MINUTES OF A SPI;CIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, JUNE 12, 1995 AT 6:30 P.M. AT FRIENDSWOOD CITY HALL, COUNCIL
CHAMBERS, 109 V�IILLOWICK, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

MAYOR NEWMAN AND PLANNING AND ZONING COMMISSION CHAIRMAN BENNY BAKER ,
CALLED A 'JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE INPUT, EITHER , '
ORAL OR WRITTEN, REGARDING THE FOLLOWING: A) A REQUEST FOR SPECIFIC USE
PERMIT - DANCE STUDIO FOR PROPERTY LOCATED AT 410 E. EDGEWOOD DRIVE (FM
2351) , 0.7869 AC]�ES OUT OF LOT 21, HOIDALF'. AND COFFMAN SUBDIVISION.
MRS. BONNIE PADGETT, OWNER OF THE DANCE STUDIO STATED THAT THE STUDIO IS �
USED BY STUDENTS AGES 3 YEARS TO 17 YEA12S FOR BALLET, TAP, AND JAZZ. MS.
PADGETT'S ARCHITECT, MIKE FARLEY, STATED THAT THE BUILDING WILL BE A
4800 SQUARE FOOT BUILDING AND WILL BE 100 FEET FROM THE FRONT PROPERTY LINE �
WITH A ONE-WAY ENTRANCE AND EXIT, AND PARKING WILL BE IN THE REAR OF THE
BUILDING.

COUNCIL ASKED ABOUT THE DENTENTION POND, LIGHTING, SECURITY, ENTRY FROM '
F.M. 2351 AND TRl�'FIC FLOW. ,
MR. DAN ILLERICH STATED THAT DUE TO THE MEDIAN IN FRONT OF THE BUILDING, ':
THERE WILL BE A TRAFFIC PROBLEM AND EXPRESSED CONCERN REGARDING TRAFFIC �
MAKING A U-TURN `.PO GO INTO ,THE ONE-WAY DR1VE.
MR. BILL LANGDOUC STATED THAT HE HAS NO OBJECTIONS TO THE PROPOSED USE AND
COMMENDED THE ARCHITECT FOR THE PROPOSE:D LANDSCAPING WHICH IS CONSISTENT +
WITH THE NEIGHBO:RHOOD, BUT STATED HIS CONCERN WITH TRAFFIC FLOW AND DROP-OFF
AND PICKUP AND ALSO STATED HIS CONCERN WITH THE COMMERCIAL-TYPE FRONT WHICH
IS NOT CONSISTEN`.P WITH THE RESIDENTIAL LOOK.

MS. VERONICA SCOULLOUS STATED THAT SHE WOULD LIKE TO SEE T�E ARCHITECTURE
STAY THE SAME AS THE RESIDENTIAL AREA AND EXPRESSED CONCERN WITH THE LOOK
AND STYI,E OF AN INDUSTRIAL METAL BUILDING.
MR. BEN WILDE EXPRESSED CONCERN REGARDING THE TRAFFIC FLOW AND SUGGESTED
THE PARKING BE PLACED IN THE FRONT OF THE BUILDING AND URGEI7 THE ARCHITECT
TO BLEND THE BUILDING WITH THE RESIDEDTTIAL AREA.
MR. MARK KAGE STATED THAT THE BU:CLDING IS OUT OF PROPORTION WITH THE
RESIDENTIAL COMMUNITY.
MR. WARNER GILZESPIE STATED THAT THE CITY NEEDS TO CONSIDE:R REDUCING THE
SPEED ON F.M. 2.351.
MR. CASH ALLEN ASKED WHERE THE DANCE RECITALS WILL BE HELD WITH THE OWNER
, ADVISING THAT THEY WILL BE HELD OFF-SITE.

