MINUTES OF A SFECIAL MEETING OF THE F'RIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, JANUARY 15, 1996 AT 6:30 P.M. AT THE FRIENSDWOOD CITY HALL
COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR NEWMAN CALLED THE MEETING TO ORDER.
DISCUSSION WAS HELD REGARDING LIBRARY RENOVATIONS PHASE II WITH LIBRARY
DIRECTOR MARY PF.RRONI AND JON BRANSON, DIRECTOR OF COMMUNITY SERVICES, WITH
A REVIEW OF THE PROPOSED PLANS. MS. PERRONI ADVISED THAT SHE HAS RECEIVED
NOTIFICATION OF A GRANT APPLICATION F�R $50,000 WITH MATCHING FUNDS WHICH
MAY INCLUDE TN—KIND. THE GRANT REQUIREMENTS ARE THAT THE CITY DOES NOT GO
OUT FOR BIDS UNTIL THE CITY RECEIVES THE STATE LIBRARY APPROVAL. MS.
PERRONI STATED 'THERE IS $68,363 BUDGETED AND WITH THE BASE BID AND GRANT,
COULD DO THE A:LTERNATE WITH AN ADDITIUNAI� COST FOR THE ARCHITECT TO BE
$9,100.
DISCUSSTON WAS ]3ELD REGARDING H.L.&P./T.N.P. FRANCHISE FEE DIFFERENCE WITH
COCJNGTLMEMBER LGWE ASKING IF THERE IS ANY OPEN DISEiJSSION WITfi H.L.&P. TO
INCREASE THE FRANCHISE FEE TO 3 PERCENT. CITY MANAGER COX STATED THAT IN THE
� CONVERSATZON WIZ'H THE LAST DISTRICT MANAGER `�HE ANSWER WAS N0. IN FURTHER
DISCUSSION WITH THE NEW DISTRICT NlANAGER, WINSTON BERNICH, IT WAS DETERMINED
THIS INCREASE WOULD HAVE TO GO BACK TO THE P.U.C. MR. BERNICH STATED THE
FRANCHISE AGREEMENT IS FOR 30 YEARS AT 2 PERCENfi UNTIL THE YEAR 2014. CITY
MANACER COX ADVISED RATE.S ARE LOCKED IN UNTIL 1998 ACCORDING TO THE LAST RATE
SETTLENlENT. DTSCUSSION WAS HELD AS TO ADDING 1 PERCENT TO THE BOTTOM OF THE
B2LL. MR. BERNI(,H STATED HE WOULD BE GLAD TO BEGIN DISCUSSIONS WITH MAYOR
NEWMAN, CITY MANAGER COX AND COUNCILMEMBF.R ZOWE TO DISCUSS THE ISSUE BEFORE
DETERMINING IF A CHANGE COULD BE MADE. COUNCTLMEMBER LOWE STATED THE
, DIFFERENCE IN FRANCHISE FEES FOR T.N.P. AND H.L.&P. CUSTOMERS. IS AN INEQUITY
TO THE CITIZENS AND WANTS TO SEE THIS REV7'EWED.
. DISCUSSION WAS I�3ELD REGARDING FACILITIES NAMING POLICY WITH COUNCIL STATED
THIS COULD BE AI�T EMOTIONAL ISSUE, SHOULD BE HANDLED IN A BUSINESS SENSE AND
ALL APPLICATIONS SHOULD BE TREATED THE S1�ME. DISCUSSION WAS HELD AS TO TH�
INTENT OF THE FACILITIES NAMING POLICY COMMITTEE. COUNCIL DETERMINED THE
ORIGINAL CONII�IITTI?E SHOULD REVIEW AS TO THF: INTENT AND ADVISE ACCORDINGLY.

D'ISCUSSION WAS HLLD REGARDTNG THE GONING ORDIN�NCE AND HEIGHT REGULATIONS
WITH CITY MANAGER STATED THE REGULA7'IONS STRICTLY PROHIBIT HfEIGHT ABOVE 35
FEET IN THE ENTRYWAY OVERLAY DISTRICT, REGARDLESS OF THE SIZE OF THE LOT.,
IN ALL OTHER DISTRICTS, 35 FEET IS THE LIMIT UNLESS. THE S:LZE OF THE LOT
WOULD ALLOW A BUILDING TO BE HIGHER, MEETING THE FORMULA DEVISED SOME TIME
AGO. THAT FORMULA IS OUTLINED IN THE REGULATIONS. COUNCIL DISCUSSED HEIGHT
REGULATIpNS AND REACHED A CONSEIVSUS THAT THEY COULD ACCEI?�` NO BUILDING
HIGHER THAN 3 STORIES, BUT WOULD PRE]!ER 2 STORIES OF 35 FEET FOR RESIDENTIAL
OT2 COMMERCIAL. COUNCILMEMBER MANISON STATED THIS MAY REf>TRICT ECONOMIC
DEVELOPMENT WITH COUNCILMEMBER MEI�SE7:,ES STATING THIS MAY BE A WAY TO OFFSET
TAXES. DETERMINATTON WAS MADE TO REFER THE ORDINANCE TO PLANNING AND
ZONING TO REVTEW.
COUNCILMEMBER LOWE ASKED THAT TH]? MARCH 11 WORKSHOP BE RESCHEDULED AS SHE �LL �
AND COUNCILMEMBER DICKEY WILL BE WILI, BE ATTENDING THE NATTONAL LEAGUE OF
CITIES CONFERENCE IN WASHINGTON, D.C.
MAYOR NEWMAN REPORTED THE F'EBRUAR'Y WORK SESSION WILL BE; HELD AT THE
UNIVERSITY OF HOUSTON/CLEAR LAKE WI�CH CLEAR LAKE AREA ECONO]KTC DEVELOPMENT
FOUNDATION HOSTING.
A MOTION WAS MADE AND APPROVED TO ADJOURN AT 8:40 P.M.
