AT THE FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: N[AYOR EVELYN B. GOUNCILMEMBER MEL MEASELES (:OUNCILMEMBER TOM MANISON C:OUNCILMEMBER MEL AUSTIN C:OUNCILMEMBER ALINE DICKEY CITY MANAGER RON COX ASSISTANT CITY SECRETARY LINDA THORNTON MAYOR NEWMAN GALLED THE MEETTNG TO ORDER. **COUNCILMEM$ER MANISON MOVED TO APPROVE HE COMMERCIAL SITE PLAN FOR JIFF'Y LUBE LOCATED ON FM 528 AND WINDING WAY ADJACENT TO KENTUCKY FRIED CHICKEN SECONDED BY COUNCILMEMBER DICIiEY. THE MOTI�N PASSED UNANIMOUSLY. ,----,. **COUNCILMEMBER HAJECATE MOVED TO APPROVE THE COMMERCIAL SITE PLAN FOR FRIENDSWOqD TEXA.CO LOCATED AT FM 2351 AND HOPE VILLAGE ROAD. � SECONDED BY COUNCILMEMBER AUSTIN. THE MOTION PASSED UNANIMOUSLY. A LENGTHY DISCI'7SSION WAS HELD WITH MFMBER5 OF THE PLANNING AND ZONING COMMISSION REGARDING THE COMPREHENSIVE PLAN. DISCUSSION WAS HELD REGARDING THE EXECUTI:VE SUMMARY WITH PLANNING AND ZONING MEMBER GLEN CRESS PROVIDING AN OVERVIEW OF THE SUMMARY. MR. CRESS EXPLAINED THE PLAN INCLUDES GOALS AND OBJECTIVES, BASELINE ANALYSIS OF EXISTING CONDITIONS, THR.OROUGHFARE PLAN, PARK PLAN, COMMUNITX FACILITIES PLAN, tTTILITY SYSTEMS, DRAINAGE PLAN, AND THE COMPREHENSIVE LAND USE PLAN. DISCUSSION CONT]:NUED REGARDING THE LAND USE ASSUMPTION AND LAND USE MAP. THE LAND USE ASSUMPTION MAP IS TO BE DISTINGUISHED FROM THE ZONING MAP. THE LAND USE ASSUMPTIONS ARE THE PLANS AND VI�ION FOR THE PLANNING AND ZONING CONINIISSION FOR THE NEXT 15 YEARS WITH A REVIEW AND UPDATE PLANNED REGULARLY. MAYOR AND COUNCIL DISCUSSED WITH PLANI3ING AND ZONING COMMISSION SEVERAL AREAS AND ZONING OF PROPERTIES, COMMERCIAL, BUILD OUT, CEMETERY, GREEN SPACE, DEFAULT ZONING, BUSINE5S PARK, AD VALOREM TAXES, AND DISCUSSED MIN1113/KSS03 � , 798 HOLDING ANQTHER MEETTNG BEFORE CALLING A PUBLIC HEARING. MAYOR PRO TEM LOWE NOTED THE PLANNIN� AND ZONING CONlMISSZON CALLS FOR A 'COMPACTION' OF COMMERCIAL ZONES IN THE NORTHERN AND SOUTHERN SECTIONS OF THE CITY VERSUS 'DIVERSTFICATION' THROUGHOUT THL CITY OFFERING NEIGHBOR.HOOD SERVICES ACCESSIBLE BY MEANS OTHER THAN MOTORIZ�ED TRAFFIC. A LENGTHY DISCUSSION WAS HELD REGARDING CENTENNIAL SPORTS PARK AND THE HOLDING OF A SALES TAX ELECTION. CITY MANAGER COX EXPLAINED THE SALES TAX RENEWAL ISSUE. CITY MANAGER COX ADVISED THAT HE HAS DISCUSSED THIS IS5UE WITH BOB BEARDON IN THE STATE ; COMPTROLLER'S OFFICE, AND SCOTT JOSLQVE IN THE ATTORNEY