COUNCILMEMBER DICKEY REPORTED ODT ATTENDING THE GALVESTON COUNTY MAYORS AND COUNCILMEN'S ASSOCIATION MEETING, REPORTED ON AN ART:ICLE REGARDING DELINQUENT TAX COLLECTION STATING THERE IS A LOT OF DELINQUENlT TAXES IN OUR AREA, ATTENDED THE SPORTS DAY OPENING WHICH WAS HIGHLY ATTEtQDED AND WAS A WONDERFUL EVENT. COUNCILMEMBER MANISON REPORTED THAT WITH THE MAYOR'S ABSEN(:E FROM SPORTS DAY OPENING CEREMONIES, HE WAS ALLOWED THE HONOR OF THE F:CRST PITCH AND STATED THE OPENING DAY WAS A WONDERFUL EXPERIENCE AND REPORTED THE ROTARY REVERSE DRAW BENEFITTING SCHOLARSHIPS WAS VERY SUCCESSFUL WITH OVER $75,000 � � SPENT ON SCHOLARSHIPS. MAYOR NEWMAN ANNOUNCED THERE WERE ABOUT 75 GRADUATES FROM BALES ELEMENTARY FROM THE STAR BASE PROGRAM AND ANNOUNCED THE FRIENDSWOOD WRANGLERETTF.S WON STATE 4A AJND THE GITY WILL RECOGNIZE THESE TWO GROUPS AT THE NEXT COUNCIL MEETING. MAYOR NEWMAN REPORTED ON CONCERNS FOR A TRAFFIC LIGHT AT CASTLEWOOD AND SUNSET AND STATED THE CITY NEEDS TO WORK ON FUNDING AS TX DOT DOES NOT FUND LIGHTS FOR CITY STREETS. COUNCILMEMBER LOWE REMINDED DRIVERS TO EXERCISE CAUTION AS SCHOOL IS OUT ON WEDNESDAY. COUNCILMEMBER LOWE ANNOUNCED THE BALLOONS IN COUNCIL CHAMBERS ARE IN t-iONOR OF MAYOR NEWMAN'S BIRTHDAY, WHICH IS TOMORROW. MS. GIGI BULMER ADDRESSED COUNCIL TO EXPRESS HER CONCERNS REGARDING THE PROPOSED CURFEW ORDINANCE, EXPRESSED CONCERNS REGARDING HOME SCHOOLING AND PRIVATE SCHOOLS AND GOVERNMENT INVOLVED W]:TH TRADITIONALLY THE PARENT'S ROLE. MR. MEL AUSTIN ADDRESSED COUNCIL REGARDING HIS LETTER TO THE EDITOR IN OPPOSITION TO 'I'HE LADDER TRUCK REQUES7' FROM FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT. MR. GEORGE SCHILTER, VICE PRESIDENT OF FRIENDSWOOD LITTLE LEAGUE, PRESENTED A SIGtQED BALL TO MAYOR NEWMAN SINCE SHE HAD MISSED THE OPENING DAY CEREMONIES AND EXPRESSED APPRECIATION FOR PROVIDING THE LEAGUE THE OPPORTUNITY TO O:PERATE THE CONCESSION STAND AND REPORTED THERE WAS $5,000 IN SALES ON OPENING DAY. MS. MELINDA WASSON SPOKE ON BEHALF OF TFIE HERITAGE GARDENERS REQUEST FOR A STREET BANNER PERMIT FOR THE ANNUAL BACK YARD AND GARDEN TOUR AND REQUESTED THE DATE BE CHAN(�ED TO APRIL 10 THROUGH APRIL 16. �-_, MR. RANDY LACKEY' APPE�iRED BEFORE COUNCIL TO EXPRESS HIS CONCERNS REGARDING THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT REQUEST FOR A LADDER TRUCK AND PRESENTED DATA THAT HE STATED HAD NOT BEEN PRESENTED TO COUNCIL OR HAD BEEN i PRESENTED INCORRECTLY. MR. LACKEY URGED COUNCIL TO HAVE AN OUTSIDE FIRM ' CONDUCT A NEED STUDY AND CONDUCT AN EXTERNAL AUDIT INCLUDING THE DONATION FUNDS. CITY MANAGER COX REPORTED ON THE GASCARD SYSTEM AND THE AGREEMENT WITH THE VENDOR FOR THE S'.PATE OF TEXAS FOR PURCHASE OF FUEL AT PARTICIPATING GASOLINE STATIONS AND THE ADVANTAGES OF IMPLEMENTING THE RUSCHE GASCARD SYSTEM. CITY .MANAGER GAVE A REPORT ON THE STATUS OF THE COMPREHENSIVE PLAN PROJECT AND THAT THE PLAN IS BEING REDRAFTED AND ONCE COMPLETED, REVIEWED BY THE COMMISSION, THE I�OCTJMENT WILL BE READY FUR REVIEW BY COUNCIL. CITY MANAGER COX PRESENTED THE PROBLEM WITH