CONNIE STAGNER, REPRESENTING TI-IE SIGN ORDINANCE COMMITTEE APPEAR�D BEFORE COUNCIL AND STATED THAT THERE WERE NO MAJOR CHANGE"S AND DISCUSSED ENFORC�MENT, RECQMMENDED THAT THE SIGN ORDINANCE COMMITTEE BECOME A STANDING COMMITTED, DISCUSSED PORTABLE AND TEMPORARY SIGNS, TIME ALLOWED, WORDING AND DUPLICATION. DISCUSSION WAS HELD REGARDING READER BOARDS, ENFORCEMENfi, CLARIFYING GRAY • AREAS OF THE ORDINANCE, AND PERMITTING FOR POLITICAL. SIGNS. MR. JIMMY THOMPSON APPEARED BEFORE COUNCIL AND �AVE A PRESENTATION ON DETENTTON PONDS WITH RAY ROGERS, RZCHARD :7ACKSON, AND DAVID KOCUR�K FROM CLEAR CREEK DRAINAGE DISTRICT. � � DTSCUSSION WAS �iELD REGARDING D�PTH OF PONDS, ACREAGE REQtJIItED, REGIONAL PONDS, IMPACT OM FUTURE PONDS, REGIONAL ISSUES, MAINTENANCE, FLOOD CONTROL, AND FUTURE CRITERIA. MR. TOM BURKE, REPRESENTING THE TREE ORDINANCE COMMITTEE; APPEARED BEFORE COUNCIL AND DISCUSSED TREES ALLOWED, REPLA�+lENT, AND TREE SIZES. DISCUSSION FOLLOWED REGARDING ENFORCEMENT, L'FFECTS ON RESID�NTTAL PROPERTY, CITTZENS RIGHTS, MAINTENANCE, AND PRESERV7:NG TREES. MR. BTLL FINGER, REPRESENTING THE PLANNING AND ZONING COMMTSSION, APPEARED BEFORE COUNCIL AND SUGGESTED COUNCIL FORM A COMMITTEE TO ADDRESS PLANNED UNIT DEVELOPMENT (PLJD) , AND SEXUALLY ORIENTED BUSINESS (SOB) DISTRICTS AND STATED THAT THE PERMITTED USE TABLE IS NOT THE PLACE TO ADDRESS THESE ISSUES. 'S, AND THE MINIMUM DISTANCES THAT MAY NOT BE �NFORCEABLE. MR. GLENN CRESS APPEARED BEFORE COUNCIL TO DISCUSS THE DRAFT COMPREHENSIVE PLAN, APPLICATIONS AND CLARIFICATION AND ASKED FOR FEEDBACK FROM COUNCIL REGARDING DOES THE .CITY• WANT A COMPREHENSIVE PLAN, STATED HE LJNDERSTANDS THE CONTRACT W�T� J� T. ' DUNKIN HAS BEEN TERMINATED, AND !HAS REQUESTED THE ELECTRONIC MEDIA' FOR 'PHE CITY TO USE, INHOUSE AND STATED THE CITY HAS NOT ADOPTED THE PLAN AND SUGGESTED THAT COUNCIL NEEDS TO BUY INTO THE PLAN NOW THAT THE PERMITTED USE TABLE ISSUE HA5 BEEN RESOLVED. MR. JON BRANSON, DIRECTOR ,OF COMMiTNITY SERVICES, APFEARED BEFORE COUNCIL TO DISCUSS THE PARK PROPERTY DEDICATION ORDINANCE AND STATED xHAT THE PARKS �-""" BOARD STAR`PED TALKING ABOUT THIS ORD:CNANCE IN 1990 AND WOULD LIKE TO SEE IT ' TMPLEMENTED, WANTS TO SEE IF PLANNIN� AND ZONING AND COUNCIL ARE INTERESTED AND HAVE CITY ATTORNEY JOHN OLSON REiVIEW AND PUT THE ORDINANCE TOGETHER AN ORDINANCE FOR THE CITY. MS. PENNY' BURKE, REPRESEIdTING THF PARKS BOARD, STATED THAT THE BOARD IS LOOKING AT FLEXIBILITY BUT CONTROL AND MR. BRANSON STATED THAT THIS WOULD ACTUALLY RESULT IN 11 NEIGHSORHOOD PARKS AND ASKED DOES THE CITY NOT WANT T0 MAINTAIN POCKET PARKS. NEIGHBORHOOD PARKS WOULD BE OWNED BY THE CITY OF FRIENDSW00�. DISCUSSION FOLLOWED REGARDING MAINT.ENANCE, HOA'S TAKING CARE OF POCKEfi PARKS, OPTIONS, DEVELOPMENT, AND SENDING A RECQMMENDATION TO JOHN QLSON TO SEE WHAT CAN BE DONE LEGALLY.
