MAYOR NEWMAN CALLED THE MEETING TO ORDEFt. **COUNCILMEMBER HAJECATE MOVED TO APPROVE THE PROPERTY TAX REPORT FOR JANUARY, 1997 SECONDED BY COUNC:ILMEMBER AUSTIN. THE MOTION PASSED UNANIMOUSLY. DISCUSSION WAS HELD REGARDING CLEAR CREEK WATERSHEI� REGIONAL FLOOD CONTROL DISTRICT WITH G1�,LVESTON COUNTY COMMISSIONER ED STUART PRESENTING A BRIEF HISTORY ON THE DEVEI,OPMENT OF THE PLAN. COMMISSIONER STUART �TATED THAT WHEN THE CORPS O:F EN.GTNEERS ARE FINISHED WITH CLEAR CREEK, THE CREEK WILL BE ��� THE RESPONSIBILI7�'Y OF THE ENTITIE5. MARIE FLICKZNGER APPEARED BEFORE COUNGIL AND PRESENTED A MAP SHOWING DISTRICTS AND TI3E CHANGE IN BOUNDARIES, DISCUSSED REQUESTING A ONE YEAR EXTENSION FOR HOLDING ELECTIONS, STATED THAZ' A DISTRICT MUST BE APPROVED BY VOTERS BEFOI2E AD VALOREM TAX MAY BE LEVIED, AND STATED THAT SHE WAS ASKING FOR CITIES' SUPPURT TO PRESENT THIS TO VOTERS TO LET THE VOTERS DECTDE. BRAZORIA COUNTY COMMISSI.ONER JACK HARRTS ADDRESSED THE ISSUE, ADDE2ESSEL� PROPOSED CHANGES IN THIS LEGISLATIVE SESSION, AN AMENDMENT SHOULD SE ABLE TO PASS WITH SIMPLE CHANGES. COMMISSIONER HARRIS STATED THAT NO ONE TAXES ON THE MAIN CHANNEL OF CLEAR CREEK. COMMISSIONER HARRIS STATED THAT ONLY CT,FAR CREEK DRAINAGE DISTRICT TESTIFIED IN AUSTIN AGAINST THE BILL BUT HEARD THE RUMOR THA.T .SOME F2EPRESEN�ATIVES FROM BROOKSIDE VILLAGE OPPOS�D THE BILL. COUNCIL DISCUSSED ELECTED OFFICIALS SERVING ON THE BOARD, DRAINAGE DISTRICT STATUS, CREATTNG AN ADDITIONAL TAXING DISTRICT, MAKE-UP OF THE BOARD, DISCUSSED THE BI:LL PASSING UNANIMOUSLY SUT RESISTANCE TO THIS CHANGE, AND WHAT WOULD HAPPEN IF COUNCIL DOES NOT SUPPORT THIS RESOLUTION. ,-._. i i � � 1054 COMMISSTONER HARRIS RE5PONDED THAT IT IS A FIVE MEMBER BOARD, TWO MEMBERS FROM HARRIS COUNTY, ONE MEMBER FROM FORT BEND CQUNTY, ONE FROM GAI,VESTON, AND ONE FROM BRAZORIA COUNTY AND THERF IS ALSO AN ADVISORY COMMITTEE. MARIE FLICKINGER STATED THAT T.HE APPROPRIATE SLOGAN SHOULA BE "WHEN WILL YOU FLOOD NEXT" AND STATED THAT ONE ENTITY SHOIILD LOOK OVER THE EN7'IRE WATERSHED. MARIE FLICKINGER BTATED THAT THE BOARD MAY HAVE TO DO CREATIVE FINANCING. FIRST ELECTION IS NOT TAXATION, ONLY CONFIRMATION OF DISTRICT. THE ELECTION WILL BE HELD BY THE WATERSI-�ED DISTRICT USING THE DANNENBAUM MAP. JQHN KNOX, EXECUTIVE DIRECTOR OF TRI-TECH REGIONAL COUNCT:L, REPRESEI�TED � �� PROPERTY OWNERS IN THE DISTRICT AND UI2GED SUPPORT OF MINOR CHANGES. � �_.._ COUNCILMEMBERS AUSTIN PRESENTED NINE POINTS FOR COUNCIL CONSIDERATION, STATED HE WOULD RATHER WAIT TO SEE WHAT LEGISLATURE APPROVES THEN CONSIDER ADOPTING RESOLUTIONS TO SUPPORT THF CHANGES. MARIE FLICKINGER STATED THAT ALL '.PHE BOARD WANTS TO DO IS LET VOTERS DECIDE AND POLITICAL BACKING MAKES 2T EAS:IER FOR LEGISLATION. MR. RAY ROGERS FROM CLEAR CREEK DRAINAGE DISTRICT REITERATED THE PROPOSAL SUBMITTED AT LAST WEEK'S COUNCIL PLAN, STATED THAT HE SUPPORTS THE MASTER PLAN, AND OPPOSES THAT ELECTED OFFICT.ALS ARE NOT ON THE BOARD, SHOULD NOT BE TAXING ENTITIES, SHOULD BE