MINUTES OF A SPECIAL MEETTNG OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON MONDAY, APRIL 10, 1995 AT 6:40 P.M. AT FRIENDSWOOD CITY HALL, COUNCIL
CHAMBERS, 109 VJILLOWICK, FRIENDSWOOD, TEXAS WITH THE FOLLOWING PRESENT
CONSITUTING A QUORUM:

ABSENT FROM THE 1�IEETING WAS COUNCILMEMBER JANIS LOWE.
MAYOR NEWMAN CALT�ED THE MEETING TO ORDER.
MAYOR NEWMAN WELCOMED CUB SCOUT TROOP 442 TO THE MEETING.
DISCUSSION WAS HELD REGARDING THE COMMUNITY ORIENTED POLICING PROGRAM WITH
POLICE CHIEF STOUT REPORTING THE PROGRAM CONTINUES TO MAKE PROGRESS. CHIEF '
STOUT STATED THr PROGRAM IS A JOINT EFFORT BETWEEN THE POLICE, COMMUNITY
-� ° MEM$ERS AND ALL UTHER ELEMENTS TO BOTH IDENTIFY THE OPPORTUNITIES FOR ACTION
, AND THE S;OLUTIONS POSSI$LE WITHIN THE LAW AND COMMUNITY VALUES. COUNCIL
DISCUSSED 'WITH CHIEF STOUT ABOUT ADVISTNG THE HOMEOWNERS ASSOCIATIONS OF
AVAILABILITY TO MEET WITH THEM TO PRESENT THIS PROGRAM, DISCUSSED RESPON5E
TIME WITH CFiIEF STOUT OUTLINING AVERAGE TIMES FOR CERTAIN CALLS AND POLICE
CHIEF STOUT STA7'ED TO DECREASE AVERAGE CALL TIME FOR EVERY CALL RECEIVED,
THE CITY WOULD HAVE TO DOUBLE THE POLICE DEPARTMENT FORCE. CHIEF STOUT
REITERATED THAT WITH THE COMMUNITY ORIENT:ED POLICING PROGRAM, OFFICERS SPEND
MORE ONE-ON-ONE TIME ON EACH CASE. COUNCIL DISCUSSED STEP PROGRAM, SPECIAL
TRAFFIC ENFORCEMENT PARKING ON STREI?TS, SENIORITY PROGRAM, MORALE,
PRODUCTIVITY, DE;PARTMENT POLICY ON COURTESY, SUPPORT OF CITIZENS POLICE
ACADEMY PROGRAM, BUILDING COMMUNITY RELATIONSHIPS, COMPLAINTS TO BE REFERRED
TO POLICE DEPAR'.PMENT OR TO THE CITY MANAGER AND THE IMPACT OF THE TEEN
CURFEW ORDINANCE.
DISCUSSION WAS HELD REGARDING PROPOSED AMENDMENT TO FRIENDSWOOD CITY CODE;
APPENDIX C-ZONING, SECTION 7, SCHEDULE OF DISTRICT REGULATIONS. PLANNER
DAVID HOOVER PRFSENTED THE MINOR CHANGE:3 MADE TO THE PROPOSED REGULATION
MATRIX AND REVIEWED INFORMATION ON LOT SIZES RELATIVE TO THE MATRIX.

DETACHED GARAGES, SPECIFIC TJSE PEItMITS. CITY MANAGER AUVISED THE ORDINANCE
WTLL BE POSTED FOR FIRST READING FOR THE NEXT MEETING.
