MAYOR NEWMI-1N PFtESENTED A SPECIAL AWARD TO THE FRIENDSWOOD HIGH SCHOOL WR�INGLERETTES FOR WINNING THE OVERALL 4A NATIONAL CHAMPIONSHIP. COUNCILMEMBER MEASELES REPORTED THAT HE ATTENDED THE CLEAR LAKE COUNCIL OF CITIES ME�TING LAST WEEK AND PRESENTED A CERTIFICATE OF APPRECIATION TO MAYOR NEWMAN FROM THE AMERICAN RED CRaSS IN RECOGNITION OF' THE ENORMOUS AMOUNT OF TIME SHE DONATED TOWARDS THE FLOOD THAT FRIENDSWOOD RESIDENTS RECENTLY INCURRED. COUNCILMEMBER MANISON A[�NOUNCED THAT HE ATTENDED THE FRIENDSWOOD "�'' VOLUNTEER FIRE DEPARTMENT AND E.M.S. ANNUAL BANQUET WHICH PAID TRIBUTE TO THE DEDICATTON OF SO MANY VOLUNTEERS, TRAVELLED TO AUSTIN REGARDING FUNDING FOR SOIL AND CONSERVATION ISSUES, ATTENDED C.C.W.C. MAYOR NEWMAN ANNOUNCED SENATOR JERRY PATTERSON WILL HAVE A TOWN MEETING IN FRIENDSWOOD ON SATURDAY, APRIL 22, 1995, FROM 10 A.M. TO 12 NOON AT THE ACTIVITIES BUILDING. COUNCILMEMBER DICKEY REPORTED SHE ATTENDED THE T.M.L. REGION 14 MEETING WITH T.M.L. DIRECTOR FRANIC STURZL, PRESIDENT MAX WELLS, AND PAST PRESIDENT FRED GUERRA, WHO IS RUNNING FOR FIRST VICE PRESIDENT OF THE NATIONAL LEAGUE OF CITIES, REPORTED TOURING THE NEW CITY HALL, AND ATTENDED THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT A.NNUAL BANQUET. ' JUDGE WOLTZ STATED COMMISSIONERS COURT IS USING THE 1990 CENSUS POPULATION ! , WHICH DOES NOT REFLECT THE TREMENDOUS GROWTH IN NORTH GALVESTON COUNTY. f JUDGE WOLTZ ASKED COUNCIL TO URGE CONII�IISSIONERS COURT TO LOOK AT THE 1 , � RE-ALIGNMENT FAIRLY AND TO ASK THEM TO WAIT FOR THE 2000 CENSUS NUMBERS TO ' 1 USE FOR THE RE-ALIGNMENT. f � GALVESTON COUNTY COPR�IISSIONER ED STUART APPEARED BEFORE COUNCIL REGARDING F THE PROPOSED RE-ALIGNMENT AND STATED THE PROPOSAL IS TO CONSOLIDATE THREE JUSTICE OF THE PEACE AND CONSTABLE PRECINCTS IN THE NORTH COUNTY INTO TWO PRECINCTS. COMMISSIONER STUART STATED THIS CHANGE WOULD REDUCE SERVICES TO THE CITIZENS IN THESE AREAS. COMMISSIONER STUART STATED THIS MAY BE A SMOKE ' SCREEN TO CHANGE THE COMMISSIONERS PRECINCT LINES. COMMISSIONER STUART .........� 665 STRESSED THE CONSENSUS IS TO WAIT FOR 'PHE 2000 CENSUS NUMBERS WHICH WILL ACCURATELY REFLECT THE GROWTH IN THE NORTHERN PART OF GALVESTON COUNTY. MAYOR NEWMAN REQUESTED COMMISSIONER STUART TO ADVISE THE CITY WHEN PUBLIC HEARINGS ARE SCI�EDULED AND STATED THE CITY HAS APPRECIATED THE JUSTICE OF THE PEACE AND CONSTABLE SERVICES AND WANTS TO SEE THEM CONTINUE. " " COUNCILMEMBER MANISON ADVISED THE H.G.A.C. IS CONDUCTING A STUDY ON THE 1990 CENSUS AND IT APPEARS THAT THERE IS A MAJOR ERROR WHICH WILL AFFECT THIS AREA. GALVESTON COUNTI' COMMISSIONER STUART REPORTED ON THE CLEAR CREEK REGIONAL WATERSHED LEGISLATION AS WRITTEN BY STATE REPRESENTATIVE JACK HARRI5. COMMISSIONER STUART ADVISED THIS LEGISLATION WOULD CREATE A MASTER WATERSHED AUTHORITY WHICH WOULD BENEFIT HARRIS AND GALVESTON