GEDIERAL'S OFFICE, � AND THEY BOTH CONFIRM THERE IS NO LANGUAGE IN THE 4 B I,AW 7'HAT ALLOWS THE � REINSTITUTION OF THE SALES TAX IF ALLOWED TO EXPIRE. ADDITIC�NALLY, UNDER 4 B, THERE TS NO AUTHORITY TO LOWER OR RAISE THE SKLES TAX, THE:REFORE IF VOTED IN MUST REMAIN AT THAT LEVEL OR BE AI,LOWED TO EXPZRE ENTIRELY. DISCUSSION WAS HELD REGARDING T3-iE BALLOT WORDING AS PROPOSED WITH GREG HUGHES, REPRESENTING THE SPOR7`S GROUP, PRESENTING AN AMENDED OPTION FOR COUNCIL'S CONSIDERATTON. COUNCIL llTSCUSSED THE AMENDED OPTION FOR WORDING FOR THE BALLOT FOR THE 5ALES TAX ELECTION AND CONCURRED TH:E WORDING TO BE CONSIDERED WOULD BE AS FOLLOWS; THE ADOPTION OF AN ADDITIONAL S.ALES AND USE TAX WIT:HIN THE CITY AT THE RATE OF ONE HALF OF ONE PERCENT TO BE USED AS ALJTHOT2IZED 'BY SECTION 4 B, ARTICLE 5190.6 V.T.C.S. , AS AMENDED (THE DEVE:LOPMENT CORPORATION ACT OF 1979) FOR THE PURCHASE, DEVELOPMENT, IMPROVEMENT AND MAINTENANCE, AND OPERATION OF THE FRIENDSWOOD CENTENNIAL PARK AND THE MAINTENANCE AND OPERATION OF OTHER PARKS AND RECREATION FACILITIES. DISCUSSION WAS HELD REGARDING FUNDING FOR THE CENTENNIAL PAFtK WITH SEVERAL ISSUES BETNG ADDRESSED. �ON BRANSON, COMMUNITY SERVICES DIRECTOR, PRESENTED INFORMATION REGARDING THE AMOUNT OF THE PROJEC� AS CURRENTLY DETERMINED TO BE $3.3 MILL�ON, WHICH DOES NOT INCLUDE LIGHTING FIELI�S, WHICH WILL BE AN ADDITIONAL COST OF $1 MILLION. SI3VERAL AEBT 5CFiEDULES PREPAR:ED BY FINANCIAL CONSULTANT FRANK ILLDEBRANDO WITH RAUSCHER, PIERCE & REFSNES WERE PRESENTED. COUNCIL DISCUSSED PAY BACK PERIOD FOR THE E30ND ISSUE AND �._� DISCUSSED OTHER METHODS OF PAYMENT. DISCUSSION WAS HELD REGARDING PLACING A NON-BINDING REFERENDUM ON THE SALES TAX BALLOT ASKING THE PUBLIC IF THEY WANT TO PAY FOR CENTENNIAL PARK W:CTH UPFRONT BOND FUNDS TO BE PAID BACK WITH THE SALES TAX. DISCUSSIQN WAS HELD REGARDING THr INDUSTRIAL DEVELOPMENT CO]2PQRATION BOARD MEMBERSHIP WITH DISCUSSION BEING THAT THE BOARD WOULD CONSIST OF FOUR SPORTS ASSOCIATIONS BEING REPRESENTED, A REPRESENTATTVE FROM `.CHE PARKS AND RECREATION BOARD AND 'I'V�TO CITY COUNCILMEMSERS. � . MIN1113/KSS03 y ' � _�� . .... i y y DISCUSSION WAS HELD REGARDING THE SPOF2TS COMPLEX MASTER PLAN WITH CITY MANAGER DISCUSSING THAT ANY CHANGES TO THE PLAN NEED TO BE DETERMINED AND REFEI2RED BACK TO THE PARKS AND RECREATION BOARD BEFORE FURTHER WORK ON DRAINAGE IS ATTEMPTED.
