MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
NOVEMBER 18, 1996 AT 7:00 P.M. AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS WITH THE FOLLOWING PRESENT

COACH VAN METER FROM FRIENDSWOOD HIGH SCHOOL AND COACHES AND MEMBERS OF THE
TENNIS, CROSS COUNTRY, FOOTBALL AND VOLLEYBALL TEAMS WERE RECOGNIZED BY THE
MAYOR AND COUNCILMEMBERS FOR OUTSTANDING SUCCESS DURING THE FALL SEMES.TER OF
THE SCHOOL YEAR.
MAYOR NEWMAN PROCLAIMED NOVEMBER 19, 1996 AS "NATIONAL COMMUNITY EDUCATION
���'I DAY". ON HAND TO RECEIVE THE PROCLAMATION WERE LEANNA BRIDGETT AND JACKIE
; ALLEN FROM FRIENDSWOOD INDEPENDENT SCHOOL DISTRICT.

COUNCIL (H-GAC) MEETING WHERE COUNCILMEMBER DICKEY WAS RE-ELECTED TO THE
BGARD AND COUNC'ILMEMBER MANISON APPOINTED AS DIRECTOR TO THE WATER DAVI5 •
CONSERVATION CQMMISSION ALONG WITH TOM REID, MAYOR OF PEARLAND.
COUNCILMEMBER HAJECATE AL50 REPORTED ON ATTENUING THE TML CONFERENCE IN
CORPUS CHRISTI, AND WISHED COUNCILMEMBER JERRY ERICSSON A HAt'PY BIR'PHDAY.
COUNCILMEMBER ERICSSON REPORTED ON ATTENDING THE ECONOMIC DEVELOPMENT
MEETING, MET WITH CITY MANAGER COX REGARDING THL VEHICLE POLICY, AND STATED
THAT HE WAS A GUEST READER AT WESTWOOD ELEMENTARY.
COUNCILMEMBER MANISON ATTENDED A RECEPTION HONORING PAST SCHOOL BOARD
MEMBERS AT FRIENDSWOOD HIGH SCHOOL THIS rVENING AND STATED THAT HE WAS
HONORED AS A FORMER SCHOOL BOARD MEMBER AND SUPERTNTENDENT, ATTENDED THE
T.M.L. CONFEREN(,E IN CORPUS AND STATED THAT THE CONFERENCE WAS A MOST

