'I MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, AUGUST 14, 1995 AT 5:30 P.M. AT FRIENDSWOOD CITY HALL, COUNCIL
CHAMBERS, 109 TaILLOWICK, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

MAYOR NEWMAN CALLED THE MEETING TO ORDER.
COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS GOVERNMENT
CODE, PURSUANT TO SECTION 551.071 - CONSULTATION WITH ATTORNEY CONCERNING
PENDING OR CONTEMPLATED LITIGATION AND SECTION 551-072 - DEI�IBERATION
' REGARDING REAL P:E20PERTY.
II' ° � COUNCIL RE-CONVENED INTO OPEN SESSION AT 6:56 P.M. WITH NO ACTION TAKEN.
DISCUSSION WAS HELD REGARDING WASTE MANAGFMENT CONTRACT RENEWAL WITH MR.
ANTHONY C. COCO, MR. BOB DRENTH, AND MS. ROBIN SIMMONS. MR. COCO
PRESENTED INFORMATION REGARDING THEIR REQi7EST FOR RENEWAL, 5TATING WASTE
MANAGEMENT IS NOT SEEKING A RATE INCREASE FOR ANY SERVICE THIS YEAR, BUT ARE
REQUESTTNG AN ADJUSTMENT OF THE ALLOWABL�, F:EE FOR RECYCLING PROCESSING FROM
THE CURRENT $15.00 PER TON TO A FLUCTUATING PRICE DEPENDING ON WHAT THEY ARE
CHARGED BY THE COMPANY HANDLING THE MATERIAL.
COUNCIL DISCUSSED THE CONTRACT AND AGREEU TO INCRF,ASE THE RECYCLING FEES TO
$25.00 PER TON AND TO CHANGE THE CONTRACT TO A NON-EXCLUSIVE FRANCHISE AS
RECOMMENDED BY T13E CITY ATTORNEY.
DISCUSSION WAS HELD REGARDING CLEAR CREEK DRAINAGE DISTRICT PROJECTS WITH
SUPERVISORS RAY ROGERS, NE.AL RANCOUR, KF?NNY KONCABA, KEN SHORES, AND
SUPERINTENDENT DI�VID KOCUREK.
DISCUSSION WAS HELD REGARDING DETENTION PONDS, SUBDIVISION DEVELOPMENT IN
PE:ARLAND, CLEAR CREEK WATERSHED, FLOOD PLAIN ADMINISTRATION WITH
DETERMTNATION THAT THE CITY IS THE OFFICIAL ADMINISTRATOR AND CLEAR CREEK

DRATNAGE DISTRICT IS RESPONSIBLE ]?OR DRAINAGE AND THE PURRINGTON LETTER TO
THE CI.TY REGARDING ADMINISTRATTON OF F'LOOD PLAIN ORDINANCE.
A BRTEF BREAK WAS HELD AT THIS TIME.
MAYOR NEWMAN CALLED THE MEETING BACK TO ORDER. ;
DISCUSSION WAS HELD REGARDING LAND USE ISSUES REGARI)ING THE COMPREHENSIVE
PLAN AND AMENDMENTS TO THE ZONING AND SUBDIVISION ORDINAN�'E WITH J. T. „'� -
DUNKIN, DOUG KNEUPPEI2, DAVTD HOOVER, AND GLEN CRESS FROM THE PLANNING
AND ZONING COMMISSION.
MR. DUNKIN REVIEWED THE DRAFT COMPREHENSIVE PI�AN WHICH HAS BEEN COMPLETED
WITH GLEN CRESS SUGGESTING AN EXECUTIVE SUMMARY BE PREPARED.
FOLLOWING DISCUSSZON BY COUNCIL, CITY MANAGER PROPOSED A DEDICATED JOINT
WORKSHOP ON THE COMPREHENSIVE PLAN.
A LENGTHY REVIEW OF THE PR�POSED AMENDMENTS WAS HELD WITH DOUG KNEUPPER
AND DAVID HOOVER PRESENTING INFORMATION ON THE AMENDMENTS TO THE SUBDIVISION
AND ZONING ORDINANCE WITH THE CHANGE PROPOSED BEING CUL-DE-SACS, FENCES,
HOME CHILD CARE FACILITIES, ACCESSORY BUILDINGS, R.O.W. WIDT'HS FOR PRIVATE
STREETS, TREE PRESERVATION, SIDEWAL:KS, AND SUBDIVISION REGjILATIONS. THE
CONSENSUS OF COUNCIL WAS TO HAVE THE CITY ATTORNEY DRAFT ORDT}VANCES AMENDING
THE SUBDIVISION AND ZONING ORDINANCE.
CQUNCILMEMBER DICKEY LEFT THE MEETING AT 9:50 P.M.
A MOTION WAS MADE TO ADJOURN AT 10:15 P.M.
