COMMENT, EITHER ORAL OR WRITTEN, REGARDING THE FOLLOWING PROPOSAL TQ
ESTABLISH REGULA'PION BOUNDARIES FOR ENTRYWAY OVERLAY DISTRICTS APPLICABLE TO
PROPERTIES LOCATED WITHIN 200 FEET OF THE AFOREMENTIONED PORTIONS OF F.M.
518; NORTH OF F.M. 2351 AND F.M. 518 SOUTH OF F.M. 528 AND ALL UF F.M. 528

VICE—CHAIR FINGE�2 PRESENTED AN OVERVIEW UF `.rHE TWO YEAR STI7DY THAT RESULTED
IN �AN ORDINANCE BEING PASSED CREATING THE "ENTRYWAY OVERLAY DISTRICT" FOR
THE' CITY OF FRIENDSWOOD. VICE—CHAIR FINGER STATED THE PURPOSE OF THE
ORDZNANCE WAS TO ENF�ANCE THE ENTRIES THAT PEOPLE SEE AS THEY ENTER THE CITY,
TO ,� PRESENT FRIENDSWOOD AS A DESIRABLE PLACE TO LIVE AND DO BUSINESS.
VICE—CHAIR FINGER STATED THERE ARE NO CHANGES TO PERMITTED USES, AREA,
_ _ HEIGHT, AND SET—BACK REGULATIONS WITH THE EXISTING REGULATIONS STILL

TREE SPACING REQUIREMENTS, ARCHITECTURAL ANll 50 PERCENT REPI,ACEMENT
REQUIREMENTS AS A NON—CONFORMING STRUCTURE.

CIT�' PLANNER DAVID HOOVER PRESENTED THE DISTRICT BOUNDARY MAP ON THE
OVERHEAD SCREEN, EXPLAINING THE BOUNDARlES AND THA1^ THE DISTRICT WOULD
EXTEND TO THE REAR OF THE PROPERTY LINE OR 2.00 FE:ET, WHICH�VER IS LESS.
NUMEROUS PEOPLE SPOKE REGARDING THEIR CONCERNS, SUGGESTIONS, AND OBJECTIONS,
STATED THE TREE PLACEMENT REQUIREMENTS IS NOT ENOUGH DISTANCE TO ALLOW FOR
MATURITY, COST FACTORS, SAFETY ISSUES, APPEAF2ANCE, SCREENING OF LIFT
STA�IONS AND OFF—STREET STORAGE, WHAT CONSTITUTES AN OPAQUE SCREENING WALL, ;
THE 50 PERCENT REPLACEMENT REQUIREMENTS, THE SOUND BARRIER WALLS ON THE '
STATE HTGHWAYS, b1ND T00 MUCH GOVERNMENT CONTROL.
DISCUSSION AS HE:GD BY COUNCIL CONSIDERING A GRANDFATHER CLAUSE FOR EXISTING
BUSINESSES FOR THE 50 PERCENT REPLACEMENT RE�UIREMENTS IF A STRUCTURE HAD
SIGNIFICANT DAMAGE.

COU�CIZ DISCUSSED THE DISTRICT AND BOUNDARIES, STATED THAT THEX ARE NOT
OPPOSED TO EVERYTHING IN TH� ORDINANCE, EXPRESSED CONCERN WITH 10 FOOT
SET�BACK FOR SCREENTNG, KEEPTNG GOOD RECOMMENDATIONS AND INCORPORATE INTO
THEi EXISTING ZONING ORDINANCE, DTFFICULT TO LEGISLATE, GOOD FOR NEW
CONSTRUCTION, SHOULD NOT IMI?ACT CURRENT BUSINESS OWNERS, DTSCUSSED THE
GRA�DFATHER CI,AUSE FOR THE 50 PERCENT RFPLACEMENT REQUIREMENTS, NOT ALL
PROPERTY ALONG THE ENTRYWAY CORRIDORS IN THE CITX, SCALING DOWN
REQUIREMENTS, AND THANKED EVERYONE FOR ATTENDING THE PUBLIC HEARING.
COUNCILMEMBER LOWE ENTERED AN OBJECTION TNTO THE RECORD THAT THE PUBLIC
HEARING PROCESS IS FOR THE BENEFIT OF LEARNING ABOUT THE ENTRYWAY OVERLAY
DISTRICT AND DOES NOT BELIEVE THE ORDINANCE PASSED IN 1995 IS IN EFFECT IN
ACCORDANCE WITH SECTION 15B OF THE ZONING ORDINANCE, BEFORE ACTION MAY BE
TAKEN REGARDING A RECOMMENDATION FROM PLANNING AND ZONING, CITIZENS HAVE A '
RIGHT TO BE HEARD, AND CITIZENS HAVE THE RIGHT TO HEAR ABOUT THE ORDINANCE
CREATING THE DISTRICT, NOT JUST WHERE THE BOUNDARIES ARE.

ADJbURNED AT 8:30.
