MR. GERBER REPORTED ON THE CHANGE IN CONGRESS WITH THE 100 MEMBERS ' UF SENATE HAVING LESS THAN THREE YEARS OF EXPERIENCE AND THE HOUSE OF BEING OVER 50 PERCENT OF NEWLY ELECTED MEMBERS. THE MEMBER.S ARE YOUNGER, MORE OF A DIVERSE BACKGROUND, LESS THAN 40 PERCENT ARE ATTORNEYS, FEWER CAREER POLITICIANS AND MORE RACIAL AND ETHNIC DIVERSITY. MF2. MR. GERBER REPORTED SOME OF THE ISSUES ADDED THE FIRST 100 DAYS WERE THE CONGRESSIONAL ACCOUNTABILITY ACT, PRESIDENT CLTNTON SIGNED THE UNFUNDED MANDATE BILL, REGULATORY RELIEF PACKAGE, APPROVED LINE ITEM VETO BY THE PRESIDENT, AND WILL BE LOOKING AT BALANCINU THE FEDERAL BUDGET, ANTI—CRIME LEGISLATION, WELFARE REFORM, AND INCREASING DEFENSE SPENDING. MR. NICKEE STATEI) HE DOES N�T AGREE WITH TH2S METHODOLOGY OF APPRAISING, STATING APPRAISALS SHOULD BE ON LAND AND BUILDINGS, NOT ON RENTAL INCOME. MR. TOM GRACE APPEARED BEFORE COUNCIL REGARDING THE GA.LVESTON COUNTY CENTRAL APPRAISAL DISTRICT PROPERTY ASSESSMENT AND THE MAKE-UP OF THE Y30ARD RELATIVE TO POLICY MAKING. MR. GRACE STATED IT APPEARS NORTH GALVESTON COUNTY IS TAKING THE BRUNT OF THE APPR.AISALS AND URGED EVERY HOMEOWNER TO FILE A PROTEST AND REQUESTED COUNCIL TO INVESTIGATE THE APPRAISAL BOi4RD'S PRACTICE IN APPEALS IN FRIENDSWOOD. MR. GRACE ALSO ADVISED COUNCIL OF THE PROPOSED S.B. 751 TO CHANGE THE MAKE UP OF THE BOARD FROM ELECTED OFFICIALS TO NON-ELECTED REPRESENTATIVES AND URGED COUNCIL TO SIIPPORT TI[E LEGISLATION TO BE PRO-ACTIVE IN APPOINTMENTS TO THE CENTRAL APPRAISAL DISTRICT BOARD. MAYOR NEWMAN URGED MR. MCKEE AND MR. GRACE TO CONTACT CHfIEF APPRAISER ' KENNETH WRIGHT TO DISCUSS THESE ISSUES. COUNCILMEMBER DICKEY EXPRESSED CONCERN REGARDING THE SLOWNESS OF ABBEY � CONSTRUCTION ON THE NEW CITY H�1LL AND STATED THE WAY TO GET THEIR ATTENTION � IS WITH MONEY AND USE OF THE LIQUIDATED DAMAGE CLAUSE OF THE CONTRACT.
