MINUTES OF A� SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, NOVEMBER 11, 1996 AT 6:30 P.M.AT FRIENDSWOOD CITY HALL, 910 S.
FRIENDSWOOA DRIVE, FRIENDSWOOD, TEXAS WITH THE FOLLOWING PRESENT

A JOINT WORK SE:iSION WAS HELD WITH THE FRIENDSWOOD INDEPENDENT SCHOOL BOARD
• OF TRUSTEES AND SCHOOL BOARD SUPERINTENDEN'I' GARY CLAY WITH DISCUSSION HELD
REGARDING HOLDING JOINT ELECTIONS, FACILITIES SHARING SUCH AS NEW CENTENNIAL
PARK, ATHLETIC FACILITIES WEIGHT ROOM AND GYMNASIUM. A LENGTHY DISCUSSION
WAS HELD REGARDING THE SCHOOL DISTI7ICT LOCATING A SCHOOL AT THE f`ENTENNIAL
PARK SITE WITH THE AVAILABLE 20 ACRE5. THE CI�Y AND SCHOOL BOARD DISCUSSED
THE SAVINGS TO THE TAXPAYERS WITH COMBINING THE TWO FACILITIES. THE
FRIENDSWOOD INDEPENDENT SCHOOL DISTRICT :iTAIF AND CITY STAFF WILL WORK WITH
THE ARCHIT.ECTS AS QUICKLY AS POSSIBLE TO DETERMINE THE FEASIBILITY OF THIS
PROJECT. CITY GOUNCIL AND FISD SCHOOL BOARI) MEMBERS WERE SUPPORTIVE OF' THIS
PROPOSAL. THE DISCUSSION REGARDING THE JOINT ELECTION WAS INFORMATIVE AS TO
COMBINING THE ELECTIONS AS A COST SAVTNGS AND CONVENIENCE TO THE VOTERS.
DUE TO THE COMPZEXITY OF COMBINING THE ELECTION, FISD STAFF AND CITY STAFF
- ���°��� WILL REVIEW THIS POSSIBILITY WITH A TARGET DATE OF . 1998. MAYOR NEWMAN
� REVIEWED THE CURRENT PARTNERSHIPS WHICH ARE: D.A.R.E. PROGRAM; SWIMMING POOL
� USAGE BY SWIM 7'EAM; STADIUM USAGE FOR JULY 4; JULY 4 TRANSPORTATION; OLD
' SCOREBOARD DONA'I'ION FROM FISD TO RENWTCK PARK; RENWICK PARK USAGE BY HIGH
SCHOOL GIRL'S SOFTBALL; FISD TENNIS COURTS USED FOR CITY SPONSORED TENNIS
LESSONS; WINDSONG, WESTWOOD - SOCCER FIELDS MAINTENANCE; LIBRARY INTERNET
LINK BETWEEN CITY AND FISD LISRARIES; SECURIfiY AT ATHLETIC EVENTS;
POLICE/STUDENT/ADMINISTRATION COMMUNICATIONS; DITCH IMPROVEMENT - CLINE
PRIMARY AND HIGH SCHOOL, COMMUNITY EDUCATION PROGRAMS; AND AFTER-SCHOOL
PROGRAMS - YMCA CONTRACT AT BALES AND WESTWOOD (ABOUT 40 SLOTS) (CITY
PARTICIFATES IN EXPENSES) . CITY COUNCIL AND FISD BOARD MEMBERS AGREED TH.AT
THESE JOINT �MEE7.'INGS ARE EXTREMELY IMPORTANT AND THAT THEY SHOULD NIEET ON A
REGULAR BASIS POSSIBLY TWICE A YEAR AND DISCUSS ISSUES THAT CONCERN BOTH THE
CITY AND THE SCHOOL. MAYOR NEWMAN THANKED THE BOARD FOR ATTENDING AND
STATED SHE LOOKS FORWARD TO HEARING ABOUT THE CENTENNIAL F'ARK PROPERTY IN
60/90 DAYS.

ANA A TREE PRESERVATION PROPOSAL. DISCUSSION WA8 HELD REGARDING DEVELOPMENT
OF THE SFR—E DISTRICT WITH THE COMMISSION PROPOSING THERE BE A 2—ACRE
MINIMUM WITH A 75 FOOT FRONT SET BACK. MR. TOM BURKE, PLAIdNING AND 20N�NG
MEMBER AND CHAIR OF THE TREE PRES:ERVATION COMMITTEE, PRESENTFD THE REPORT
FROM THE COMMITTEE AND HAS BEEN REVIEWED BY PLANNING AND ZONING. AFTER MUCH
DTSCUSSION, MR. BURKE VOLUNTEERED TO BRING BACK PAMPHI,ETS AND INFORMATION
WHICH WILL HELP COUNCIL HAVE A CLEAR UNDERSTANDING OF TFiTS PROPOSAL. _
DISCUSSION WAS HELD REGARDING CREATION OF THE SINGLE FAMILY RESIDENTIAL WITH
SEVERAL CHANGES DISCUSSED WITH PT_.�ANNING AND ZONING ADVISING THEY WILL WORK
ON AN AMENDMENT AND BRING IT BACK TO COUNCIL.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 10:05 P.M.
