THE GRAND OPENING OF CITY HALL SCHEDULED FOR SUNDAY, DECEMBER 10, 1995,
REPORTED OPERATION OPAL WAS A HUG�'s SUCCESS WITH MANY VOLUNTEERS AND ASSISTED
BY THE COMMUNITY APPEARANCE BOARD, FTRE DEPARTMENT, AND THE POLICE
DEPARTMENT, THANKED MAYOR NEWMFIN FOR HEADING UP THIS PROJECT, URGED
EVERXONE TO WALK AND ENJOY THE IMPROVEMENTS TO THE PARKS AND TO VIEW THE NEW
CITY HALL AND URGED EVERYONE TO DRIVE CAREFULLY ON F.M. 528 WHICH IS UNDER
CONSTRUCTION.
. FRIENDSWOOD VOLUNTEER FIRE DEF'ARTMENT CHIEF RICK MCFEP; PRESENTED A
$15,000 CHECK TO THE CITY FROM THE 1994 Fi7ND DRIVE, ANNOUNCEI� THE 1995 FUNA
DRIVE IS UNDEI2WAY AND REPORTED THE SEVENTH ANNUAL OPEN HOUSE WAS VERY
SUCCESSFUL. '

OR THE EARLY PART OF THE NEXT WEEK NEAR THE TIME OF THE COUNCIL MEE.TING.
CITY MANAGER COX STATED THAT THE STAIRWELLS ARE NOT COMPLETE AND THERE IS AN
AGENDA ITEM FOR FURTHER DISCUSSION LATER IN THIS MEETING; HOWEVER, FOR
PURPOSES OF THI:3 REPORT, IT WAS DETERMINED THAT ABBEY CONSTRUCTION WAS NOT
GOING TO COMPLETE THE STAIR AND BALCONY RAILS IN AN ACCEPTABLE MANNER. CITY
MANAGER COX FURTHER REPORTED THAT WITH THE HELP OF MAYOR NEWMAN, ADVICE
WAS SOUGHT OF A FRIENDSWOOD CITIZEN WHO IS IN THE STEEL FABRICATION
BUSINESS AND THA.T THIS INDIVIDUAL RECOMMENDED A COMPANY CAPABLE OF FINISHING
THE STEEL RAIL SYSTEM. CITY MANAGER COX ST��TED THAT THEY WERE CONTACTED AND
A SAMPLE OF THEIR WORK WAS EVALUATED. CITY MANAGEI2 COX RECOMMENDED REMOVING
THE COMPLETION OF THE STAIRWELL FROM ABBEY CONSTRUCTION AND COMPLETING THAT
PART QF THE PROJECT UNDER THE SUPERVISION OF THE CITY. CITY MANAGER COX
REPORTED THAT THE BALANCE OF THE BU:CLDING IS SUBSTANTIALLY COMPLETE,
ALTHOUGH THERE ARE STILL SOME PUNCH LIST ITEMS REMAINING AND THAT ONCE THESE
��, PUNCH LIST ITEMS AND STAIR RAILS ARE COMPLETE, THE CITY WILL BE IN A
POSITION TO RECUMMEND FINAL ACCEPTANCE ANn WORK OUT THE FINAL PAYN�NT DUE
THE CONTRACTOR.
CITY MANAGER COX REPORTED ON THE DIRECTIONAL STGNAGE ON I-45 AND THAT AT
THE REQUEST Ol? COUNCILMEMBER DICKEY,THE: HOUSTON DISTRICT OFFICE OF'
TXDOT HAS BEEN CONTACTED REGARDING THEIR PLANS FOR ADDITIONAL SIGNAGE ON
I-45 AND THAT �CXDOT IS PLANNING TO CHANGr OUT THE SIGNAGE ON I-45 FROM
CQNROE TO GALVESTON. CITY MANAGER C:OX STATED THAT COUNCILMEMBF�2
DICKEY OBTAINED THE PLANS FOR THIS AREA I�ND DISCOVERED THAT THE SIGNAG�
ANNOUNCTNG EXITS FOR FRIENDWOOD WAS BEING REDUCED. CITY MANAGER COX
FURTHER STATED THAT JOHN PINKSTON, WITH TXDOT, TN LA MARQUE, WHO WAS
HELPFUL IN GETTING ADDI.TIONAL GROUND SIGNAGE PLACED AT FM 2351, FM
528, AND FM 518 EXITS BOTH NORTH AND 50UTH, WAS CONTACTED BUT HE WAS NOT
SUCCESSFUL IN GETTING OVERHEAD SIGNAGE AT FM 528 OR FM 518. CITY
MANAGER COX STA7CED THAT A LETTER HAS BE:EN SENT TO THE ACTING DIRECTOI2 OF
THE HOUSTON DISTRICT OFFICE REQUE5TING THE SIGNAGE BE USED CONSTSTENTLY
AND THE CITY OF FRIENDSWOOD RECEIVE THE SAME TYPE OVERHEAD SIGNAGE AS
ALVIN, LEAGUE CITY, AND SANTA FE, TO NAME A FEW, CITY MANAGER COX REPORTED
THAT HE DOES KNOW WHAT THE SUCCESS WILL l3E BUT THAT THE CITY DOES HAVE MORE
