SECQNDED BY COUNCILMEMBER HAJECATE. DISCUSSION WAS HE:LD REGARDING THE BUDGET AND THE REVISIONS PRESENTED. COUNCILMEMBER AU�TIN REQUESTED ADDITIONAL INFORMATION FROM CITY MANAGER COX �..._, AND CLARIFICATION OF THE INCREASES AND DECREASES PRESENTED IN THE BUDGET. CITY MANAGER COX EXPLAINED THE CHANGES THAT WERE MADE TO THE BUDGET REGARDING THE S�?WER RATE, THE TAX RATE, CAPITAL IMPROVEMENTS, COUNSELING SERVICE, OPERATIGN AND MAINTENANCE AND DEPARTMENT BUDGETS. FURTHER DISCUSSION WAS HELD REGARDING FIRE STATION #2 RENOVATIONS, BUNKER GEAR WASHER, T-BALL FIELDS, MANHOLE REHA�3IL'ITATION, SIDEWALKS, VEHICLES FOR THE POLICE DEPARTMENT, THE AUTOMOBILE: POLIC�, STREE� LIGHTS, MOWING CONTRACTS, SPRINKLER SYSTEMS, TRAINING FOR EMPLOYEES, AMBUI,ANCE CHASSIS, OVERTIME, AN INTE;RNAL MANAGEMENT REVIEW, AND THE CAR ALLOWANCE POLICY. COUNCILMEMBER AUSTIN PRESENTED TWELVE SPECIFIC AMENDMENTS TO THE 1996/97 BUDGET WITH DISCTISSION FOLLOWING. ***COUNCILMEMBER LOWE MADE A MOTION TO AMEND THE MAIN MOTION TO INCLUDE THE SPECIFIC AMENDMENTS OF COUNCILMEMBER AUSTIN WHICH ARE 1. ACCEPT THE SALARY PLAN IN THE BUDGET WITH A FREEZE ON WAGES AND HIRING UNTIL A SALARY PL•AN IS RELEASED BY COUNCIL. 2. ACCEPT BUDGETED OVERTIME AMOUNTS AND HOURS WITH A FREEZE ON ALL OVERTIME PAYMENTS UNTIL REL:EASED BY COUNCII,. 3. ACCEPT --�-. , 996 BUDGETED FUNDS FOR COUNSELING CENTER WITH A FREEZE ON EXPENDITURES OVER $8,000 UNTIL FUNDS RELEASED BY CQUNCTL. 4. ACCEPT PURCHASE OF ALL RECOMMENDED VEHICLES IN BUDGET WITH A FREEZE QN PURCHASING THE VEHICLES UNTIL RELEASED BY COUNCIL. 5. ACCEPT THE BUDGET INCLUDING APPROPRIATIONS FOR LIBRARY FINES IMPROVEMENTS WTTH A FREE�E ON ALL EX�?ENDITURES FOR IMPROVEMENTS UNTIL RELEASED BY COiJNCTL. 6. ACCEPT THE BUDGET WITH $5,000 APPROPRIATED FOR SPRTNKLER SYSTEMS, FREE7ING EXPENDITURES AND CONTRACTING UNTIL RELEASED BY COUNCIL. 7 . ACCEPT BUDGET WITH $1,000 AF'PROPRIATED FOR RENOVATIONS TO FIRE STATION #2 N07' TO BE CONTRACTED UNTIL FUNDS RELEASED BY COUNCIL. 8. ACCEPT THE BUDGET WITH $9,000 ALLOCATED TO THE PURCHASE OF A BUNKER GEAR WASHER, FROZEN AND NOT TO B.E PURCHASED IINTIL FUNDS RELEASED BY COUNCIL. 9. ACCEPT THE BUDGE:T WITH FUNDING FOR 2 ADDITIONAL� PATROL OFFICERS, NOT TO BE HIRED UNTIL AUTHORIZATION IS GIVFN BY COUNCIL. 10. ACCEPT THE BUDGET INCLUDING ALL CAR ALLOWANCES FREEZING CAR ALLOWANCE __. , PAYMENTS UNTIL RELEASED BY COUNCIL. 11. A PRESENTATION WAS MADE BY ERNIE CONNER, EXECUTTVE DIRECTOR, GALVESTON PORT AUTHORITY, REGARDING THE IMPACT OF THE GALVESTON PqRT ON GALVESTON COUNTY TNCLUDING THE CITY OF FRIENDSWOQD AND THE "HAR$OR FEST" PLANNED FOR OCTOBER 19, 1996. MR. CONNER PRESENTED SLTDES ON TFiE PQRT FACILTTIES. DISCUSSION WAS HELD REGARDING FRIENDSWOOD SPORTS PARK LOCATE:D ON F.M. 528 AND CENTENNIAL PARK TO BE LOCATED ON F.M. 518. DIRECTOR OF COMMUNITX SERVIC�S �'ON BRANSON GAVE A PRESENTA�PION WITH SLIDES OF THE MASTER PI,AN FOR CENTENNIAL PARK AND DISCUSSED OPTIONS ALSO.