VALUABLE EXPERIENCE AND REPORTED ON ATTE;PJDTNG THE H-GAC MEETING WHICH WAS A
FINE MEETING.
MAYOR NEWMAN REPORTED THAT COUNCILNiEMBER AUSTIN'S DAUGHTER Wi4S INVOLVED IN
AN AUTO ACCIDENT TFiIS EVENING AND HE WAS TAKING HER TO THF HOSPITAL FOR
STITCHES IN HER HAND AND MAY NOT BE ABLE TO ATTEND TONIGHT'S ME�ETING. .
COUNCILMEMBER DICKEY REPORTED ON ATTENDING H-GAC AND EXPLAINED WHAT THIS
ORGANTZATION PROVIDES AND STATED THAT SHE IS PROUD TO SERVE ON THE BOARD,
REPORTED THAT THE TML CONFERENCE IN CORPUS WAS TERRIFIC, THAT THERE WERE
GREAT SPEAKERS AND ENJOYED EXCHANGING INFORMATION WITH OTHER ELECTED
OFFICTALS AND CONGRATULATED OUR SPORTS TEAMS AND REMTNDED EVERYONE. OF THE
GALVESTON COUNTY MAYORS AND COUNCIL'S MEETING THIS WEDNESDAY. �
COUNCILMEMBER LOWE REPORTED ON ATTENDING THE TML CONFERENCE AND SAID THAT
THIS IS THE SECOND LARGEST CONVENTION IN THE STATE AND THAT THERE WERE FOUR
MEMBERS OF COUNCIL THAT TOOK THE PERSONALITY QUIZ AND WERE "RED"
PERSONALITIES AND STATED THE �ONFEFtENCE WAS EXTREMELY EDUCATIONAL.
MAYOR NEWMAN REPORTED THAT SHE ALSO ATTEIIDED THE TML CONFERENCE AND THAT SHE
WAS VERY HONORED TO HAVE SERVED ON THE TML RESOLUTION COMMITTEE.
MR. DAVID SMITH, REPRESENTTNG THE FRIENDSWOOD ROTARY CLUB WHICH IS A 50
MEMBER ORGANIZATION OF MEN AND WOMEN, APPEARED BEFORE COUNCIL TQ THANK THE
MAXOR AND COUNCILMEMBERS, EMPLOYEES, AND VOLUNTEERS FOR THEIR 5UPPORT OF THE
ROTARY CLUB AND PRESENTED A DONATION TO THE CITY OF FRIENDSWOOD IN THE
AMOUNT OF $5,500 WHICH WILL BE USED FOR NEW TABLES AND A BAR-B-CUE PIT FOR
STEVENSON PARK. MR. SMITH ALSO INTRODUCED THE ROTARY MEMBERS WI-IO WERE
PRESENT.
MR. TOM DOWDY REPRESENTING TI3E SUMERSET SUBDIVISTON, PRESENTED TWO LETTERS
FROM THE CITY REGARDING THE SUBDIVISION FENCE AND QUESTIONED THE HANDLING OF
THIS MATTER BY THE MUNICIPAL COURT PROSECUTOR. THIS MATTER WII,L BE REVIEWED
BY MAYOR NEWMAN.
CAROL JONES, DIRECTOR OF THE FRIE2�TDSWOOD CHAMBER OF COMMERCE, INTRODUCED THE I
CHAMBER BOARD MEMBERS AND ASI{�D COUNCII� TO APPROVE TF3E CONTRACT F'OR ONE MORE I

COUNCILMEMBER ERICCSON RECOMMLNDED THAT THE CHAMBER AND ECONOMIC DEVELOPMENT
COUNCIL WORK TOGETHER .AND SHARE THEIR STUD�ES AND EXPENSES.
RAL�PH BLAUGH REPORTED THAT E}{XON FILED A NEW APPLICATION FOR A NEW LINE TO
BE BUILT ALONG THE SOUTHERN ROUTE AND URGED COUNCIL TO ACCEPT THIS ROUTE ANU
EXPLAINED THE DENSITY STUDIES.
COUNCILMEMBER LOWE EXPRESSED HER CONCERNS REGARDING CONFIDENTIAL MATERIAL
AND PROTFCTING THE INTEGRITY OF THE MEETINGS, THE SOCIAL LAWS, THE PIPELINE
CORRIDOR, AND STATED THAT FFtIENDSW00D HAS SPENT A CONSTDEI7ABLE AMOUNT OF
MONEY AND WONDERED HOW MUCH MORE DOES FRIENDSWOOD HAVE TO FIGHT.
COUNCTLMEMBER LOWE APPLAUDED THE BOFIRD BUT STATED THAT THIS IS THE TIME TO
TAKE A RATIONAL STAND.