� MS. SHIRLEY KAGE EXPRESSED CONCERNS WITH THE TRAFFIC FLOW.
MRS. AI,ICE GILLESPIE ASKED ABOUT THE RETENTION AREA IN BACK WITH THE
ARCHITECT STATED THAT THE AREA WILL BE USED FOR DRAINAGE AND COULD BE USED
FOR ADDITIONAL PARKING.
x MS. COOKIE LANDOUC EXPRESSED CONCERN WITH TRAFFIC DURING PICK-UP AND
DROP-OFF TIMES AND ALSO EXPRESSED CONCERN THAT THE BUILDING T:S 2 OR 3 TIMES
HIGHER THAN THE HOUSES IN THE VICTNITY AND SUGGESTED A LONGER DRIVE INTO THE
` BACK PROPOSED RETENTION AREA. MS. LANDOUC ASKED WHY THE BUILDING IS
' DESIGNED SO HIGH WITH THE OWNER ADVISING THAT IT IS NEEDED FOR "PARTNERING"
; AND STATED THE BUILDING TS NOT AS TAI,L AS A TWO-STORY BUILDING.
4 MS. WEBBER STATED THAT HER DAUG�HTE;R TAKES DANCE LESSONS ��T THE OWNER'S
j EXISTING BUILDING AND STATED SHE DOES NOT SEE ANY PROBLEM WT:TH THE PARKING
� AND PICK-UP.
f THE OWNER'S DAUGHTER STATED THAT SHE DOES NOT SEE A PROBLEIK AND DOES NOT
UNDERSTAND THE QUESTIONS AND STATED HER MOTHER PLANS THE BUILDING TO LOOK
LIKE A DOLL HOUSE.
MR. SMITH SUGGESTED THAT THE OWNER MOVE THE BUTLDING TO THE BACK, MOVE THE
PARKING TO THE FRONT, AND WIDEN TH:E EI�TRANCE.
THE OWNER STATED THAT IT IS PLANNED TO EVENTUALLY PROVIDE M:ORE PARKING IN
THE REAR.
COUNCILMEMBER LOWE ASKED ABOUT AN INTEGRATED DRIVEWAY CONNECTING THE
PROPERTIES WITH PLANNER DAVID HOOVE:R STATING THIS COULD H��PPEN WHEN THE
RESIDENTTAL AREA CHANGES. COUNCILMEMBER LOWE SUGGESTED THAT THE
ARCHITECT COULD WIDEN THE ENTRYWAY.
MS. LANDOUC STATED HER CONCERNS WITH THE PROPOSED METAL BUILDING AND
STATED THAT THE CITY WILL BE SETTING A PRECEDENT. :
MS. WEBER STATED THAT THE PARENTS PICKING UP AND DROPPING OFF KNOW WHICH _...__

THE OWNER'S MOTHER STATED TRAFFIC FLOW IS ALWAYS A PROBLEM WITH DANCE
SCHOOLS.

