COUNCIL CONVENE:D INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE, PURSUANT TO SECTION 551.071, CONSULTATION WITH ATTORNEY CONCERNING PENDING OR CONTEMPLATED LITTGATION; A SETTLEMENT OFFER; OR A MATTER IN WHICH THE DUTY OF THE ATTORNEY IS 12EQUIRED. COUNCIL RE-CONVE]NED INTO REGUI,AR SESSION AT 7:10 P.M. CITY MANAGER RON COX GAVE THE INVOCATION. THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES AND TO THE STATE OF TEXAS WAS LED BY MAYOR NEW].KAN. �T COUNCILMEMBER LOWE REPOI�TED ON ATTENDING THE PUBLIC SAF'ETY AND CRIME PREVENTTON MEETIIVG IN DAYTONA, FLORIDA. COUNCILMEMBER DI�KEY REPORTED ON THE REPUBLICAN "WHISTLE STOP TOUR". COUNCTLMEMBER AUSTIN REPORTED ON THE FALL I-iAUL-A-DAY PROGRAM, ATTENDED THE PIPELINE CONINlIT�'EE MEETING, ATTENDED THE CHANGE OF COMMAND AT ELLINGTON, REPORTED ON THE UPCOMING MEETING OF THE DICKINSON BAYOU WATERSHED MEETING, AND THE "NUESTRA SENORA DE ATOCHA" EXHIBIT TO BE HELD AT WEDGEWOOD JEWELERS. COUNCILMEMBER MANISON REPORTED THAT HE HAS RECEIVED FIVE RADIATION TREATMENTS AT M.1�. ANDERSON AND IS DOING WELL. - COUNCILMEMBER EItICSSON REPORTED ON ATTENDING THE CHANGE OF COMMAND AT ELLINGTON. COUNCILMEMBER HA;JECATE WISHED FRANK WEBB A HAPPY BIRTHDAY. ` 1000 MAYOR TiEWMAN REPORTED THAT DURING THE EXECUTIVE SESSION, THE EXXON PIPELINE WAS DISCUSSED 7�1ND THAT COUNCIL WILL CONTINUE TO OPPOSE THE SOUTHERN ROUTE. MAYOR NEWMAN PROCLAIMED THE WEEK Qk` OCTOSER 6 — 12, 1996 AS FIRE PREVENTION WEEK AND OCTOBER 7 — 13, 1996 AS "NUESTRA SENORA DE ATOCHA WEEK". MARK GARVIN, FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT, APPEARED BEk'ORE COUNCIL AND REMINDED EVERYONE OF THE OPEN HOiJ5E WHTCH IS TO BE HELD SUNDAY, OCTOBER 13, 1996. MAYOR NEWMAN RECOGNIZED STATE REPRESENTATIVE �CRAIG EILAND. BETTY BOWERMAN APPEARED BEFORE COUNCIL REGARDING SPEED HUMS AND STATED THAT � THEY ARE STILL HAVING SPEEDERS THROUGH HER NEIGHBORHOOD AND .ASKED FOR MORE '� POLICE OFFICERS TO PATROL THE AREA. CITY MANAGER COX REPORTED THAT STAFF IS WORKING TO DEVELOP THE INFORMATION AND MEANS TO SUPPORT THE MAYOR AND COUNCIL'S DISCUSSION OF AMENDMENTS AND RELATED ISSUED ARISING FROM THE ADOPTED FISCAL YEAR 1996-97 BLI�DGET. MR. C�X STATED THAT COUNCIL AND STAFF HAVE NOT HAD AN OPPORTUNITY TO DISCUSS THE AMENDMENTS BUT HAD LISTENED TO THE TAPES OF THE SESSION IN WHICH THEY WERE . ADOPTED AND R�AD THE WRITTEN STATEMENTS OF THEM TO DEVELOP THE DIRECTIVES THAT WILL BE NEEDED TO GUIDE DECISIONS BY CITY DEPARTMENTS. MR. COX STATED THE PROCESS IDENTIFIED SOME MATTERS IN NEED OF CLARIFICATION TO ENSURE THE DIRECTIVES ARE ON TARGET, PARTICULAE2LY BECAUSE SOME OF THE F'REEZING COULD HAVE UNINTENDED EFFECTS ON BASIC SERVICES AND PROGRAMS. MR. COX PRESENTED A MEMORANDUM CONTAINING THE AMENDMENTS AND ISSUES, WHAT IF P.�NY ISSUES ARE ASSOCIATED WITH EACH, AND THE DTRECTIVE HE WOULD GIVE TO OUR DEPAR'PMENT HEADS. **COUNCILMEMBER AUSTIN MOVED TO AI'PROVE THE CONTRACT WITH BAY AREA CONSIILTATION AND ASSOCIATES WITH AMENDMENTS, EFFECTIVE OCTOBER l, 1996. DISPOSITION OF BID 96-18, REST ROOMS, OLD CITY PARK. BIDS WERE RECEIVED FOR THE CONSTRUC�CION OF REST ROOMS AT OLD CITY PARK. THE BUDGET IS $25,000, LESS $1,775 FOR THE SURVEY. THE LOW BID IS $31,000, WITH IS OVER THE BUDGETED AMOUNT. STAFF RECOMMENDS THAT, IF COUNCIL DECIDES TO PROCEED WITH THE PROJECT, THE BID BE AWARDED TO FROST CONSTRUCTORS, INC. , AND THE DIFFERENCE BETWE3�N THE LOW BID AND THE AVAILABLE BUDGETED MONEY BE ALLOCATED FROM CONTINGENCY FUNDS.