MR. FRED KRCH APPEARED FOR BEFORE COUNCTL AND STATED THAT FRIENDSWOOD IS A
KILLING FIELD FROM THE NEWSPAPER ACCOUNTS THAT HE HAS READ, EXPRESSED HIS
CONCERNS THAT EXXpN PIPELINE MEET THE SAFETY CRITERIA, AND THAT FRTENDSWOOD
NOT SPEND ANY MORE .TAX DOLLARS IN FIGHTING EXXON.
COUNCILMEMBER LOWE RESPOND$D THAT FRIENDSWOOD I5 NOT IN THE BUSINESS OF
ICILLING, AND THAT F`RIENDSWOOD HAS GAINED TREMENDOUS GROUND IN THE PIPELINE
SAFETY ISSUES.
CITY MANAGER COX REPORTED ON THE EMERGENCY MANAGEMENT PLAN AND STATED THAT
THE CITY'S PLAN HAS BEEN COMPLETED BY THE DIVISION OF EMERGENCY MANAGEMENT
OF THE TEXAS DEPARTMENT OF PUBLTC SAFETY. MR. COX COMMENDED TERRY BYRD,
FIRE MARSHAL, AND HIS STAFF AND ALL OTHER DEPARTMENT HEADS� FOR TAKING THE
PREPARATION AND MAINTENANCE OF THIS PLAN . SERIOUSLY AND COMPLYING WITH ALL
THE STATE STANDARDS. MR. COX+ ALSO REPORTED THAT FOR THE NINTH CONSECUTIVE
YEAR, THE FINANCE DIVISION OF THE ADMINISTRATIVE SERVICES DEPARTMENT HAS
BEEN AWARDED THE CERTIFICATE OF ACHIEVEMENT POR EXCELLENCE IN FINANCIAL
REPORTING. MR. COX REPORTED THAT COUNCILMEMBER LOWE, TEXAS CITY CITY
SECRETARY TOM PEDERSEN AND HE HAVE BEEN MEETING THIS WEEK AND LAST WEEK WITH
PARTIES INVOLVED IN THE RECENT FILING OF THE TEXAS NEW MEXICO POWER CQMPANY
RATE CASE AND S�'ATED THAT THE PURPOSE O�' THE MEETING IS TO SEEK COMMON
GROUND FOR SETTLING THE CASE. SO FAR, MOSZ' OF THE PARTICIPANTS, EXCEPT. THE
INDUSTRIAL CUSTQMERS, HAVE BEEN ABLE TO FIND COMMON GROUND AND DISCUSSION
WILL CONTINUE.

COUNCILMEMBER LOWE STATED THAT THE CITY SECRETARY NEEDS TO ADVERTISE FOR
MEMBERS OF THE FINANCIAL INVESTMENT COMMITTEE AND THE FOURTH OF JULY
STEERING COMMIT�'EE AND STATED THERE NEEDS TO BE AN ENERGY AUDIT ON CITY
BUILDINGS. COUNCILMEMBER LOWE, ASKED ABOUT THE SCHEDULE. FOR THE AUCTION OF
FURNITURE AND THE VEHICLES AT THE POLTCE DEPARTMENT. CITY MANAGER COX -
� STATED THAT HE WTLL PASS THIS INFORMATION ON TO THE POLICE DEPARTMENT.
COUNCILMEMBER LOWE ASKED ABOUT THE DONATION FROM THE ROTARY CLIIB AND ASKED
MAYOR NEWMAN AND DAVID SMITH OF THE ROTARY <:LUB TO CLARIFY WHAT THE DONATION
OF $5,500 WAS �INTENDED FOR. DAVID SMITH STATED $2,000 WILL GO FOR THE
BAR-B-CUE PIT AND $3,500 WILL GO FOR TEN TABLES FOR THE PAVILION AND STATED
IF FUNDING IS OVER THIS AMOUNT, THE MONEY C:AN BE MOVED AROUND AND THAT THE
ROTARY CLUB IS LOOKING FOR A LONG-TERM COMMI'i'MENT FOR STEVENSON PARK.
COUNCILMEMBER LOWE REPORTED THAT THERE WAS A PIPELINE MEETING IN TEXAS CITY
WITH TERRY BYRD ATTENDING AND SAID THE DISCUSSION WAS REGARDING THE PIPELINE
ISSUE AND WANTS �HE CITIZENS TO KNOW THAT COUNCIL IS TAKING A VERY
RESPONSISLE VIEW AND WAS SURPRISED THAT EXXON WAS NOT LIVII�G UP TO THE
CONFIDENTIALITY THAT THE CI'I`Y IS AND DISAPPOINTED AT THIS DEVELOPMENT.
