ON MONDAY, FEBRUARY 24, 1997 AT 6:30 P.M. AT FFI�NDSWOOD CTTY HALL COUNCIL

MAYOR NEWMAN ANL) BENNY BAKER, CHAIR OF THE PLANNING AND ZONING COMMISSION,
CALLED A JOINT MEETIKG TO ORDER.
DISCUSSION WAS HEARD REGARDTNG DETENTION PONDS, DETENTION POND REQUIREMENTS;
DI5CUSSED TWQ ISSUES - ENFORCEMENT AND MAINTENANCE/CITY OWNED ,AND PRIVATELY
OWNED, WHAT HAPPENS AFTER THE TEN-YEAR TERM THE DEVELOPER HAS MAINTAINED THE
POND, WHAT ABOUT SILTING AND IS 'FHIS A PROBLEM, NEVER SEEING WATER STORED IN
THE EXTSTING PONDS, A SEPARATE STUDY OF' NEEDS FROM ORDINANCES THAT EXIST
TODAY, WHAT FEES COLLECTED FOR THOSE ACCEPTED TODAY ARE USED FOR, THE BASIS
FOR THE CITY ACCEP�'ING SOME DETENTION PONDS AND THE DR.AINAGE DISTRICT
ACCEPTING SOME.
MR. FINGER STATED THAT CLEAR CREEK DRAINAGE DISTRICT HAS ACCEPTED AU�HORITY
OVER MOWING AND REMOVING SILTING FROM SOMF: DE�NTION PONDS.
DAVID KOKUREK AND JIMMIE THOMPSON REPORTED THAT IN THE LATE 8Q'S, THE
DISTRICT CHANGEU THE POLICY FOR ACCEPTING WHEN NO ONE WOULD ACCEPT A
DETENTION POND IN A PARTICULAR SUBDIVISION AND WOULD LIKE TO SEE THE
ORDINANCE CHANGEU TO HAVE DEVELOPER RESPONSIE3LE FOR LONG-TERM MAINTENANCE.
DISCUSSION FOLLOWED RELATING TO COSTS FOR MAINTENANCE AND REMOVING SILTING,
POSSIBLY R�QUIRING HYDRO-MULCHING, CHANGE THE SLOPE, CIfiY INSPECTIdNS OF
PONDS AT THE END OF ONE YEAR MAINT�NANCE, TAXES PAID BY LANDOWNER TO GO
TOWARDS PAYING FOR MAINTENANCE, COMPIL�ING. A LIST OF DETENTION PONDS,
RESPONSIBILITIES OF CLEAR CREEK DRAINAG� DISTRICT AND THE CITY REGARDING
DETENTION PONDS, CONCERNS WITH SILTING, EROSION, MI�INTENANCE, AND HAVE THE
CITY ATTORNEY LOOK AT THE ORDINANCE REQUIREME:NTS.
IT WAS DECIDED TO HAVE PLANNING AND ZONING COMMISSION REVIEW CLEAR CREEK
, DRAINAGE DISTRIC�.C'S INVENTORY AND THE CITY'S INVENTORY AND SOME THAT ARE NOT
MAINTAINED AND THE REQUIREMENTS, AND THIS ITEM WILL BE DISCUSSED AT A
WORKSHOP AFTER THE REVIEW.

A JOINT MEE`PING WITH FRI�NDSWOOD INDEPENDENT SCHOOL DISTRICT BOARD OF
T.RUSTEES WAS HELD TO DISCUSS CENTENNIAL PARK.
APPEARING AT THE MEETING WERE FISD SUPERINTENDENT DR. GARY CLA.Y, AND THE
FOLLOWING MEMBERS OF THE FISD SCHQOL BOARD OF TRUSTEES:JOHN RING, KENT
BALLARD, KENNY KONCABA, KATHY JURICA AND PRESIDENT JOF3N STANFIFLD.
CITY MANAGER 'COX ASKED THE SCHOOL BOARD IF FISD WANTS TO PARTICIPA�E IN THIS
SITE AS A FUTURE SCHOOL SITE AND IF S0, WHAT TIME FRAME, WHAT PIECE OF
PROPERTY, WHAT P.SSURANCE CAN THEY GIVE TO THE CITY RE:GARDING THEIR
PARTICIPATION AND IF THEY ARE INTERESTED IN PARTIC�PATING THEN A JOTNT-USE
AGREEMENT WILL BE DEVELOPED ANU PRESENTED EXAMPLES FROM DENTO�T AND PLANO FOR ,

MR. JOHN STANFIELD STA2ED THAT FISD IS DEFINITELY IN�ERESTET) AND HAS SOME
QUESTIONS IN MIND ABOUT THE JOINT-USE AGREEMENT.
DR. CLAY STATED THAT THE BOARD EXPRESSED INTEREST IN THE MIDDLE PIECE OF
PROPERTY.
MAYOR NEWMAN ASKED IF FISD HA5 DISCUSSED WI�'H STAFF THE aUB3E'CT QF JOINT USE
AND STATED THAT THEY MAY WANT TO TALK ABOUT PARK USE SUCH AS AF'TER HOURS USE
OF THE GYM.
DISCUSSION WAS HELD REGARDING THE SCHOOL BOARD STATING THAT 7'HEY WOULD LIKE
TO SEE PROPER�.'Y BOUNDARIES, THE MIDDLE PIECE OF PROPERTY APPEARS TO BE THE
LOGICAL LOCATION, THE LOCATION SSOULD ALSO BE WHERE THE BALL FIELD IS, PARK
PORTION HAS NO ROAD ACCESSIBTLITY, JOINT ITSE OF PARKING, FRONT PARK IS THE
PASSIVE AREA, DRAINAGE IS GOOA, SCHOOL BOARD MEMBERS STATEU THEY ARE NOT
MAKING A COMMITMENT AT THIS TIME, WILL CON5IDER A L�TTER OF IPITENT AND WORK
TO DEVELOP A JOINT USE AGREENi'EN'I`, FISD WILL QBTAIN THEIR OWN REGARDING
FEASIBILITY AND ENVIRONM�NTAL REPORT, MEETS NEEDS OF THE SG"HOOLS, HOW THE
COST WILI, BE SHARED, DZSCUSSED SCHEDULING ANOTHER WORK SHOP, AND POSSIBLY
VISIT PLANO AND DENTON STTES, DISCUSSED TIMING AND REPORTS F'ROM EPA ON
ADJACENT PROPER2'Y, AND PRQMOT2NG COMMUNITY'S SUPPORT OF SITE.

AS POSSIBLE AND SCHEDULE IT FOR THE TOWN MEETING ON MARCH 31 AND SEND
LETTERS TO FALCON RIDGE HOMEOWNERS REGARDING THE SECOND OUTLET AND ASKED THE
SCHOOL BOARD TO WORK ON PROMOTING THE IDEA THROUGH P.T.O. 'S ETC.