COUNTIES TN THE CLEAR CREEK PROJECT. COMMISSIONER STUART STATED EACH CITY AND COUNTY WOULD STILL BE RESPONSIBLE TO FEMA. MAYOR NEWMAN THANKED COMMISSTONER STUART FOR HIS FIVE YEARS OF SERVICE ON THIS COMMITTEE AND EXPRESSED HER APPRECIATION TO COUNCILMEMBER MANISON FOR TAKING THE RESPONSIBILITY OF THIS COMMITTEE. MR. FRANK WEB$ APPEARED BEFORE COUNCIL TO EXPRESS HIS OPPOSITION TO THE � USE OF RECYCLING FUNDS FOR FURNITURE F'OR THE NEW CITY HALL. MR. WEBB STATED HE IS TnTALLY OPPOSED TO PURCHASING ALL NEW FURNITURE INSTEAD OF USING SOME OF THE EXISTING FURNITURE. MR. WEBB STATED HE WAS LED TO BELIEVE THE RECYCLING FUNDS WOULD BE PUT BACK INTO THE COMMUNITY FOR SEWER, ETC. MR. ROX BAKER,, DISTRICT MANAGER OF ENTEX, APPEARED BEFORE COUNCIL REGARDING THE REQUEST FOR THE 4 CENT INCREASE FOR COST OF SERVICE ONLY. MR. BAKER STATED THERE ARE 49 CTTIES IN THE REGION WITH 37 CITIES AUTOMATICALLY INCREASING, COST OF SERVICE AND REQUESTED COUNCIL TO NOT ADOPT THE RESOLUTION SUSPENDINCY, THE REQUEST FOR INCREASE FOR COST OF SERVICE. MR. KEITH LLOYD, SUNSET MEADOWS SUBDIVISION, APPEARED BEFORE COUNCIL IN REGARDS TO CORRF?SPONDENCE FROM THE PRESIDENT OF SUNSET MEADOWS SUBDIVISION HOMEOWNERS ASSOCIATION REQUESTING A CHANGE IN THE 20 M.P.H. SPEED LIMIT. MR. LLOYD REQUF?STED COUNCIL TO LEAVE THE 20 M.P.H. AS POSTED IN THE FRIENDSWOOD SIDE OF THE SUBDIVISION. CITY MANAGER RON COX GAVE AN UPDATE AND PRIORITY LIST OF SEVERAL WATER AND WASTEWATER PROJf;CTS, THE RENOVATION OF THE ELEVATED WATER STORAGE TANK SITE, THE 12-II�CH WATERLINE IN THE S. FRIENDSWOOD AREA, THE HAZARD MITIGATION GRAN7� PROGRAM, THE METROPOL:CTAN TRANSPORTATION PLAN - VISION 2000, THE TML GROUP BENEFITS RISK POOL MONTHLY LOSS LETTERS, TWO CHANGE ORDERS REGARDING IMPROVEMENTS TO STEVENSON PARK, WITH CHANGE ORDER N0. 1 FOR $1,750.00 FOR ADDITIONAL FILL SAND TO REPLACE THE GRAVEL REMOVED FORM THE OLD PARKING AREA AND CHANGE ORDER N0. 2 FOR $4,500.00 AS AN ALTERNATE FOR GRASS. COUNCILMEMBER HAJECATE ASKED IF THE WATER TOWER RENOVATION WILL BE COMPLETE BY THE FOURTH OF JULY WITH THE CITY MANAGER ADVISING HE HAS DISCUSSED THE IM1?ORTANCE OF COMPLETION PRIOR TO THIS DATE. 666 MAYOR NEWMIIN ASKED II' THE HOMEOWNERS IN THE WILDBRNESS TRAII�S SUBDIVISION WERE NOTIFIED OF THE WATER TOWER CONSTRUCTION THE CITY MANAGEI� ADVISING THE HOMEOWNERS ADJACENT TO THE WATER TOWCR WERE NOTIFIED AND STATED HE WILL NOTIFY THE WILDERNESS TRAILS H.O.A. COUNCILMEMBER LOWE STATED THE TOWER ESTATES LIFT STATION IS NOT INCLUDED IN THE PRIORITY LIST AND ASKED IS THIS BECAUSE OF FUNDING WITH CITY MANAGER ADVISING FUNDS WILL COME OUT OF SEWER FUNDS OR IF FUNDS ARE I,EFT, FROM THE BOND ISSUE. COUNCILMEMBER LOWE ASKED ABOUT THE DIFFERENCE IN THE AMOUNT OF THE CLEAR CREEK WASTE WATER DIVERSION WITH CITY MANAGER ADVISING HE WILL CHECK TO SEE IF THE AMOUNT INCLUDED ENGINEERING.
