MTNUTES OF A SPECIAL MEETTNG OF THE FRIENSDWOOD CITY COUNCIL THAT WAS HELD
ON OCTOBER 9, 1995 AT 6:30 P.M. AT THE FRIENDSWOOD CITY HAZL COUNCIL
CHAMBERS, 109 WILLOWICK, FRIENDSWOOD, TEXAS WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

A LENGTHY DI.�.iCUSSION WAS HELD WITH ROGER ROECKER, DIRECTOR OF
ADMINISTRATIVE SERVICES PRESENTING POLTCY FOR PERSONNEL, LEAVE, LEAVE BALANCE
REDUCTION PLAN ��ND VEHICLE AI�LOWANCE AND TAKE HOME POLICIES. MR. ROECKER
REVIEWED THE MAJOR AREAS CHANGED OR ADDEll TO THE PERSONNEL POLICIES SUCH AS
ADA REQUIREMENTS, METHOD OF FILLING VACANCZES, APPOINTMENTS, CLASSIFICATION, �

COMPENSATION, LEAVE, CONDUCT, DISCIPLINE, REVIEW AND COMPLAINTS, EMPLOYEE '
APPEALS, NON-DISCIPLINARY SEPARATIONS, PERSONNEL FILES, AND REPORTS. MR.
' ROECKER STATED THESE, SECTIONS HAVE BEEN REVISED OR ADDED TO BRING THE CITY
INTO COMPLIANCE WITH CURRENT LABOR LAWS AND TO DOCUMENT POLICIES AND
PRACTICES THAT HAVE BEEN ADMINISTRATIVELY ADOPTED OVER THE PAST 13 YEARS.
COUNCTL DISCUSSED TAKING VEHICLES OUTSIDE THE CI`I'Y LIMITS, SETTING A
PP,RAMETER FOR THOSE VEHICLES THAT ARE TAICEN HOME, CAR ALLOWANCE, MARKING ALL
VEHICLE WITH EXEMPT LICENSE PLATES IN ACCORDANCE WITH NEW LAW, PAY PLAN -
CCP COMMITTEE, CHANGING PAY PERIOD, CERTIFICATION PAY, EDUCATION
REIMBURSEMENT PO:LICY, SICK LEAVE/NON-CHAFtGEABLE SICK LEAVE, ON DUTY INJURY
LEAVE, CONSIDER NON-SMOKING VEHICLES, VACA.TTON AND SICK LEAVE, CAP
VACATION AT 80 HUURS, SICK LEAVE AT 1040 HOURS, AND VACATION CARRYOVER.
COUNCILMEMBER AUSTIN PRESENTED INFORMATION ON HIS REVIEW OF THE PQLICIES
AND RECOMMENDED CHANGES OR CLARIFICATION TO NUMEROUS SECTIONS OF THE
PERSONNEL POLICY.

PRESENTATION AND SUGGESTED COUNCIL CONSIDER INCREASING LONGEVITY PAY FROM $4
TO $5 AS A WAY OF RECOGNIZING THE LONG TERI�I EMPLOYEE5.
A MOTION WAS MADE FOR ADJOURNMENT AT 10:00 P.M.