MAYOR NEWMAN AND PLANNING AND ZONING COMMISSION CHAIRMAN BENNY BAKER
CALLED A JOINT I�OCKETED HEARING TO OI2DER TO RECEIVE INPUT, EITHER ORAL OR
WRITTEN REGARDING THE FOLLOWING: B} ANNEXATION OF APPROXIMATELY 65 ACRES
LOCATED AT THE END OF MISSION ESTATES AND CARMEL VILLAGE SUBDIVISIONS.
MR. MIKE ROBESHER, OWNER OF THE PROPERTY IN QUESTION, APPEARED BEFORE
COUNCIL AND STATED THAT THF 65 ACRES TO BE ANNEXED IS PROPOSED TO BE 3/4
ACRE HOMESITES 4VITH A 10 ACRE LAKE AND THE HOMES WILL BE IN THE $250,000
RANGE.
CITY MANAGER COX READ THE SERVTCE PLAN INTO THE RECORD FOR WATER AND SEWER,
WASTEWATER TREAZ'MENT PLANT, FIRE AND ]?OLICE DEPARTMENT PROTECTION, AND
SOLID WASTE BY CONTRACTOR.
COUNCILMEMBER LOWE ASKED IF THIS PROPERTY IS ZONED FOR THE CAPITAL
IMPROVEMENT PLAN WITH THE CITY MANAGER ADVISING THAT THE PROPERTY WILL HAVE
TO BE ZONED FOLLOWING ANNEXATION. ,
COUNCILMEMBER LOWE ASKED ABOUT THE CONDITION AND TRAFFTC ON SAN JOAQUIN
PARKWAY WITH M12. ROBERSHER STATING THE CONDITION OF THE ROAD IS A
CONCERN OF EVERYONE LIVING THERE AND STATED THE ROAD WILL NOT GET ANY BETTER
WITH THE DEVELOPMENT.
COUNCILMEMBER LOWE ASKED THE CITY TO DISCUSS WITH THE DEVELOPER SHARING
IN THE COST FOR ROADWAY IMPROVEMENTS WITH THE CITY MANAGER ADVISING NEW
LEGISLATION WILL BE COMING TO THE COUNCIL FROM THE CITY ATTORNEY REGARDING
THE DEVELOPER SHARING IN THE COSTS. COUNCILMEMBER LOWE STATED THAT THE
CITY NEEDS TO LOOK AT APPROVED AND ACCEPTED STREETS MEETING CQDE.
MR. ROBESHER ASKED IF THE SAN JOAQUIN ]?ARKWAY IS ON THE STREET PLAN FOR
IMPROVEMENTS WITH MAYOR NEWMAN STATING THIS WILL BE DISCUSSED AT THE
PLANNING RETREAT.
COUNCTLMEMBER MEASELES ASKED ABOUT THE PORTION OF THE PROPERTY IN
FRIENDSWOOD WIT�-[ MR. ROBESHER ADVISING APPROXIMATELY 11 ACRES ARE IN
FRIENDSWOOD MAKIDfG THIS ENTIRE DEVELOPMENT 76 ACRES.
COUNCILMEMBER LOWE ASKED IF F.I.S.D. HAS ACCEPTED THE PROPERTY INTO
THEIR SCHOOL DISTRICT WITH MR. ROBESHER ,ADVISING THAT HE HAS SPOKEN TO THE
SCHOOL SUPERINTE]�DENT, DR. CLAY, AND THAT F.I.S.D. IS READY TO ACCEPT THE
PROPERTY BUT C.C.I.S.D. HAS NOT COMMI':CTED TO RELEASE THE LAND. MR.
ROBESHER 5TATED THAT HE HAS OFFICIALLY PETITIONED C.C.I.S.D. TO RELEASE
THE 63 ACRES THAT ARE IN THEIR DISTRICT.
COUNCILMEMBER LOWE ASKED THE OWNER IF HE WILL CONTINUE THE DEVELOPMENT
IF C.C.T.S.D. D(�ES NOT RELEASE THE PROPERTY WITH MR. ROBESHER ADVISING
' "", THAT HE HAS AN ALTERNATE PLAN WHEREBY HE WILL HAVE ESTATE-SIZED LOTS WITH 22
HOMESITES.

