � �! COUNCILMEMBERS AF2E ELE.CTED OF'FICIALS, COUNCTL DIRECTS STAF'F' TO PREPARE THE BUDGET, AND THAm IT IS A M�NDATE OF THE CHAR�ER THAT COUNCIL REVIEW THE � PROPOSED BUDGET. MR. MANTSON ALSO STATED THAT ANY CITIZEN MAY COME IN AND OBTAIN ANY INFORNFATION WANTED DURING THE BUDGET PROCESS. COUNCILMEMBER ERICSSON RESPONDED THAT ANY COMMITTEE WOULD OPERATE UNDER THE OPEN MEETINGS ACT AND THE PUBLIC WOULD BE INVITED. THE CITY HAS CQMMITTEES FOR MOST OTHER THINGS ANU THIS CONINIITTEE WOULD BE FOR ' CLARIFICATION, INSIGHT, AND MONI.TORING, BUT COUNCILMEMBER ERICSSON STATED THAT HE PLANS TO REQUEST TO Z'ABLE THIS COMMITTEE FOR FURTHER CLARIF'ICATION OF THE COMMITTEE'5 RESPONSIBILITY. COUNCILMEMBER HAJECATE STATED THAT SHE WOULD SUPPORT COUNCII�NlENIBER ' ING OF THIS COMMITTEE.