INFLOW AND INFILTRATION (I&I) IN THE FOREST BEND, WEDGEWOOD, THE PARK, AND FRIENDSWOOD FOREST AREAS AND REPORTED THAT $100,000 I�iAS BEEN BUDGETED FROM THE RECENT BOND ISSUE FOR THE CONSTRUCTION OF A NEW LIFT STATION TO RELIEVE THE FLOW IN THIS AREA AND STATED THAT RECE;NTLY, THE CHANGES IN THE CONSTRUCTION OF FM 528 WITH OUT EXISTING MANHOLES HAVE BROUGHT THIS ISSUE AGAIN TO THE FOREFRONT AND THAT 654 CONSIDERABLE OVERFLOWS BROUGHT IN �Y I&I HAVE BEEN SEEN AT THE PARK ' SUBDIVISION AND THAT THIS SUBDIVISION IS DIRECTLY IN LINE WITH THE FORCE NlAIN COMING FROM FOREST BENA SUBDIVISION. HE REPORTED THAT DIRECTOR OF PUBLIC WORKS, MELVIN MEINECKE, RECOMMENDS THAT WE TAKE A CLOSER LOOK AT THIS WHOLE AREA TO BE SURE THE RECOMMENDED LIF'T STATION IS IN FACT THE PROPER THING TO DO. CITY MANAG],R COX REPORTED THAT MR. C;HARLIE BEERE, OF WAYNE SMITH AND ASSOCIATES, HAS BEEN ASKED TO GIVE A PROPOSAL FOR REVTEWING THAT AREA AND RECONII�IEND A COURSE OF ACTION. CITY MANAGER COX REPORTED TTIAT AFTER REVIEWING THIS PROPOSAL, HE SIGNED THE AG:REEMENT, SINCE IT WAS LESS THAN $5.000.00 AND REMINDED COUNCIL THAT THE CI7'Y MANAGER WAS GIVEN AUTHORITY TO ENTER INTO AGR�EMl3NT FOR $5000.00 OR LESS AS NECESSARY. CITY MANAGER SAID THAT A COPY WAS ENCLOSED IN THE AGENDA PACKETS AND THAT THE RESULTS OF THE STUDY SHOULD GIVE A BETTER UNDERSTANDING QF THE PROBLEM --�-� AND SOLUTION FOR THAT AREA AND HOPES THAT THE $100,000 WILL BE SUFFICIENT TO ADDRESS THE PROBLEM. COUNCII,MEMBER HAJECATE ASKED ABOUT THE TRAFFIC AT THE WAT]3R TOWER SITE WITH THE CITY MANAGER ADVISING THERE IS A MEETING TOMORROW :REGARDING THIS MATTER AND WTLL WORK TOWARDS KEEPING THE ROAD OPEN DURING THE WATER TOWER REPAIRS. COUNCILMEMBEI2 MEASELES ASKED IF THF� CITY HAS INCURRED EXI?ENSES IN THE SOUTHWESTERN BELL T$LEPHONE SETTLEMEhIT WITH THE CITY MANAGER ADVISING THAT THERE I5 NO COST TO THE CITIES BUT SOUTHWESTERN BELL WILL INCUR OVER $8.5 MILLION FOR ATTORNEY FEES. COUNCILMEMBER MANISON URGED THE COS7' FOR LEGAL FEES NOT BE PASSED ON TO THE RATE PAYERS WITH THE CITY MANAGER ADVISING THAT THE COST WILL BE A PART OF THE SETTLEMENT AND WILL BE PAID FOR BY 50UTHWESTERN BELL TEL�EPHONE. COUNCILMEMBER DICKEY ASKED WHY THE EMPTY DIESEL TANKS HAVE TO BE REMOVED FROM PUBLIC WORKS WITH CITY MANAGER 1�DVISING THE TANKS ARE OLD AND WOULD BE COST PROHIBITIVE TO MEET STANDARDS IN ORDER FOR THE CITY TQ CONTINUE TO USE THEM. CITY MANAGER COX ADVISED THE TANKS COULD BE FILLED IN AND LEFT IN THE GROUND. COUNCILMEMBER DICKEY ASKED WHY DEPARTMENTS ARE USING DIFFERENT GRADES OF --� GASOLINE WITH CITY MANAGER ADVISING THE CITY WILL LOOK AT TH:E OCTANE NEEDS AND DETERMINE WHICH OCTANE THE CITY CQULD USE FOR THE EQUIPMEN�'. � COUNCILMEMBER LOWE ASKED IF A DECISION HAS SEEN MADE F;EGARDING WHAT ; COLOR TO PAINT THE WATER TOWER WITH THE CITY MANAGER ADVISING THE � CONTRACTORS WILL PROVIDE COLOR SAMPLES FOR COUNCIL TO SELECT FROM. � � COUNCILMEMBER LOWE ASKED ABOUT THE NEW CITY HALL WINDOWS WITH THE CITY ' MANAGER REPORTING THAT THE CONTRACTOl� IS WILLING TO PUT IN THE WINDOWS NOW !
