MAYOR PRO TEM LOWE PRESENTED AN UPDATE ON THE CLEAR CREEK CORPS OF ENGINEERS PROJEC:T. MAYOR PRO TEM LOWE REPORTED THAT SINCE THE LAST TOWN MEETING IN JULY, THE CORPS OF ENGINEERS HAS STARTED CONSTRUCTION ON THE. SECOND OUTLET TCJ THE BAY, REPORTED ON M�ETINGS REGARDING INFLUENT PIPELINE CONCERNS, CLEAR CREEK INDEPENDENT SCHOOI� DISTRICT'S CONCERN WITH PIPELINE ROUTES AND PUBLIC MEETINGS WILL BE HELD. TO ADDRES5 THESE ISSUES, REPORTED ON POSSIBLE SOLUTIOINS WOULD BE A NEW ROUTE FOR PIPELINES WITH OPTION TO RUN IN THE CRADLE OF THE RAILROAD TRACKS, WITH SOUTHERN PACIFIC RAILROAD FII,ING FOR ABANDONMENT C.ONTINGENT ON MERGER WITH SOUTHERN PACIFIC RAILROAD AND UNION PACIFIC RAILROAD, WHICH HAS SOME CONGRE.G.SSIONAL OPPOSITION. MAYOR PRO TEM LOWE REPORTED GC7NGRESSMAN STOCKMAN'S OFFICE REPORTED VERY COOPERATIVE WITH RAILROAD "CRADLE" SOLUTION AND URGES "PCJSH" MODE NOT "SHOVE." MAYOR PRO TEM LOWE ,REPORTF;D THE NEXT STEP WILL $� TO ADVERTISE FOR A CONSTRTJCTION CONTRACT FOR THI� SECOND OUTLET ESTIMATED TO BE TN FEBRUARY, 1996, WHILE CONCURRENTLY SOLVING DAVIS ESTATE EASEMENT ISSUES, TO REVISIT DESIGN OF PROJECT ABOVE HIGHWAY 3 BY UTILIZING INFORMATION FROM THE SIMS BAYOU PROJECT TO BEGIN IN LATE SPRING OF 1996 AND ADDRESS THE NEED OF THE UPLAND DISPOSAL SITE OR REDUCE AMOUNT TO BE DREDGED AND STORED BY LOOKING FOR "BENEFICIAL USE:i" OF DREDGE MATERIAL. MAYOR PRO TEM LOWE REPORTED MEETINGS WILL CONTINUE TO REQUEST DONATED EASEMENTS FROM CREEK LANDOWNERS TO REDUCE MONETARY NEEDS OF GALVESTON COUNTY'S PORTION OF SPONSOR5HZP IN THE ESTIMATED AMOUNT OF $36 MILLION AND RISING. �._..� i aa�'r�:,,;�:�... . - . ,. .. � „ 788 COMMUNITY SERVICES DIRECTQR JON BRANSON PRESENTED INFORMATION ON THE PROPOSED SPORTS PARK AND SALES TAX ELECTION. COMMUNTTY SERVICES DIRECTOR BRANSON REPORTED TH� CITY HAS AF'PLIED FOR A $560,OOQ MATCHTNG GRANT WITH TEXAS PARKS AND WILDLTFE WHTCH INCLUD�S ALL LIGHTED FIELDS WITH THE TOTAI, COST E'OR IMPROVEMENTS ESTTMATED TO BE $3.3 MILLION, GRANTS WILL BE AWARDED IN FEBRUARY, J. T. DUNKIN IS CUI2RENTLY WORKING ON A DETAIS�ED LAYOUT AND GRADING PLAN, WITH THE CITY ENGINEERING DEPARTMENT WORKTNG QN THE DRAINAGE PLAN. DISCUSSION WAS HELD REGARDING THE SALES TAX ELECTION, WHTCH IF IT PASSES, WOULD PAY FOR THE DEVELOPMENT, OPFRATION, AND MAIN'I'ENANCE OF THE PARK, WORDING FOR THE BALLOT, LIMITING SAI�ES TAX, GALVESTON COUNTY' SUPPORT, WITH u--y COUNTY COMMISSIONER STUART ADVISING THERE WAS NO EXTRA DOLLARS FOR PARKS, DISCUSSED REVENUES FROM PARK USE, SUNSET ON SALES TAX, A2QD FUNDING F012 DRAINAGE FROM TEXAS WATER DEVELOPMENT. DISCUSSION WAS ALSO HELD REGARDING IF THE SALES TAX ELECTION PASSES, THEN WILL THE BOND TO UPFRONT THE DEVELOPMENT AND THEN WILL COLLECT SALES TAX AND PAY BACK BONDS, DISCUSSED WORDING OF THE BALLOT AND MAKE UP OF THE BOARD TO OVERSEE THE FUNDING. CITY MANAGER COX PRESENTED INFORMATION ON COMPARATIVE SALES TAX IN AREA CITIES, DISCUSSED REVENUES, SALFS TAX COLLECTED WILL BE COLLECTED FROM VISITORS ALONG WITH CITIZENB. COMMUNITY SERVICES DIRECTOR BRANSON REPORTED THE FOCUS OF THE SPORTS PARK WILL BE YOUTH WITH SOFTBAI�L �'OR YOUTH AND ADULTS, AND SOCCER, WITH AGREEMENTS FOR USAGE. DURING THE OPEN F�RUM, THE COMMUNITY APPFARANCE BOARD REPORTEI� 34 VOLUNTEERS PARTICIPATED IN "MAKE A DIFFERENCE DAY" THROUGH THE FRIENDSWOOD C�NNECTION AND HELPED A LADY LIVING IN A MOBILE HOME THAT NEEDED REPAIRS. COMMUNITY APPEARANCE BOARD CHAIRMAN WANDA MURPHY ANNOUNCED TEXAS RECYCLES DAY WILL BE NOVEMBER 15TH WITH RECYCLING BINS TO BE LOCATED AT CITY HALL. MS. RODGERS COMMENDED THE POLICL DEPARTMENT, EXPRESSING A�?PRECIATION FOR KEEPING UP WITH PROGRESS AND STATED THE OFFICERS ARE A VERY SUPPORTIVE AND - - POSITIVE ASSET TO THIS COMMUNITY.
