THE INVOCATION WAS GIVEN BY PASTOR ROBERT WAREING REPRESENTING THE CHURCH OF THE GOOD SHEPHERI). � MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES AND TO THE STATE OF TEXAS. MAYOR NEWMAN REAU THE "SEASON'S GREETING5" PROCLAMATION. MAYOR NEWMAN STATED THAT SHE IS THANKFUL THAT THE HURRICANE SEASON IS OVER, THAT FRIENDSWOOD HIGH SCHOOL FOOTBALL TEAM IS IN THE PLAY—OFFS FOR STATE THIS FRIDAY AT 5:00 P.M. , AND REPORTED THAT ON THANKSGIVING, WITH THE COOPERATION OF 7.'HE COMMUNITY APPEARANCE BOARD, THE FRIENDSWOOD CONNECTION, 60 VOLUNTEERS AND DICK DAUGIRD'S COOKING TEAM, 250 DINNERS WERE SERVED AND --- 49 DINNERS WEFtE DELIVERED, THERE WAS VERY LITTLE FOOD LEFT OVER, AND THE EVENT WA5 A SUCCESS. MAYOR NEWMAN ALSO STATED THAT SHE WOULD LIKE TO THANK ALL OF THE VOLUNTEERS WHO WORKED THIS FVENT AND TO THOSE THAT BROUGHT DESSERTS. COUNCILMEMBER LOWE ASKED COUNCIL IF THEY WOULD SUPPORT PUTTING A BANNER UP AT � FM 518 AND WILLOWICK SUPPORTING THE MUSTANG FOOTBALL TEAM, REMINDED EVERYONE OF THE TREE LIGHTING AT THE HERITAGE MUSEUM AND THAT EARLY VOTING IS STILL GOING ON. COUNCILMEMBER LOWE ALSO REPORTED ON ATTENDING THE CLEAR CRLEK REGIONAL WATERSHED COMMITTEE MEETING, AND PRESENTED A BUDGET AND PARTICIPATTON CC)ST TO BRING THE ELECTION FORWARD FOR A MASTER DRAINAGE DI�TRICT AND SHE HAD A WONDERFUL THANKSGIVING AND HOPED EVERYONE ALSO HAD A WONDERFUL HOLIDAY. COUNCTLMEMBER D�CKEY REPORTED ON BEING INVITED TO VIEW THE LAUNCH OF THE S ACE SHUTTLE COLUMBIA ON MISSION STS-80, ATTENDED THE GULF` COAST AREA U ILITY ASSOCIATION MEETING AT �AMP MANISON, THE GALVESTON COUNTY MAYORS AND C UNCILNIEN'S ASSOCIATION (G.C.M & C.A. ) MEETING HELD AT THE FLIGHT MUSEUM W TH COMMISSIONER ED 5iUART AS SPEAKER, A7.'TEND'ED THE FRZENDSWOC3D FOOTBALL � 1030 GAME LAST FRIDAY AND WILL ATTEND THE GAME AT THE ASTRODOME THIS WEEK, ATTENDED THE HERITAGE GARDENERS TOUR OF HOMES AND THE FRIENDSWOOD CONNECTTON THANKSGTVTNG DINNER AT JONES HANGAR. COUNCILMEMBER AUSTIN I2EPORTED ON ATTENDING THE LAUNCH OF THE SPACE SHUTTLE COLUMBIA, THE CZEAR CREEK DRAINAGE DISTRICT MEETING W�IERE THEY REVIEWED CENTENNIAL PARK AND REQUESTED A COPY OF THE MAP OF THE EXXON NEW PIPELINE FOR THE DISTRICT, ATTENDED THE FRIENDSWOOD CONNECTION THANKSGIVING DINNER AND THE GALVESTON COUNTY MAYORS AND COUNCILMEN'S ASSOCIATION MEETING HELD IN GALVESTON AT THE FLIGHT MUSEUM. COUNCILMEMBER MANISON REPORTED ON ATTENDING THE HOUSTON—GALVESTON AREA COUNCIL MEETING, WAS ELECTED AS A REPRESENTATIVE FOR THE REGIONAI, COUNCIL OF I GOVERNMENT5, A FINE THANKSGIVING DINNER WAS HELD AT CAMP MATTISON FOR THE �.: ,.. GULF COAST AREA UTILITY ASSOCIATION, THE G.C.M.& C. MEETING WAS VERY ENJOYABLE, ATTENDED THE WATERS DAVIS SOIL AND CONSERVATION CAUCUS AT H—GAC AND WAS REAPPOINTED TO THE H-GAC BOARD BY THE WATERS DAVIC SOIL & CONSERVATION, ATTENDED THE HARRIS COUNTX MAYORS' AND COUNCIL'S MEETING LAST THURSDAY AT WHICH FRANK STURZL, EXECUTIVE DIRECTOR OF TML, GAVE A VERY INFORMATIVE UPDATE ABOUT UPCOMING LEGISLATION. COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE COMMUNITY APPEARANCE BOARD MEETING, QUESTIONED AS TO WHEN THE BUDGET WILL BE PRINTED, ASKED FOR CONFIRMATION OF APPOINTMENTS TO THIS BOARD AND STATED THAT 2 ALTERNATES AND 1 REGULAR MEMBER POSITIONS MAY BE VACATED, AND REQUESTED THAT THE BUSINESS YARD OF THE MQNTH AWARD BE PRESENTED DURTNG COUNCIL MEETIIVGS. COUNCILMEMBER HAJECATE REPORTED THAT COUNCIL HAS BEEN