HEARING NO FURTHER INPUT, THE PUBLIC HEARING WAS CLOSED AT 7:25 P.M.
DISCUSSION WAS HELD REGARDING THE DEVELOPMENT OF GUIDELINES AI.1D CRITERIA FOR
THE NAMING OF PUBLIC FACILITIES WITH COMMITTEE MEMBERS DAVID SMITH, DORIS �
HEARD, PHYLLIS LEE, WANDA MURPHY AND LAURIE WHITEHEAD, WITH C:ITY MANAGER RON �
COX, SERVING AS LIAISON, PRESENTING THE PROPOSED POLICY.
COUNCIL DISCUSSED THE POLICY AND SUGGESTED A FOOTNOTE BE ADDED TO THE POLICY
DEFINING "FACILITIES".
DISCUSSION WAS HELD REGARDING WASTEWATER ISSUES WITH PUBLTC WORKS DIRECTOR
MELVIN MEINECKE AND KAZ HAMIDI�N, UTTLITIES SUPERINTENDENT, REPORTING
ON THE INFLOW AND INFILTRATION I?ROGRAM AND THE WASTEWATER FLOW AND
PUMPAGE.
MR. MEINECKE REPORTED THE CITY HAS A VERY LARGE TNFILTRATION AND INFLOW
PROBLEM. MR. MEINECKE REPORTED 419 MANHOLES HAVE BEEN INS�'ECTED AND THAT
64 MANHOLES HAVE BEEN SEALED TO DA`PE IN THE FOREST BENA SiJBDIVISION WITH
APPROXIMATELY 112 MORE IN FOREST BEND AT AN AVERAGE COST OF $500.00 PER
MANHOLE WHICH IS DETERMINED BY DEPTH. MR. MEINECKE PRESEN'I'ED PICTURES OF
A MANHOLE BEFORE AND AFTER, AND RrPORTED THAT THE MANHOLES WERE SEAI,ED UNDER
PRESSURE, AND THAT THE NEW MANHOLES WILL NOT HAVE BRICK LTDTERS WHICH WILL
HELP THE PROCESS.
COUNCIL DISCUSSED THE OVERFLOW PROBLEM WHICH HAS TO BE REPORTED TO THE
E.P.A. . , MAY NOT SEE NET DECREASE 1�T BLACKHAWK, MAY STOP INFILTRATION BUT
ViIILL NOT STOP OVERFLOW, LINE REPAIRS, TELEVIEWING LINES, RAIN CAPS IN
MANHOLES REDUCE WATER ENTERING THE LINE, ALL NEW MANHOLES ARE BEING SEALED,
SUNMEADOW, KINGSPARK/ANNALEA/WHITEHALL, AND WEDGEWOOD SUBDIVISIONS �� ��
HAVE BEEN SMOKE TESTED AND REPAIRS COMPLETED, INSPECTOR ON-LINE WITH
CONTRACTOR TO KEEP FROM KNOCKTNG HOLES IN THE LINE, AND SUGGESTED NEW
SUBDIVISIONS HAVE RAIN CAPS INSTALLED IN ALL MANHOLES.
DISCUSSION WAS HELD REGARDING WASTEWATER DIVERSIONS WITH CHARLIE BEERE
WITH WAYNE SMTTH AND ASSOCIATES. MR. BEERE REPORTED THAT 7'HERE ARE 1,100
HOMES IN FOREST BEND AND PROVIDED A BRIEF OVERVIEW OF THE EVALi7ATION OF
FOREST BEND LIFT STATION INCLUDING FORCE MAIN AND RECEIVING ISANITARY SEWER.
MR. BEERE REPORTED THAT THEY ARE READY TO BID THE PROJECT.
COUNCIL DISCUSSED THE PROPOSED W11ST]?WATER DIVERSIONS AND COD7CURRED TO MOVE
FORWARD WITH THE PROJECT.
DISCUSSION WAS HELD REGARDING THE BUILDING REPORTS WTTH COUNCILMEMBER
LOWE STATING THAT THIS DOCUMENT IS AN EXCELLENT TOOL FOR THE CITY TO SEE
WHERE TO FOCUS BUDGETING REVENUES FROM BUILDING FEES. STAFF STATED
INSPECTION FEES FOR PLANS ARE BASED ON 50 PERCENT OF THE CC)ST QF BUILDING
PERMTTS, WHICH ARE BASED ON 1985 FEES.
A DISCUSSION WAS HELD REG.ARDING THE PROPOSED ENTRYWAY OV�,RLAY DISTRICT.
COUNCIL DISCUSSED THE 35 FOOT HEIGHT WITH STAFF ADVISING THA`.� THE CITY WILL ,
HAVE TO HAVE A LEGAL REASON TO LIMIT HEIGHTS, DISCU5SED A 40 FOOT SET-BACK � .
AND 15 FEET OF LANDSCAPING WITHIN THE 30 FOOT SET-BACK. COUNCIL DISCUSSED '
