DET,ENTION. THE DIFFERENCE OF THE TWO PLANS WA5 THE USE OF THE DETENTTON

PRESENTED A DEPARTMENTAL SUI�IMAR'Y FOR 1996-1997 WITH A PROPOSAL FOR A PAID
PENSION PLAN. PRESENTATTON WAS MADE BY LISA CAMP, EMS, REGARDING 3 LEVELS
OF � TRAINING. FIRE CHIEF DAN KEY PRESENTED INFORMATIOIv ON TRAINING
�� PROCEDURES, EMERGENCY RESPONSE, AND BRIO TASK FURCF MEMBERSHIP.

COUNCILMEMBER AUSTIN THANKED THE FIRE DEPARTMENT FOR THEIR PRESENTATION
REG�RDING THEIR DUTIES WITH COUNCIL EXPRESSING THEYR APPRECIATION FOR A
GRE�T JOB AND STATED THE PAID PENSION PI�N WILL BE DISCUSSED AT THE BUDGET
RET EAT SESSION ON WEDNESDAX.
DIS;CUSSION WAS HELD REGARDING THE SUUTHEAST WATER PURIFICATION PLANT WTTH
PUBLIC WORKS DIRECTOR MELVIN MEINT?CKE PRESENTING INFORNIATION REGARDING THE
CITY'S NEEDS FOR AN ADDITIONAI, 3.5 ,MILLION GAI,LONS PER DAY OF SURFACE WATER
WHI�CH WILL SATTSFY THE WATER DEMANDS FOR THE CITY. DISCUSSION WAS HELD
REGARDING PERFORMING A STUDY TO TDENTIFY THE ULTIMATE WATER NEED. THE SCOPE
OF �THE WORK INCLUDES THE AMOUNT OF WATER NEEDED AT BU:CLD-OUT, THE LOCATION
OF ;WATER PUMPING STATIONS, (STORAGE TANK, BOOSTER PUMPS) , AND EVALUATION OF
THE; DISTRIBUTION SYSTEM UTILIZING THE KY SOFTWARE PROGRAM. THE ESTIMATED
CO5,T OF THIS STUDY IS $50,000. �
CITY MANAGER COX PROVIDED BACKGROUND QN THE PLANT WHICFi IS LOCATED ON THE
BACKSIDE OF ELLINGTON FIELD AND HAS THR CAPACITY TO TREAT UP TO 80 MILLION
GALLONS PER DAY. THE CITY WAS REQUTRED TO PARTICIPATE IN THE COST OF
CONSTRUCTION OF THE PLANT AND HAD THE FORESIGHT TO PARTICIPA7'E IN THE COST
OF � CONSTRUCTION OF THE PLANT GETTING ABOUT 3 MILLION GAI�LONS PER DAY
CAPACITY. NOW THE WATER IS DELIVE;RED AT THE COST OF TREATMENT, RATHER THAN
ADD'ING ANY DE$T SERVICE TO IT. THE CITY BEGAN TAKTNG WATER IN MID-OCTOBER
199;0 AND THE COST FOR TREATED WATER HAS HOVERED AROUND $.47/1,000 GALLON.
THE'� PLANT IS OPERATED BY A PRIVATE COMPANY AND THE CONTRACT IS ADMINI5TERED
BY �THE CITY OF HOUSTON, THE MAJORITY OWNER. DISCUSSION HAS l3EEN HELD WITH
THE� USERS REGARDING THE PROPOSED EXPANSION SCHEDULE. IT WAS PREDICTED THAT
THE� EXPANSION COULD COME AS EARLY AS 1998. COUNCIL DISCUSSED THE ISSUES
SURROUNDING THE EXPANSION AND THE NFED TO PARTICIPATE IN THE EXPANSION AND
DISCUSSED COST AND BUDGETING FOR THIS EXPANSION.
DIS,CUSSION WAS HELD REGARDING SPEED HUMPS WITH POLICE CHIEF STOUT PRESENTING
TNFORMATION FROM OTHER CITIES AND A SUGGESTED POLICY FOR SPEED HUMPS IN THE
CITX. CHIEF STOUT'S POLICY WAS TAKEN FROM SEVERAI, SOURC:ES, INCLUDING
HOUSTON AND DALLAS. CHIEF STOUT STATED THE CITY WILL NEED TO DETERMINE
WHE,THER TO REQUIRE THE NEIGHBORHOODS TO PARTICIPATE FTNANCIAL IN THE COST OF
THE� HUMPS AND THE PERCENTAGE GF RESIDENTS REQUESTTNG AND AGREEING TO THE
HUMPS BEFORE THEY WILL BE PLACED ��N THE STREET. CHIEF STOUT ESTIMATED THE
COST TO BE APPROXIMATELY $1,500 TO $Z,000 PER HUMF AND SUGGESTED LOOKING AT • -•
60 PERCENT OF THE RESIDENTS AGREEING TO THE HUMPS BEFORE THE CITY EXPENDS
