COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE, PURSUANT TO SECTION 551.071, CONSULTATION WITH ATTORNEY CONCERNING PENDING OI2 CONTEMT'LATED LITIGATION; A SETTLEMENT OFFER; OR A MATTER TN WHICH THE DUTY OF THE ATTORNEY IS REQUIRED. COUNCIL RE-CONVENED AT 3:45 P.M. DISCUSSION WAS HELD REGARDING THE 1996/97 CITY OF FRIENDSWOOD BUDGET AND PROPOSED AMENDMENTS F'OR MERIT INCREASES, TF.AVEL AND TRAINING, MANAGEMENT REVIEW AND. FIRE DEPARTMENT. rr•�-� � � **COUNCILMEMBER MANISON MOVED TO RELEASE �'REEZE FOR MERIT INCREASES FOR j EMPLOYEES DUE IN OCTOBER. SECONL7ED BY COUNCILMEMBER HAJE�ATE ***CUUNCILMEMBER AUSTIN MOVED TO AMEND THE MAIN MOTION TO RELEASE FUNDING FOR OC'I'OBER MERIT INCREASES FOR EMPLOYEE;S DUE FOLLOWTNG A PERFORMANCE REVIEW. SECONDED BY COUNCTLMEMBER DICKEY. THF MOT�CON Y�TAS APPROVED 6-1 WITH MAYOR NEWMAN OPPOSED. ****COUNCILMEMBER LOWE MOVED Tc AMEND THE PRE�POSED MERIT INCREASES TO FREEZE MERIT INCREASES FOR ONE YEAR FOR ALL EMPLUYE�S WITH �ALARIES GREATER THAN $35,000. SECONDED BY COUNCILMEMBER DICKEY, THE MOTION FAILED 3-4 WITH MAYOR NEWMAN, AND COUN'CILMEMBERS HAJECATF, ERICSSON AND MANISON OPPOSED. *****MAIN MOTION WAS APPROVED UNATIJMOUSLY. �_„, . i 1004 CITY MANAGER COX �TATED FOR THE RECORD, EMPLOYEES DO NOT RECEIVE SALARY INCREASES WITHOUT A PERFORMANCE REVIEW, A SHORT RECESS WAS HELD AT THTS TIME. **MAYOR NEWMAN MOVED TO REDUCE THE MERIT POT TO 2.2 PERCENT. SECONDED BY COUNCILMEMBER HAJECATE. THE MOTION WAS APPROVED 5-2 WITH COUNCILMEMBERS AUSTIN AND DICKEY OPPOSED. **COUNCILMEMBER HAJECATE MOVED '.PO ALLOCATE $12,000 FOR FIRE DEPARTMENT #2 RENOVATIONS. SECONDED BY�, COUNCILMEMBER MANISON. THE MOTION WA9 APPR.OVED 6-1 WITH COUNCILMEMBER AUSTIN OPPOSED. COUNCIL RE-CONVENED AT 6:30. A DISCUSSTON WA5 HELD REGARDING THE CHARTER REVISIONS. CHARTER REVIEW COMMISSION MEMBERS STEVE HUFFIJIAN, CHAIR, PAUL JURY, VICE-CHAIR, AND BLAISE GUZZETTA AND LINDA HARRIS APPEARED BEFORE COUNCIL. TO DISCUSS THE CHARTER REVIEW COMMISSIONS FINAL REPQRT WITH TWLNTY TWO PROPOSED AMENDMENTS. DISCUSSION WAS HELD REGARDING EMERGEN'CY MEDICAL �ERVICE (EM:S} BUDGET WITH LISA CAMP AND VAN WILLIAMS FtEPRESENTTNG THE DEPARTMENT. I�ISC'USSION WAS HELD REGARDING BILLING F'OR AMBULANCE �ERVICE WITH MR. WILLIAMS STA�ED THAT THE DEPARTMENT WANTS TO REMAIN THE f3AME AS STARTED IN 1972 WITH THE SERVIC� BEING PAID FOR BY CTTIZENS TH�tOUGH TAX DOLLARS AND DONATIONS. DISCUSSION WAS HELD REGARDTNG SURFACE WATER. A PRESENTATION WAS MADE BY DIRECTOR OF PUBLIC WQRKS MEI�VIN MEINECKE REGARDING SURFACE WATER WITH AN ESTIMATED AMOUNT QF 7 TO 10 MII,LION GALLONS FOR BUILD OUT. AFTER A LENGTHY DISC[1SSION, COUNCIL ADVISED THE CTTY •MANAGER TO SEND A LETTER T0 THE CITY OF' HOiJSTON EXPRESSING AN INTERE5'P ZN PURCHASING AN ADDTTIONAL 6 1MILI,ION GALLONS OF WATFR.
