APRIL 8 - 12. 1KR. COX ENCLOSED A COPY OF A MEMO FROM POLICE CHIEF JARED
STOUT RECONINIENDING THE F'UNDS FROM THE CHII�D SAFETY FEE FROM HARRIS COUNTY BE
USED I'OR FLASHING SCHOOL ZONE STGNALS AZ' WEDGEWOOD ELEMENTARY IN ORDER TO
BETTER MARK THE WEDGEWOOD CAMPUS ON FRZENDSWOOD-LINK FOR THE TRAE�'FIC. MR.
COX ALSO REPORTED ON APPROVING THE CHANGE ORDER N0. 1 FOR THE SANITARY SEWER

THE MANHOLE SEALING IN THE FOREST BEND SUBDIVISION, THAT THIS PROJECT IS
SUBSTANTIALLY COMPLETE, AND FINAL PAYMENTS SHOULD BE FORTHCOMING. CIZ`I'
� MANAGER COX ALSO GAVE AN UPDATE ON $RIO AND STATED THAT IT HAS BEEN RECENTLY
LEARNED THAT THE SRIO COMMUNI'.[`Y ADVISORY C�ROUP (CAG) APPOINTED BY THE EPA TO
ADVISE THEM ON TX-3E BRIO CLEANUP PROCESS IS RECOMMENDING ADDITIONAL TESTING
ON SOIL VAPOR EXTRACTION (SVE) AT THE BRIO SITE. THE BRIO SITE TASK FORCE
(BSTF) , THE PRTNCIPALLY RESPONSIBLE PARTIES FOR THE CLEANUP, ARE OBJECTING
TO ANY FURTHER Z'ESTS IN THIS AREA. TH:CS IS BEING OVERSEEN BY EPA, AND
ASSURANCES HAVE BEEN GIVEN THAT A SOLU'rION IS AT HAND FOR THE REVISED
CLEANUP REMEDY. MR. COX STATED THAT BOTH HE AND MAYOR NEWMAN VISITED LAST
WEEK WITH REPRI?SENTATIVES FROM EPA, BSTF AND THE CAG. THE CAG
REPRESENTATIVE IS PAUL SCHRADER, AND HE HAS INDICATED THIS IS ONE OF THE
FINAI, REMAINING I:SSUES TO BE RESOLVED IN GETTING THE REVISED REMEDY AGREED
ON AND APPROVED BY EPA AND THE COURT. MR. COX STATED THAT THE CLEANUP WILL
LIKELY CONSIST OF CAPPING THE ENTIRE AF2EA WITH AN IMPERMEABLE SOIL AND
SURROUNDING THE AREA WITH AN IMPERMEABLE WALL TO PREVENT MOVEMENT OF THE
MATERIAL. IT EFFECTIVELY ENTOMBS THE MATERIAL. THE DENSE, NON-AQUEOUS PHASE
LIQUIDS (DNAPL) , THE MATERIAL BELOW THE PITS THAT HAS LEACHED DOWN INTO THE
EARTH OVER TIME, WILL BE REMOVED BY A SERIES OF WELLS AND PUMPS AND TRUCKED
OFF-SITE FOR FINAL HANDLING. MR. COX FURTHER STATED THAT THE EPA HAS
REPORTED IN A RECENT MEETING THAT IN DECEMBER, THE HARRIS COUNTY FLOOD
CONTROL DISTRICT IN CLEANING CLEAI2 CREE:K, FOUND SOME DEPOSITS OF OILY
MATERIAL BETWEEN THE CLEAR CREEK BRIDGE ON FM 2351 AND MARY'S CREEK
INTERSECTION. THIS MATERIAL WILI� BE ANALYZED TO DETERMINE THE NATURE OF THE
'm'�� MATTER AND IF IT IS TFtACEABLE TO BRIO. THE NEXT ITEM MR. COX REPORTED ON
WAS THE INTEGRATF;D RESOURCE PLANNING PROCESS (IRP) . MR. COX, COUNCILMEMBER

COUNCILMEMBER DICKEY STATED THAT WITH PROPER SIGNAGE, THE SPEED HUMPS COULD
BE USED FOR SPEED CONTROL AND COULD BE VERY EFFECTIVE IN RESIDENfiIAL AREAS.
