GALVESTON COUNTY COMMISSIONER ED STUART PRESENTED A CHECK IN THE AMOUNT OF $27,500 FOR BOYER/EDGERTON DRATNAGE PROJECT ON COWARDS CREEK. MR. MIKE MONTZ APPEARTED BEFORE COUNC:IL TO ADDRESS THE PUBLIC WORKS PROJECTS ON DRAINAGE. MR. MONTZ STATED THAT DRAINAGE IS FRIENDSWQOD'S WEAKEST LINK AND THAT FRIENDSWOOD NEEDS A GOOD DRAINAGE PLAN. �__.�r MAYOR NEWMAN REFERRED THIS MATTER TO THE CITY MANAGER. MR. FRANK WEBB PRESENTED THE CITY WITH A VETERANS VOT� BANNEFt AND STATED IT IS THE RIGHT AND DUTY OF ALL CITIZENS TO VOTE. MS. BEA GRAY AND MS. SHARON FINDLEY APPEARED BEFORE COUNCIL �'0 URGE COUNCIL TO VOTE FOR THE CURFEW ORDINANCE TO KEEP A SAFE COMMTJNITY FOR (�IIR TEENS. MR. GREG HUGHES APPEARED BEFORE COUNCIL TO URGE COUNCI�, NQT TO PASS THE CURFEW ORDINANCE, STATED THE ORDIN�INCE IS UNCONSTITUTIONAI,,, AND VIOLATES CONSTITUTIONAL RIGHTS AND THAT THE STATE DOES NOT SUPPORT CURF]3W LAWS. MS. MISSY WILSON URGED COUNCIL TO NOT PASS THE CURFEW ORDINANCE, TO RECOGNIZE THE FRIENDSWOOD YOUTH TN A POSITIVE LIGHT, AND BY Nt�T ADOPTTNG THE ORDINANCE, WILL SEND A MESSAGE. CITY MANAGER RON COX REPORTED THAT KAZEM HAMIDIAN, UTILITIES SUPERINTENDENT, RECEIVED HI5 CZASS A WASTEWATER OPERATOR'S CERTIFICATE OF COMPETENCY AND KAZ ALSO HAS A CLASS A CERTIFICATE IN WATER. CITY MANAGER COX STATED THAT KAZ HAS HIS UNDERGRADUATE DEGREE IN MECHANICAL ENGINEERING AND THAT PLUS YEARS OF EXPERIENCE, MANY HOURS OF TRAINING, AND RIG�ROUS TESTING WERE REQUIRED TO ,� , BE ELIGIBLE FOIR THIS CERTIFICATE AND THAT ONLY ABOUT 300 WATER AND WASTEWATER OPERATORS STATEWIDE HAVE BEEN ABLE TO ATTAIN A CLASS AA STATUS. CITY MANAGER (:OX ALSO REPORTED ON THE FOLLOWING 1995-1996 CAPITAL IMPROVEMENT PROJECTS AND CAPITAL EQUIPMENT: RANCHO VIEJO SANITARY SEWER LINE - THERE HAS BEEN CONSIDERABLE ACTIVITY ON THE GROUND IN RANCHO VIEJO SINCE COUNCIL'S APPROVAL �F THE CONTRACT WITH WAYNE SMITH AND ASSOCIATES FOR THE DESIGN OF TI3E WASTEWATER COLLECTION LINES IN THAT AREA, THE UTILITIES, S.W. CITY MANAGER COX AL80 PASSED ALQNG CORRESPONDENCE THAT WAS RECETVED FROM THE CONGRESSIONAL BUDGET OFFICE (CBO) REGARDING A NEW NETWORK OF CONTACTS NATIONWIDE AND THAT HE HAS BEEN APPOINTED TO THIS GROUP OF STATE A1�II) LOCAL PEOPLE WHO WILL PROVIDE INFOI2MATION ON 'rHE FISCAL IMPACT OF PROPOSED AND EXISTING LEGISLATION ON STATE AND LOCAL GOVERNMEN�. CITY MANAGER COX ALSO STATED THAT ACCORDING TO THE CBO, THE GROUP CONSISTS OF ABOUT 600 PEOPLE, AT LEAST 450 FROM THE CITY I AND COUNTY GOVERNMENT IN ALL STATES AND OTHERS INCLUDE GOVERNORS, 5TATE REPRESENTATIVES AND ASSOCIATION OFFICERS. CITY MANAGER COX FURTHER STATED THAT THI5 GROUP HAS BEEN FORMED BY TH�; CBO IN RESPONSE TO THE UNFUNDED MANDATES REFORM ACT OF 1995. CITY MANAGER COX REPORTED ON THE FCC RATE REGULATIONS AND THAT RECENTLY THE FCC ANNOUNCED SOME GOOD NEWS AS FAR AS , - CABLE RATE REGULATION IS CONCERNED. CITY MANAGER COX STATED THAT WE ALL � ' HAVE BEEN BURDENED BY THE REGULATIONS THAT ALLOW LOCAL CABLE COMPANIES. TO REQUEST BASIC CABLE RATE INCREASES ON A QUARTERL'Y BASIS AND THIS HAS CREATED UNNECE5SARY EXPENS�, TIME, AND PAPERWORK FOR CITIES AND THE CABLE. INDUSTRY ACROSS THE COUN`.PRY. MR. COX FURTHER ST.ATED THE FCC RECENTLY ADOPTED NEW RULES THAT WILL AI,LOW CABLE COMPANIES TO REQUEST RATE INCREASES OF THE CITIES ON AN ANNUAL BASIS BUT IT IS NOT :KNOWN IF TCI WILL TAKE ADVANTAGE OF THIS OPTION BUT EARLY INDICATIONS ARE THEY MAY. CITY MANAGER COX ALSO STATED THAT SEVERAL OF THE FEDERAL PROGNOSTICATORS ARE PREDICTING THAT CABLE TELEVISION WILL BE DEREGULATED COMPLETEI�Y, AGAIN, IN THE NEXT TWO YEARS. CITY MANAGER COX ALSO EXPRESSED WISHES F'OR A HAPPY AND SAFE HOLIDAY SEASON FROM THE EMPLOYEES OF THE CITY OF FRIENDSWOOD AND THAT COUNCIL'S EXPRESSI.ON OF SUPPORT TO THE EMPLOYEES BY INCREASING THE LONGEVITY PAY HAS BEEN WELL RECEIVED,AND MANY HAVE EXPRESSED THEIR APPRECIATION TO COUNCIL THROUGH CITY MANAGER COX.