VERY BUSY AND THANKED EVERYONE FOR ATTENDING TONIGHT'S MEETING AND HOPES EVERYONE'S HOLIDAY SEASON IS A HAPPY ONE. MAYOR NEWMAN STATED THAT THF. AMOUNT OF THE CITY'S SHARE TO THE CLEAR CREEK REGIONP,L WATERSHED BUDGET IS VERY NOMINAL AND URGED COUNCIL TO SUPPORT IT, AND REPORTED THAT LISA DANNEMILLER WHO DECORATED CITY HALL LAST YEAR CAME BY TODAY TO OVERSEE THE DECORATIDIG OF CTTY Fi�1LL FOR THE HOLIDAYS. CONNIE ELSTON, EXECUTIVE DIRECTOR OF THE CI,EAR LAKE TRANSPORTATION PARTNERSHIP GAVE A VERY INFpRMATIVE PRESENTATION REGARDINr, MEMBERSHIP .AND ,._, . TF2AN5PORTATION ISSUES AND REPORTED THAT THEY SERVICE 18 MUNICIPALITIES. MS. ELSTON STATED THAT THERE ARE FOUk ACTIVE COMMITTEES: TRANSIT, LONG RANGE, REGIONAL BIKEWAY AND REGIONAL PLANNING. MS. ELSTON ALSO REQUESTED TO BE INCLUDED AT A WORKSHOP MEETING TO EXPI,AIN THE PROJECTS. COUNCILMEMBER LOWE ASKED HOW THE BOARD OF DIRECTORS ARE CHOSEN WITH MS. ELSTON STATING THAT THEY ARE CHOSEN FROM EACH MUNTCIPALITY AND THE COUNTY AND THEY WORK IN COORDINATIOIV WITH H—GAC. THE CQORDINATION INFORMATION IS GIVEN BACK TO H—GAC AND THIS PROCESS WAS STARTED ONE YEAR AGO AND IS FUNDED THROUGH �HE MIDDLE OF NEXT YF?AR WITH THE FUNDING COMING FROM H—GAC'S BUDGET IN TI�E AMOUNT OF $120,000 WITH TWO EMPLOYEES FUNDEIa. COUNCILMEMBER DICKEY ASKED WHAT CITIES ARE INVOLVED WITH MS. ELSTON STATING THAT THEY ARE ALVIN, DICKINSON, WEBSTER, CLEAR LAKE SHORES, EL LAGQ, KEMAH, FEARLAND, SEABROOK P.ND TAYI,OR I,AKE VILLAGE AND THAT THEY ARE LOOKING AT L�ASADENA, DEER PARK AND OTHER CITIES AND GALVESTON AND HARRIS COUNTIES. , � Losi P��?. FRANK WEBB APPEARED BEFORE COUNCIL REPRESENTING THE DISABLED VETERANS AND STATED THAT HE HOPES TO GET VOLUNTEER TRANSPORTATION TO HOSPITALS FOR.' THE VETERANS WHO HAVE APPOINTMENTS AND NEEDS DRIVERS FOR THE VANS. CITY MANAGER RON COX REPORTED ON THE CHANGE ORDER N0. 1 TO ADD $350.00 TO PAY FOR AN INCI�EASE IN THE LINEAR FEET FROM 800 TO 900 FEET OF DITCH EXCAVATION FOR TT3E DRAINAGE WORK ON WESTFIELD ROA17, REPORTED THAT THE ANNUAL HOLIDAY DINNER WILL BE FRIDAY, DECEMBER 6, 1996 AT LEAVESLEY PARK HANGER AT 7:45 P.M. , PROVIDED A STATUS REPORT OF THE REST ROOMS AT OLD CITY PARK AND THAT THERE HAVE :BEEN SOME PROBLEMS REGARDING THE SLAB, ANU REPORTED THAT THE - , GRAND PARKWAY ASSOCIATION HELD A MEETING ON NOVEMBER 1Q, 1996 TO DISCUSS THE LONG-RANGE PLANS FOR THE CONSTRUCTION OF THE GRAND PARKWAY IN OUR AREA AND GAVE A REPORT CONCERNING THE EMERGENCY MANAGEMENT LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) . DIRECTOR OF COMMUNITY SERVICES JON BRANSON REPORTED ABOUT A MEETING WITH F.I.S.D. REGARDING THE POSSIBLE LOCATION OF A NEW SCHOOL AT THE CENTENNIAL PARK SITE TO SHAl2E FACILITIES. COUNCILMEMBER HAJECATE QUESTIONED WHY THE PROBLEMS WITH THE RESTROOMS AT OLD CITY PARK WITH DIRECTOR BRANSON STATING THA7' THE CONSTRUCTION OF THE CONCRETE FLOOR IS NOT LEVEL FOR DRAINING AND WILL EXTEND THE WARRANTY FOR ONE MORE YEAR. COUNCILMEMBER LOWE STATED THAT THE CONTRACTOR DID THE RESTROOM JOB BASICALLY TNCORI2ECT. DIRECTOR ERANSON STATED THE CONGRETE SUPERINTENDENT LEFT THE JOB AND THE CONCRETE WAS PUSHED DOWN INTO THE BEAMS CAUSING THE PROBLEM. CLASS ACTION SUIT WITH CITY MANAGER COX STATING MORE INFORMATION IS FORTHCOMING. **COUNCILMEMBER LOWE MOVED TO APPROVE EXECUTION OF A LICENSE AGREEMENT FOR THE USE OF CITY PROPERTY BETWEEN THE CITY OF FRIENDSWOOD AND DANIEL GAGE, �-� � SH.EAR PLEASURE, 904 S.
