CONTINUED DISCUSSION WAS HELD REGARDING PLANNTNG AND GORL SETTING FOR THE
CITY 0�' FRIENDSWOOD WITH MAYOR AND COUNCILMEMBERS, CITY S�'AFF, COMMITTEE
REPRESENTATIVES, A REPRESENTATIVE FROM THE FIRE DEPARTMENT AND WITH
FACILITATOR JOE GONZALES WITH MANAGEMENT CONNECTION.

PRESENTED A REPORT ON GOA.LS AND PROJECTS.
DISCUSSION WAS HELD BY COUNCIL AND STAFF MENiB�RS REGARDING FUNDING
PHILOSOPHY AND COORDZNATING PROJE�TS, AND GENERAL EXPECTATIONS FOR
���� COMMITTEES.
' I DISCUSSIOI3 WAS CONTINtJED REGARDING COMPLETION OF THE COMPREHENSIVE PLAN,
ADDING THE CAPITAL IMPROVEMENT PLAN AND THE COMMUNITY DEVELOPMENT PLAN WITH
A GOAL TO ADOPT BY DECEMBER 31, 1997. ALSO DISCUSSED WERE: FUNDING GOALS
(RE�IENUE SOURCES) ; SURFACE WA`i`ER FUNDING SOURCE; A GOAL TO REDUCE THE
RESIDENTIAL AD VALOREM FROM 90% TO 70%; REDUCE THE F'EES F'OR SERVICE TO 37%;
AND INCREASE REVENUES FROM SALES TAX TO 16% OF THE BUDGET.
COUNCIL DISCUSSED: GOALS 'TO BE PR0�ICTIVE IN DETERMINING THE REVENUE SOURCES
TO FUND AN ACTIVE PEOPLE PARTNERSHIP WITH OUR CONIMtTNITY; GOALS FOR SURFACE
WATER; WATER AND SEWER SHOULD PAY FOR WATER AND BEWER; QPERATION MAINTENANCE
AND BUILDTNG A 12ESERVE FOR FUTURE PROJEC:T WITH FUNDING TO THE GENERAL EUND
ON A DECLINING SCALE WITH REV�NUE' INCRE,ASE FROM OTHER SOURCES; DEVELOPING
INTERGOVERNMENTAL RELATTONSHIPS �HAT SUPPORT COMMtJNTTY VISION; EFFECTIVELY
COMMUNICATING WITH CITIZENS WITH 7.'WO--WAY COMMUNICATIONS; AND AN
IMPLEMENTATTON P�20CESS.
