MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, JULY 17, 1995 AT 6:00 P.M. AT FRIENDSWOOD CITY HALL, COUNCIL
CHAMBERS, 109 WILLOWTCR, FRIENDSWOOD, TEXAS WITH TFIE FOLLOWING PRESENT

MAYOR NEWMAN CALLED T`HE MEETING TO ORDER.
COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS GOVERNMENT
, CODE, PURSUANT �0 SECTION 551 .071 - CONSULTATION WITH ATTORNEY CONCERNING
PENDING OR CONTEM.PLATED LITIGATION.
COUNCIL RECONVENED INTO OPEN SESSION AT 7:30 P.M. WITH NO ACTION TAKEN.
CITY ATTORNEY MARIO DELL'OSSO LEFT THE MEETING AT THIS TIME.
A LENGTHY DISCUSSION WAS HELD WITH FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT
PRESIDENT MARK GARVIN AND ASSISTANT CF[IEF DAN KEY REGARDING THE FIRE
DEPARTMENT'S REQUEST FOR A PUMPER/LADDER FIRE TRUCK.
COUNCIL DISCUSSETi THE PRTORITIES CONSIDERED AND ADVISED THE FIRE DEPARTMENT
THAT THE PUMPER/:LADDER FIRE TRUCK WAS LOW ON THE PRIORITY LISTING AND THE
CITY WILL BE UNAE�LE TO FUND THIS PROJECT, WITH THE COUNCIL STATING THAT THEY
MUST LOOK AT THE NEEDS OF THE CITY.
MAYOR NEWMAN ASKED PRESIDENT GARVIN IF THE FIRE DEPARTMENT CAN PROVIDE
SERVICE WITH EXISTING EQUIPMENT. PRESIDENT GARVIN STATED THAT THE FIRE
DEPARTMENT CAN PROVIDE SERVICE WITH EXISTING EQUIPMENT BUT WOULD ASK COUNCIL
FOR A COMMITMENT FOR NEXT YEAR TO CONSIDER THE PUMPER/LADDER FIRE TRUCK.
PRESIDENT GARVIN STATED THAT THE VOLUNTEER FIRE DEPARTMENT DID NOT WANT TO
�1 PURCHASE A PUMPER THIS YEAR.

MAYOR NEWMAN THANKED THE FRIENDSWOOT) VOLUNTEER FIRE DEPARTM:ENT FOR THEIR
DEDICATED SERVICE TO THE CITIZENS OF FRIENDSWOOD AND STATED THAT COUNCIL HAS
WORKED DZLIGENTLY TO PROVIDE EQU�PMED?7' AS NEEDED FOR THE FIRE :DEPARTMENT AND
EMS AND WILL CONTINUE TO DO S0.
A LENGTHY DISCUSSION WAS HELD REGARDING THE CENTENNIAL SPORTS COMPLEX GRA.NT
APPLICATION WITH PARKS AND RECREATIOIV BOARD MEMBER PENNY BURKE, PARKS AND
RECREATION DIRECTOR JON BRANSON, AND DENNTS SIMS WITH J.T. Di.TNKIN.
COUNCIL REVIEWED THE PLANS AND FUNDING OPTIONS WITH ALTERNATI:VES. COUNCIL
DISCUSSED FIELDS, PAVING, SOFTBALL FIELDS, DIRT, PHASING, PARKING, AND
BATHROOMS.
MR. SIMS PRESENTED INFORMATION AS TO THE GRANT APPLICATION PROCESS ANL THE
POINT SYSTEM FOR SCORING THE GRANT WITH MR. SIMS ADVISING MORE POINTS ARE
GIVEN FOR OUTDOOR RECREATION VERSUS INFRASTRUCTURE. MR. SIM[S ADVISED THE
TABULAR SUMMARY HAS TO GO WITH THE GRANT AND CANNOT BE CHADTGED WITHOUT A
STRONG REASON FOR THE CHANGE. MR. SIM� ADVISEb THAT THE CITY CAN USE
IN-KIND DONATTONS AS PART OF THE MATCH FROM THE CITY.
MAYOR NEWMAN STATED GALVESTUN COUNTY HAS INDICATED THAT THEY 1!�A.Y BE ABLE TO
HELP WITH ROADS AND EQUIPMENT, ETC. , AND WILL NEED TO GET A FIRM COMMITMENT
FROM GALVESTON COUNTY.
'� PARKS & RECREATION BOARD MEMI3ER. BURKE STATED THE GRA.NT WILL PROVIDE
RECREATIONAL FACILITIES AND THE CIT'Y WILL PROVIDE AMENITIES.
PARKS AND RECREATION DIRECTOR BRANSON STATED THAT THEY WILL NEED A GRADING
PLAN BEFORE BEGINNING TO SPREAD DIRT.
COUNCIL bISCUSSED POSTPONING THE GRANT, USING THE $250,000 FUIVDED, AND THEN
DO THE GRANT AT A LATER DATE. �- "°�
COUNCIL DISCUSSED SUBMITTING THE GRAN'P AND AGREED TO GIVE MR. SIMS AUTHORITY
TO MAKE CHANGES TO THE PLAN TO GET THE MOST POINTS, USING IN-KIND DONATIONS,
BUT NOT USING THE DIRT AS AN IN-KIND DONATION.
MOTION WAS MADE AND APPROVED TO AD.TOURN AT 9:20 P.M.
