MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON THURSDAY, APRIL 3, 1997 AT 7:00 P.M. AT THE FRIENDSWOOD CITY HALL COUNCIL
CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING
PRESENT CONSTITUTING A QUORUM:

MAYOR NEWMAN CALLED THE MEETING TO ORDER. I
MAYOR NEWMAN AND BENNY BAKER, CHAIR OF THE PLANNING AND ZONING COMMISSION
CALLED THE PUBLIC HEARING TO ORDER TO RECEIVE COI�IENT, EITHER ORAL OR
WRITTEN, REGARDING THE FOLLOWING:
A. SPECIFIC USE PERMIT REQUEST F'OR 307 S. FRIENDSWOOD DRIVE, SUITE
B-3, FRIENDSWOOD OFFICE PARK, GALVESTON COUNTY, TEXAS, F'ROM OLD
BUSINESS DISTRICT (OBD) TO SPECIFIC USE PERMIT - MUSIC STUDIO.
THOMAS EASTERLY AND DONNA EASTERLY APPEARED SEFORE. COUNCIL AND PRESENTED THE
PLANS FOR THE MUSIC STUDIO.
MR. RAZPH BLAUGH AND MS. KATHLEEN 0'NEAL APPEARED BEFORE COUNCIL IN SUPPORT
OF THE MUSIC STUDIO.

DISCUSSION WAS HEARD FROM MAYOR AND COUNCILMEMBERS IN SUPPORT OF THE MUSIC
STUDIO.
NO ONE OPPOSED THE SpECIFIC USE PERMIT.
B. REQUEST FOR ZONE CHANGE FOR THE CORNER OF F.M. 528 AND SUNMEADOW
BOULEVARD, APPROXIMATEI�Y 1.6 ACRES, GALVESTON COUNTY, TEXAS, FROM
SINGLE FAMILY RESIDENTIAL DISTRICT (SFR) TO NEIGHBORHOOD
COMMERCIAL DISTRICT (NC)
CHARLES ANDERS, REPRESENTING THE OWNER, APPEARED BEFORE COUNCIL AND STATED
THAT A RESTAURANT HAS CONTACTED THE OWNER. �
MAYOR NEWMAN ASKED IF THE PLAN FOR THE RESTAURANT INCLUDE FACING •
SUNMEADOW BLVD. , OR F.M. 528 WITH MR. ANDERS STATED HE DID NOT KNOW.
DISCUSSION WAS HEARD FROM MR. JOHN STRTNGER, MR. CHARLES DIMMIT, AND MR.
BLAUGH REGARDING CONCERN FOR A MASTER PLAN FOR REZONINGS, WANTS OF THE
COMMUNITY, FAST FOOD RES�AURANTS, TRAFFIC, AND PROPERTY VALUES AND WERE
OPPQSED TO THE REQUEST.

COMMISSIONER TOM BURKE ASKED IF THE HOMEOWNERS ASSOCIATION WOULD CONS'IDER
ANY TYPE OF COMM�RCIAL BUSINESS WITH MR. BI,AUGH STATING THAT HE COULD NOT
ANSWER AND THAT HE WAS ONLY REPRESENTING THOSE HOMEOWNERS THAT HAD CONTACTED
HIM TO SPEAK FOR THEM.
DISCUSSION WAS HEARD FROM MR. JAMES SMTTH AND MS. NELL SMITH, MS. MILDRED
COCHRAN, AND MR. I,ARRX SMITH REGARDING TRAFFIC, SAFETY HAZARI�S, AND GREEN
SPACE AND WERE OPPOSED TO THE REQUEST.
HEARING NO FURTHER COMMENT, THE PUBLIC HEARING WAS CLOSED.
