C) APPROVE REQUEST FROM CHAMBER OF' COMMERCE FOR BANNER PERMIT MAY 13, THROUGH MAY 20, 1996. D) CROSS TIMBERS OPERATING COMPANY DRILLING PERMIT. FOR 708 TONS OF ASPHALT USED DURING THE THIRI7 PHASE OF ,��,--, CONSTRUCTION ON MELODY LANE IN THE AMOUNTS OF $9,2387.50 AND $12,085.33 RESPECTIVELY. 2. THE PR.OJECT IS 91 PERCENT COMPLETE. PAYMENT TO INDUSTRIAL INTERNATIONAL INC. FOR MATERIALS IN THE AMOUNTS OF $534.24, $809.95 AND $1,777 RESPECTIVELY. 4. INFILTRATION AND INFLOW ANALYSIS - FINAL PAYMENT TO ROY F. WESTON, LNC. FOR SEWER EVALUATION STUDY DURING THE PERIOD OF JULY 29, 1995 THROUGH JANUAR�Y 31, 1996. THE PROJECT IS 100 PERCENT COMP'LETE. MAYOR NEWMAN REMINDED EVERYONE OF EARLY VOTING AT. CITY HALL 8 TO 5 AND 8 TO 5 ON SATURDIaY, APRIL 27TH. MAYOR NEWMAN STA�'ED THERE ARE PROPOSED PLANS FOI2 QUAIL CRQSSING APARTMENTS ON FM 2351 BEHTND FOOD LION BUI:LDTNG AND THERE ARE A LOZ' OF CONCERNED CITIZENS HERE TONIGHT AND REQUESTED CITY MANAGER TO REPORT ON' THE PROPOSED APARTMENTS. I I CITY MANAGER RON COX ADVISED QUAII� CROS5ING APARTMENT PLANS H�VE BEEN BEFORE I PLANNING ANA ZONING BUT NO BUILDING PERMIT HAS BEEN ISSUED. MR. COX ADVISED THE DEVELOPERS OF THE PROJECT HAVF APPLIED TU H.U.D. FUNDING AND WERE REQU2RED TO HAVE A PLAN BEFORE THEY COULD FILE THEIR APPLTCA.TION TO H.U.D. MR. COX FURTHER REPORTED THE PROJrCT DOES NOT NECESSARILY MEAN LOW R�NT BUT THAT WITH H.U.D. FUNDING, A LIMITED NUMBER OF' APARTMENTS COULD HAVE SUBSIDIZED RENT. MR. COX REPORTFD THE PROJECT PLANS ARE NOT SGHEDULED ON THE NEXT PLANNING AND ZQNING AGENDA AND MAY BE CONSIDERED IN JUNE AND THAT THE PROPOSED 400 UNIT COMPLEX IS A FAIRLY EXTENSIVE PROCESS 7'0 BE APPROVED. RON RITTER, REPRESENTTNG HOMEOWNERS IN WEDGEWOOD VILLAGE SUBDIVISION, ADDRESSED NUMEROUS CONCERNS WITH THE PROJECT SUCH AS HIGH DENSITY, DRAINAGE, PARKING, TRAFFIC, HEIGHT OF BUILDINGS, LEGAL CONCERNS, ONLY ONE WAY IN AND OUT OF THE PROJECT, FIRELAN�S, FTRE PROTECTIQN, P�2E-APPLICATION PROCESS, GREEN SPACE AND ADDRESSED THE EXISTT.NG ORDINANCES �I3AT WILL ALLOW PROJECTS OF THIS CALTBER AND URGED COUNCIL TO CONSIDER AMENDING THESE ORDINANCES TO STOP �HESE TYPES OF PROJECTS AND ASKED FOR BETTER COMMUNICATION FROM COUNCIL AND STAFF. � MAYOR AND COUNCIL REQUESTED CITY MANAGER TO DIRECT STAFF AND PLANNING AND ZON2NG TO TABLE ACTION UNTIL THE CITY ATTORNEY CAN REVIEW THf? LEGAL ASPECTS OF THTS PROJECT. � THERE WERE A LARGE NUMBER OF CITIZENS THAT EXPRESSED THEIR CONCERNS WITH THIS PROJECT AND WITH THE CITY PROCESS THAT ALLOWS THIS TYPE 0� PROJECT. COUNCIL DISCUSSED AMENDING ORDINANCES TO AZLOW COUNCIL AI'PROVAL OF ALL `°"l MULTI-FAMILY PROJECTS AND EXPRESSED CONCERN WITH EXISTING ORDINANCES AND ANNOUNCED THERE IS A PUBLIC HEARTNG SCHED�TLED ON MAY 2 ON HEIGHT REGULATIONS. � �� � 885 THE TOWN MEETING CONTINUED WITH DISCUSSION REGARDING DRAINAGE, COMMERCIAL ZONING, PARKS, AND EXXON PIPELINE UPDATE.
