ON MONDAY, SEPTLMBER 9, 1996 AT 7:00 P.M. AT FRIENDSWOOD CITY HALL COUNCIL

A PUBLIC HEARING WAS HELD TO RECEIVE COMMENTS, EITHER ORAL OR WRITTEN,
REGARDZNG THE P120POSED FY 96-97 GENERAL OPERATING BUDGET FOR THE CITY OF
FRIENDSWOOD. �
MR. MICKEY LANT1, A MEMBER OF THE FRIENDSWOOD COUNSELING BOARD, APPEARED
_ BEFORE COUNCIL REQUESTING THAT $40,000 BE MAINTAINED IN THE BUDGET FOR

MR. HOWARD YEAGER APPEAFED BEFORE COUNCIL AND STATED HE FEELS THAT THE
COUNSELING CENTEF2 SHOULD BE ELIMINATED FROM THE BUDGET.
LORNA ZEITLER, A MEMBER OF THE FRIENDSWOOD COIJNSELING BOARll, APPEARED
BEFORE COUNCIL SUPPORTING THE COUNSELING CENTER AND C:ITED OTHER F,XAMPLES OF
EXPENDITURES IN T.HE BUDGET AND ASKED COUNCXL WHERE ARE THEIR PRIORITIES.

REPUBLICAN WOMEN, PRESENTED A PR(�GRAM OPd PARLIAMENTARY PROCEDURES, EXXON
PTPEL7NE MEETING, OPERATION "KICK-IT", DISCUSSED NEW DEVELOPMENT, STATED THE
- PUBLIC HEARING FOR THE BIIDGET WAS HELD EARLIER LAST YEAR AND REQUESTED IT
NOT BE THE NIONDAY AFTER LABQR DAY NEXT YEAR.
COUNCILMEMBER AUSTIN REPORTED ON ATTENDING THE EXXON PIPELINE MEETING WITH
ANOTHER MEETING SCHEDULED FOR TUESDAY REGARDING ALTEI2NATIVES TO LINES

RUNNING THROUGH FRIENDSWOOD, ATT�NDED WESTWOOD ELEMENTARY "CELEBRITY
READERS" PROGRAM I,AST FRIDAY 1�1ND READ TO THE STUDENTS.
MAYOR NEWMAN STATED THAT 7'HE YOUNGSTERS GET SO MUCH FROM WESTWOOD'S
"CELEBRITY READERS" PROGRAM, AND �1NNOUNCED THAT THE FRIENDSWOlJD FILLIES WILL
BE COLLECTING FOOn AND CAR-HOPPING FOR THE NEEDY.
COUNCILMEMBER MANISON STATED THAT HE IS ON GR71ND JURY DUTX FOR TWO MORE
WEEKS, STATED DRUG USE IN TEENAGERS HAS DOUBLED IN THE LAST :FIVE YEARS, AND
ATTENDED C.L.A.E.D.F. "KEEP IT SOLD" COMMITTEE MEETING.
COUNCILMEMBER ERICSSON REPORTED THAT HE HAS ATTENDED A NUM�ER OF MEETINGS
AND HAS BEEN WORKIN'G ON THE BUDGET THE LAST TWO WEEKS.

COUNCILMEMBER I-�AJECATE COMMENDED THE CHAMBER OF COMMERCE FOR PICKING UP
THE BALL FOR M.D.A. AND THE FIREMAN WHO ALWAYS HAVE THE '"FILL THE BOOT"
PROGRAM AND STATED THAT THIS YEAR THE CHAMBER RAISED $1,500, ANNOUNCED THAT
SHE PARTICIPATED IN THE "CELEBRITY KEADERS" AT WESTWOOD, THAT SHE HAS
FEELINGS FOR THE COUNSELING CENTER, AND COMMENDED THOSE THAT FAITHFULLY
ATTENDED THE BUDGET MEETINGS.
MAYOR NEWMAN PROCI�AIMED THE WEEK OF SEPTEMBER 17 - 23 AS "CONSTITUTION
WEEK."
JIM REINHARTSEN, PRESZDENT (�F CLEAR LAKE ECONOMIC DEVELOPMENT FOUNDATION
APPEARED BEFORE COUNCIL WITH THE ANNUAL REPORT, AND STATED TfiAT EFF'ORTS HAVE
BEEN INTENSIFIED WHILE WORKING WITH THE CHAMBER, REPORTFD ON ECOIVOMIC
DEVELOPMENT, WORKING ON COUNTY WIDF; INITIATIVE WITH GALVES7:`ON COUNTY, AND
THAT THE PROGRAM IS COUNTY AND INDUSTRY FUNDED.

TAKEN ARE NOT IN FAVOR OF SKY CAPS AND THAT THE HOMEOWNERS ASSOCIATION IS
NOT IN FAVOR OF SKY CAPS.

REGARDING SPEED HUMPS AND REPORTED THAT THERE WERE 436 AGAINST, 33 FOR, AND

SUBMITTED PROPOS]�D LANGUAGE FOR THE CITY TO ADOPT INTO ITS ANIMAL CONTROL 'I
ORDINANCE TO COVER THE REGULATION OF WILD ANIMALS. THE STAFF, UPON ,
REVIEWING THE PFtOPOSED LANGUAGE, FOUND THE CITY'S ORDINANCE CONTAINS THE ,
EXACT PROVISION PRQPOSED AND THEREFORE THE CITY HA5 THE COVERAGE NEEDED TO
ENFORCE THESE TYPE CIRCUMSTANCES. MR. COX ALSO ENCLOSED A COPY OF ALETTER
FROM THE TEXAS NATURAL RESOURCE CONSERVATION COMMISSION (TNRCC) REGARDING
THE ANNUAL INSPECTION OF THE CITY'S WATER SUPPLY SYSTEM. THE LETTER STATED
THE SYSTEM IS BEING QPERATED AND MAINTAIINED IN GENERAL COMPLIANCE WITH THE
STATE STATUTES AND TNRCC REGULATION AND 1MR. COX COMMENDED THE PUBLIC WORKS
STAFF FOR THEIR EXCELLENT OPERATION OF THE WATER SUPPLY AND DISTRIBUTION
SYSTEM ON BEHALF OF THE CITIZENS OF FRIENDSWOOD.
COUNCILMEMBER DICKEY ARRIVED AT THIS TIME.
COUNCILMEMBER LOWE ASKED WHEN WILL THE TRAFFIC LIGHT AT BROOKSIDE
INTERMEDIATE BE INSTALLED AND STATED Z'HAT TH�RE WAS A THANK YOU FROM
WEDGEWOOD ELEMENTARY ON THEIR READER BOAEtD FOR THE STREET LIGHTS AND ASKED
ABOUT THE TEXAS PARKS APPLICATION FOR THE IN—DOOR GRANTS.

REQUESTS FOR TNTRA—DEPARTMENTAL BUDGET TRANSFERS WITH AN AMENDMENT TO A
LIMIT OF UP TO $15,000 WITHOUT APPROVAL OF COUNCIL FOR EACH TRANSFER,