SUBORDINATE, SHOULD NOT BE ANOTHER BUREAUCRACY. RAY ROGERS STATED THAT CLEAR CREEK DF�AINAGE DISTRICT HAS THE RESPONSIBILITY TO THE CENTERLINE OF CLEAR CREEK. MAR2E FLICKINGER STATED THAT THERE WOULD NEED TO BE MORE POL=CTIGAL BACKYNG, CON5ENSUS EASIER FOR LEGISLATURE. SHERON GRANERE, PRESIDENT OF THE CHAMBER OF COMMERCE, CAROL JONES, DIRECTOR, AND THE BOARD MEMBERS APPEARED BEFORE COUNCIL AND THP;NKED THE COUNCILMEI�IBERS FOR THE CONTRACT. PRESIDENT GRANERE REPORTED THERE ARE EXECi1TIVE, ADVTSORY AND NOMINATING COMMITTEES AND REPORTED ON THE COMMUNITY PROFILE THAT IS A JOINT CHAMBER AND CITY EFFORT, GOES TO EACH NEW MEMBER AND EXPLAINED WHAT THE CHAMBER PROVIDES, INITIAL NEW BUSINESS PACKETS. COUNCILMEMBER AU5TIN STATED THAT THE CHAMBER DOES A TERRIFIC JOB. ` ✓ COUNCILMEMBER LOWE STATED THAT SHE WOULD LIKE THE CHAMBER Tn IDENTIFY W'HAT CAN BE DONE BETTER TOGETHER AND THAT STAFF COULD PREPARE CHRONOLOGICAL STEPS FOR NEW BUSINESS QUESTIONS. MAYOR NEWMAN STATED THAT SOMETIME YOU CAN'T TELL WFiERE THE CITY STARTS AND THE CHAMBER ENDS AND THAT WORKLNG TOGETHER IS NOT A DUPLICATE EFFORT, BUT A JOINT EFFORT. PAUL MAAZ, REPRESENTING THE LEGISI�ATIVE COMMITTEE, STATED THAT HE WOULD LIKE TO SEE CHAMBER MEMBERS UPDATED ON LEGISLATION TH�.T AFFECTS BUSINESSES. DISCUSSION WAS HELD REGARDING A WEB SITE BE A POSSIBLE JOINT EF'FORT, WITH � PRESIDENT GRANERE STATING THAT THI:S IS AN EXCTTING TIME, GROWTH IS WONDERFUL AND KEEP THE MEMBERS SUSY AND EDUCATED RELATIONSHIP WORKING. �.� i ' 1055 COUNCIL DISCUSSEI� HOW THE CHAMBER HAS GROWN IMMENSELY, COUNCIL IS OPEN TO SUGGESTIONS, GRF..AT AMBASSADORS, GREAT COMMUNICATORS, DISCUSSED THE DIRECTION OF ECONOMIC DEVELOPMENT, THE CITY AND THE CHAMBER WORKING ON FILLING BUSINESS VACANCIES, DISCUSSED KEY RATE ESTABLISHED, THE CHAMBER DERIVES REVENUE FROM MEMBERSHIPS, RAFFLES, TRADE SHOWS, EVENTS, AND HAS AN ANNUAL BUDGET OF $100,000. A FIVE MINUTE BRF.AK .WAS TAKEN AT THIS TIME. ,.,,.� MAYOR NEWMAN CALLED THE MEETING TO ORDER. REPRE5ENTING THE PARKS AND RECREATION BOARD WERE CHAIR KEVIN WINDOW AND MEMBERS DALE JONES, BECKY ERICSSON, PENNY BURKE, AND PATSY YOKUM. DIRECTOR OF COMMUNITY SERVICES JON BRANSON, PRESENTED A LISTING OF EACH PAItK AND FACILITY AND THE PFtOPOSED FEES AND STATED THAT THE PROPOSED IMPLEMENTATION FOR THE FEES IS SEPTEMSER 1, 1997, FACILITY FEES MAY 1, 1997. DTSCUSSION WAS I�ELD REGARDING A USER FEE OF $5.00 PER PERSON FOR ALL CITY ATHLETIC FACILITY USEAS, THE FEE WOULD BE PAID TO THE CITY AFTER REGISTIZATION IS COMPLETE FOR EACH SPORT. THE FEE IS DESIGNED TO HELP OFFSET THE COST OF MAINTENANCE AND OPERATION COSTS. MR. BRANSON REPORTED THE ADOPTION OF FEES WILL BE SCHEDULED FOR THE MARCH 3 COUNCIL MEETING. COUNCILMEMBER MF?L AUSTIN MADE A PRESENTATION RE.GARDING DICKINSON BAYOU WATERSHED PRQJE�T WITH FINDZNGS AND RECONIMENDATIONS, AND WITH OVERHEAI7 DIAGRAMS AND REPORTED HE IS MEETING WITH EVERYONE INVOLVED INCLUDING STATE AND FEDERAL REPRESENTATIVES AND REPORTEll THERE WILL NEED TO BE A DETERMINATION FOR FUNDING.
