DRUG FUND, EFFECTIVE TAX RATE CALCULATIONS, WATER RATE, PRIORITY LISTING,
ENCUMBERED FUNDS FOR PROJECTS, SIDEWALKS AND BIKE PATH, COMMUNITY APPEARANCE
BOARD, CITY MANAGER TRAVEL, AND PARKS ANI) RECREATION BOARD LETTER REGARDING
PARKS.

COUNCIL RECONVENE;D INTO OPEN SESSION AT 7:35 P.M.
CITY MANAGER RON COX GAVE THE INVOCATION.
MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE.
MAYOR NEWMAN REPORTED THAT SCHOOL STARTED AND URGED EVERYONE TO WATCH OUT
FOR THE CHILDREN, THANKED THE CITY MANAGER, ADMINISTRATIVE DIRECTOR, AND
CITY STAFF FOR PHEPARING AND PRESENTING THE FISCAL YEAR 1995/1996 BUDGET AND
STATED THAT THE CITY IS LOOKING FORWARD TO A $0.61 TAX RATE, REPORTED THE
BUDGET PROCESS WILL CONTINUE WITH A BUDGET MEETING WEDNESDAY IN THE
ACTTVITIES BUILDING AT 6:30 P.M. AND ANNOUNC:ED THE CONCERTS IN THE PARK HAVE �
BEEN VERY' SUCCE5SFUL AND ENJOYABLE.

COUNCILMEMBER DICKEY REPORTED ON ATTENDING THE T.M.L. REGION 14 MEETING
WITH EXECiITIVE DIRECTOR FRANK STURZI� SPEAKING ON LIABILITY .AND LOOPHOLES,
ATTENDED THE CHAMBER LUNCHEON, REPORTED ON THE PLANNING AND ZONING MEETING

CITY MANAGER COX REPORTED THAT AT THE REQUEST OF TEXAS DEPARTMENT OF
TRANSPORTATION AND FOLLOWING A TF2AFFIC STUDY CONDUCTED BY THEM, A REQUEST
HAS BEEN MADE TO INSTAI.,L A TRAFF:CC SIGNAL, WITH A LEFT-TURN INDICATOR, FOR
THE �NTEI2SECTION OF TOWNES ROAD AND FM 528, AND THAT AT THE REQUEST OF
FISD ADMINTSTRATION, ONE-WAY TRAFFIC HAS BEEN TEMPORARILY SiJSPENDED DURING
SCHOOL RUSH PERIODS ON LAUREL DRIVE IN FRONT OF THE FRIFNDSWOOD JUNIOR
H7GH SCHOOL CAMPUS. CITY MANAGER COX REPORTED THAT CONSTRUCTION OF

WOODLAWN TS PROGRESSING RAPIDLY AND IS 25 PERCENT COMPLETE, WITH
COMPLETION DUE THE END OF SEPTEMBER; THE ELEVATED STORAGE TANK IS BEGINNING
TO RECEIVE ITS FINAL COAT OF PAINT, TH� LEGS ARE ABOUT COMPLETED, AND THE
STQRAGE TANK ITSELF WILL SOON BE PAINTED; THE NEW CITY F-IALL IS ESSENTIALLY
READY .FOR THE SUBSTANTIAL COMPLETION ACCEPTANCE AND PUNCH LIST WALK-THROUGH
EXCEPT FOR THE STAIRWAY IN THE LOBBY, WHICH WILL BE REPLACED; AND THE SOUTIi
FRIENDSWOOD WATERLINE IS ESSENTIALLY COMPLETED.

MAYOR NEWMAN REPORTED 35 M.P.H. SIGNS ARE UP AT THE NEW SCHOOL ON F.M. 528.
I COUNCILMEMBER �.USTIN REPORTED THAT THE POLICE DEPARTMENT IS HAVING A
� DIFFICULT TIME COVERING BOTH ENTRANCES TO THE SCHOOL ON F.M. 528 AND
� REQUESTED THAT THE CITY MANAGER LOOK INTO THIS.
COUNCILMEMBER UICKEY EXPRES5ED CONCERN WITH THE PROPOSAL TO PLACE A
TRAFFIC SIGNAL AT TOWNES ROAD AND ASKED IF THE CITY COULD RECONSIDER THIS
PROPOSAL DUE TO THE TRAFFIC ON F.M. 528 BECAUSE OF THE STREET CONSTRUCTION.
COUNCILMEMBER LQWE ASKED THE CITY MANAGER TO CHECK THE MORTAR ON THE
BRICK AT THE NEW CITY HALL AND TO CHECK THE LANDSCAPING FOR DAMAGE F;ROM THE
SCAFFOLDING AND ASKED TF THE CLOGK AT THE NEW CITY HALL WILL HAVE TRIP WITH
THE CITY MANAGER ADVISTNG THAT THERE WILL BE A SEALANT PUT ON THE CLOCK AND
THE CLOCK CAN BE MADE DARKER, AND THAT THE HANDS WILL BE BLACK.

BLACKHAWK DRIVE AND A POINT 528 FEET WEST OF BAY AREA BOULEVARD; PROVIDING
A MAXIMUM PRIMA FACIE SPEED LIMIT WITHIN SUCH SCHOOL ZONE OF 35 MILES
PER HOUR BETWEEN THE HOURS OF 7:30 A.M. AND 9:30 A.M. AND 2:30 P.M. AND 4:30
P.M. ON SCHOOL DAYS; PROVIDING A PENALTY OF NOT LESS THAN ONE DOLLAR ($1.00)
